Award of Bid — Contract No. 13 -08, 2013 Storm Drain System Improvements

EXECUTIVE SUMMARY:
The 2013 Storm Drain System Improvements Contract (CIP No. 960017) provides for repair
and /or replacement of storm drain pipeline at eight (8) different sites throughout the City of
Dublin.
FINANCIAL IMPACT:
The adopted Fiscal Year 2012 -2013 total appropriations for this project were $155,000. Of this
amount, $4,000 has been allocated for salary and benefits, $24,500 for contract services, $500
for miscellaneous, and $126,000 for improvements to be completed under this Contract. The
total amount of the base bid to be awarded is $97,610.00 and allowing for a 10% contingency
would create total contract costs below the amount budgeted.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution awarding Contract No. 13 -08,
2013 Storm Drain System Improvements Contract to Sanact Inc. dba Roto- Rooter.

DESCRIPTION:
This project is a part of the Citywide Street Storm Drain Condition Assessment Project. The
assessment identified, in multiple phases, sections of pipeline within the city limits that are in
need of repair due to cracking, leaking, or breakage. The 2013 Storm Drain System
Improvements project targets the sections of pipeline that are in the poorest condition and in the
most need of repair or replacement.
The Storm Drain Improvements project consists of cutting into the existing asphalt, removing the
damaged section of reinforced concrete pipeline, installing the new section of pipeline, and
replacing excavated material, including the restoration of concrete improvements such as curb
and gutter, sidewalk, and roadway.
The Storm Drain System Improvements Contract will include sections of pipeline on the
following streets, as shown on the Location Map (Attachment 1).
Project Sites of Work:
1) Marwick Dr. between Bloomington Way and Marwick Ct.
2) Marwick Ct.
3) Fenwick Ct.
4) Rhoda Ave. near Southwick Dr.
5) Brittany Dr. near Seine Ct.
6) Rolling Hills Dr. near Brittany Dr.
7) Amador Valley Blvd. at Ann Arbor Way
8) Brighton PI. at Brighton Ct.
The project went to bid on June 11, 2013. Two bids were received on July 2, 2013 (Attachment
2), with the low bid of $97,610.00 submitted by Sanact Inc. dba Roto- Rooter. Staff has reviewed
the bid results, checked references and necessary licenses, and recommends that the City
Council adopt the Resolution (Attachment 3) awarding Contract 13 -08, 2013 Storm Drain
System Improvements, to Sanact Inc. dba Roto- Rooter, as the lowest responsive bidder.
Staff expects the project to begin in August 2013 and anticipates completion of the
improvements by October, 2013.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
The Contractor will mail notices one week in advance of the upcoming storm drain system
improvements to all affected residents.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT NO. 13 -08,
2013 STORM DRAIN SYSTEM IMPROVEMENTS CONTRACT TO SANACT INC. DBA ROTO-
ROOTER
WHEREAS, the City of Dublin did, on July 2, 2013, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Plans, Specifications, and
Modifications for Contract No. 13 -08, 2013 Storm Drain System Improvements Contract, which
Plans, Specifications, and Modifications are hereby expressly referred to as a description of
said work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has reviewed
the bids to determine the lowest bid which was responsive to the requirements of the bid
documents;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award Contract No. 13 -08, 2013 Storm Drain System Improvements, to the lowest
responsible bidder therefore, to wit, Sanact Inc. dba Roto- Rooter, at a bid of Ninety Seven
Thousand, Six Hundred Ten Dollars and No Cents ($97,610.00), the particulars of which bid
are on file in the office of the Public Works Director.
BE IT FURTHER RESOLVED that the City Manager is authorized to execute the
Agreement.
PASSED, APPROVED AND ADOPTED this 16th day of July, 2013, by the following
