EXECUTIVE SUMMARY:
The City of Dublin is working with Rising Sun Energy Center this summer to promote energy
conservation and sustainable living via a youth employment program, known as California Youth
Energy Services (CYES). The CYES program trains and employs local youth to provide
resource conservation audits and retrofits to local residences in the form of a Green House Call.
FINANCIAL IMPACT:
Sufficient funds are available to support this project.
RECOMMENDATION:
Staff recommends that the City Council receive the presentation from the Rising Sun Energy
Center on the CYES program.

DESCRIPTION:
The City of Dublin is working with Rising Sun Energy Center this summer to promote energy
conservation and sustainable living via a youth employment program, known as California Youth
Energy Services (CYES). The CYES program trains and employs local youth to provide
resource conservation audits and retrofits to local residences in the form of a Green House Call.
Rising Sun visits both houses and apartments, and they make no structural alterations that
require a landlord's permission.
Appointments are available in Dublin for both homeowners and renters between July 2and
August 8, 2013 between Tuesday and Friday, from 11 a.m. to 5 p.m. A limited number of 6 p.m.
appointments also are available.

Rising Sun Energy Center has promoted the Green House Calls at a variety of City sponsored
events, including St. Patrick’s Day, Dublin Pride Week Volunteer Day, Dublin Farmer’s Markets
and the screening of the Movie Bag It. Rising Sun will also be attending the kick-off event for
National Night Out, which will be held on July 17, 2013. Additionally, the City created a webpage
and sent out a press release to promote the CYES program. Amador Valley Industries also
mailed inserts in the June bill advertising the CYES program to the community.
A Green House Call can last 30 minutes to two hours depending on the size of the home. The
energy specialists will:
Check for adequate attic insulation, pipe insulation, and a hot water heater blanket;
Assess refrigerator and water heater temperature settings;
Conduct gallon-per-minute flow rate tests where feasible on showers and kitchen and
bathroom water fixtures;
Assess toilets for leaks and flush volume;
Install free water-saving faucet aerators, showerheads and toilet flappers donated by
Dublin San Ramon Services District;
Replace all incandescent bulbs with energy-saving compact fluorescent versions;
Install a free retractable clothesline to reduce dryer use or a free power strip to reduce
phantom load from electronic devices;
Collect information on the efficiency of sprinkler systems; and
Educate the resident on ways to conserve energy and water.
Each resident will receive a customized follow-up report by email that documents work
completed during the Green House Call and lists ways to capture additional water and energy
savings through rebates and other programs such as bill discounts, weatherization, and attic
insulation.
The program is supported in part by Pacific Gas & Electric Company, the East Bay Energy
Watch Partnership, and the Marin Energy Watch Partnership.
The CYES program is run from satellite offices spread across the Bay Area. Rising Sun Energy
Center has been around since 1994. More than 20,000 homes have benefited from their free
green house calls.Participating cities this year include: Antioch, Berkeley, Dublin, Emeryville,
Fremont, Hayward, Oakland, Pleasanton, Richmond and Union City.
