FINANCIAL STATEMENT:
Approximately $200 to red-curb the bike lanes at which
parking is not already prohibited.
DESCRIPTION:
The Traffic Safety Conmittee recently observed that vehicles occasionally park
in the eastbound bicycle lane on Amador Valley Boulevard, east of Stagecoach
Road, generally in front of the Heritage Conmons condominium development.
Research of the California Vehicle Code (CVC) indicates that there is no
provision that specifically prohibits parking in the type of bicycle lane
which is separated from a traffic lane only by striping. There is a provision
which prohibits obstructing the type of bicycle path that is separated from
the street, such as the one on the west side of San Ramon Road.
Bicycle lanes have been established on Village Parkway, Amador Valley
Boulevard, the portion of Dublin Boulevard west of San Ramon Road, and the
east and west sides of San Ramon Road except for the portion between Vomac
Road and Silvergate which will be added as part of San Ramon Road Phase IV.
Parking is already prohibited for other reasons in most of these locations,
and a separate parking lane has been provided on Amador Valley Boulevard
between Village Parkway and Stagecoach Road. The portion of Amador Valley
Boulevard east of Stagecoach Road has not, however, been designated or signed
as a bike lane or a no parking zone.
When vehicles park in a bicycle lane, a bicyclist must ride out into the
traffic lane in order to pass, creating a safety hazard.
Staff therefore recon~ends that the city Council conduct a public hearing and
adopt the resolution prohibiting parking in designated bicycle lanes.

OF THE CITY OF DURLTN
RES~IICTING PARKING IN DESIGNATED BICYCLE LANES
~HE CITY COUNCIL OF THE CITY OF DUBLIN DOES RESOLVE AS FOLLOWS:
Section 1. The following portions of City Streets are designated as
bicycle lanes:
Amador Valley Boulevard: Along the generally northerly and
southerly curblines, between San Ramon Road and Dougherty Road, except that
between Village Parkway and Stagecoach Road, the bicycle lane shall be located
between the parking lane and the travel lane.
Dougherty Road: Along the easterly side of the right-of-way,
separate from the traffic lanes, between the Southern Pacific Railroad right-
of-way and Amador Valley Boulevard.
Dublin Boulevard: Along the northerly and southerly curblines,
between San Ramon Road and Silvergate Drive.
San Ramon Road: Along the westerly side of the right-of-way,
separate from the traffic lanes, between Dublin Boulevard and the northerly
City Limit line. Along the easterly and westerly curbline between Dublin
Boulevard and Silvergate Drive and between Vomac Road and the northerly City
Limit.
Village Parkway: Along the easterly and westerly curblines,
between Amador Valley Boulevard and the northerly City Limit.
Section 2. Parking shall be prohibited in the bicycle lanes designated
in Section 1 hereof.
Section 3. Signs shall be posted or red curbing installed along the
bicycle lane indicating the parking restrictions in Section 2.
Section 4. These provisions shall be added to Chapter 16 of the City of
Dublin Traffic Code.
