Approval of No- Parking Zone on Grafton Street

EXECUTIVE SUMMARY:
The City Council will consider implementing a no- parking zone along the east side of Grafton
Street from Antone Way to 80 feet south of Antone Way in order to provide adequate clearance
for the creation of dedicated right and left turn lanes. The recommended turn lanes will improve
traffic and pedestrian circulation at the intersection of Grafton Street and Antone Way.
FINANCIAL IMPACT:
The cost to implement the no- parking zone along Grafton Street by installing two new signs and
turn lanes can be accommodated in the Fiscal Year 2012 -2013 street maintenance operating
budget.
RECOMMENDATION:
Staff recommends that the City Council adopt the resolution amending the Dublin Traffic Code
approving parking regulations on Grafton Street.

Grafton Street runs north and south with its northern terminus at Antone Way. The intersection
with Antone Way is located within 300 feet to the entrance of John Green Elementary School.
Currently, there is a stop control for vehicles on Grafton Street approaching Antone Way. There
is no stop control on the Antone Way approaches to the intersection. A yellow crosswalk runs
across Antone Way on the west side of the intersection. A crossing guard is stationed at this
crosswalk during school pick -up and drop -off times to aid student and parent crossings.
The City received a request from a teacher at John Green Elementary School to install stop
signs on all approaches to the intersection (All -Way Stop Control). The teacher stated that,

during school pick -up and drop -off times, drivers are having difficulty making a left turn from
Grafton St. onto Antone Way due to cross traffic obstructing the intersection. Since there is only
a single lane shared by both right and left turn traffic, this situation causes additional delay for
drivers wanting to make a right turn.
Staff reviewed the field conditions and conducted a stop sign warrant study following the
standards set forth by the California Manual of Uniform Traffic Control Devices (MUTCD- 2012).
The information reviewed included: sight distance and visibility, traffic volume counts, and
collision records. It was found that the intersection did not meet the criteria to warrant the
installation of an all -way stop control as requested by the teacher.
As an alternative to a stop sign, staff believes that striping separate lanes for right and left
turning vehicles will alleviate some of the congestion at the intersection, and consequently
improve pedestrian safety for parents and students walking to and from school.
To provide adequate width for the additional lane, a no- parking zone must be implemented
along the east side of Grafton Street. Since there are no properties fronting Grafton Street at
this location, on- street parking demand is minimal, and staff does not anticipate any parking
conflicts due to the recommended change.
The proposed action would include the following addition:
• Two new no- parking signs will be installed along the east side of Grafton Street.
A draft resolution is included that would prohibit parking along a 80' section of the east side of
Grafton Street directly south of Antone Way (Attachment 1).
This proposal has been reviewed with Staff from the Dublin Unified School District, and they are
in agreement with the proposed actions.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Written notification of the proposed action was sent to property owners (Attachment 2) within
300 feet of the proposed parking restrictions including the Dublin Unified School District. At the
writing of this report, no comments were received.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING PARKING REGULATION ON GRAFTON STREET
WHEREAS, on- street parking is currently allowed along the east side of Grafton Street
immediately south of Antone Way; and
WHEREAS, there is insufficient roadway width to add dedicated turn lanes while
allowing on- street parking; and
WHEREAS, it is important to provide, in the interest of improved traffic safety and
circulation, dedicated turn lanes on Grafton Street;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking regulation:
Section 1: The following language shall be added to Section 6.28.010 ( "No Parking
Zones: Designated ") of the City of Dublin Traffic Code:
Grafton Street
On the easterly curbline from the elongation of the southerly curbline of Antone Way, to
a point 80 feet south of the elongation of the southerly curbline of Antone Way.

Proposed Parking Restriction
on Grafton Street
The City of Dublin is writing to inform you of the proposed action to
restrict parking along the east side of Grafton Street from Antone Way
to 80' south of Antone Way. This action will provide adequate clearance
for dedicated turn lanes in order to improve traffic and pedestrian
circulation at the intersection. The attached location map shows the
proposed action.
The item will be reviewed by the City Council at its meeting on
Tuesday, June 18, 2013. Comments for the City Council's
consideration may be received up to the date of the meeting.
