The regulations included a no parking Zone between Central Parkway and Gleason Drive, and a passenger loading zone near Fallon Sports Park. To minimize impacts to the parking supply for activities and sporting events at the Fallon Sports Park, the City Council directed Staff to review different alternatives including narrowing the median for the access of emergency vehicles and modifying parking restrictions. Narrowing the median was found to be too expensive and Staff is proposing modifying the parking restrictions. The proposed modifications entail maintaining no parking during weekdays between the hours of 7:00 AM and 4:00 PM, allowing on- street parking at all other times, and eliminating passenger loading zone. To enhance the use of existing parking lot at the Fallon Sports Park, Staff is also proposing installing guide signs along Lockhart Street informing motorists of parking lot entrance at the intersection of Lockhart Street and Palermo Way. In addition, while working with the Dublin Unified School District (DUSD), the City agreed to the construction of a median fence along Lockhart Street between Central Parkway and Palermo Way. The fence and associated landscaping will not only enhance and beautify the streetscape, but will also increase pedestrian safety near Kolb Elementary School. FINANCIAL IMPACT: The cost to install new signs delineating the no parking zone can be accommodated in the Fiscal Year 2013 -2014 Street Maintenance Operating Budget. The cost for the construction of the median fence is not included in the Fiscal Year 2013 -2014 approved appropriations, Staff recommends a budget change of $30,437.50 from General Fund Unappropriated Reserves for the installation of the fence. Page 1 of 3 ITEM NO. 7.3 RECOMMENDATION: Staff recommends that the City Council adopt Resolution amending the Dublin Traffic Code modifying parking restrictions along the east side of Lockhart Street; and, approve the Budget Change for the installation of the median fence Submitted By Director of Public Works DESCRIPTION: Reviewed By Assistant City Manager As a result of the City Council's actions on July 16, 2013, the Dublin Traffic Code currently restricts on- street parking along the east side of Lockhart Street between Central Parkway and Gleason Drive except for a 100 foot long passenger loading zone located at 825 feet north of Central Parkway. During the deliberations for the above parking restrictions, the City Council directed staff to consider alternatives that could minimize impacts to the parking supply along east side of Lockhart Street. Staff evaluated the potential of reducing median width and found it to be too expensive and aesthetically undesirable. To address City Council concerns, staff is proposing modifying the current parking regulations along the east side of Lockhart Street between Central Parkway and Palermo Way. The proposed modifications include eliminating the 100 foot long passenger loading zone, restricting parking between the hours of 7:00 AM and 4:00 PM, and allowing parking at all other times. Considering the need for emergency vehicle access, staff is also recommending that these parking modifications be maintained until the completion of the planned parking lot at the southerly end of the Fallon Sports Park, at which time the City Council may consider reverting back to the current restrictions along the east side of Lockhart Street. To enhance the use of existing parking lot at the Fallon Sports Park, staff is also proposing installing guide signs along Lockhart Street informing motorists of parking lot entrance at the intersection of Lockhart Street and Palermo Way. A map of the proposed action (Attachment 1) is attached for reference. The proposed parking restrictions in conjunction with the recommended fence installation in the median will maintain pedestrian safety in accessing Kolb Elementary School by minimizing un- safe pedestrian crossings which occur when parents park on the east side of the street and cross Lockhart at undesignated places to drop off or pick up children. Staff has discussed these changes with the DUSD and has received their support in maintaining no parking during the weekdays between the hours of 7:00 AM and 4:00 PM. DUSD Staff has also discussed these modifications to the parking regulations with the Fire Prevention Bureau and has received their support. Pursuant to Chapter 6.04 of the Dublin Municipal Code, the City Council may, by resolution, designate areas in which parking is prohibited at certain times. A draft resolution is attached (Attachment 2) that would designate the east side of Lockhart Street from Central Parkway to Palermo Way a no parking zone between the hours of 7:00 AM and 4:00 PM during weekdays Page 2 of 3 only, and eliminate the passenger loading zone currently designated at 825 feet north of Central Parkway along the east side of Lockhart Street. Should the City Council approve the resolution, staff expects the required signing changes to be in place prior to the start of the 2013 -2014 school year. NOTICING REQUIREMENTS /PUBLIC OUTREACH: Staff has worked closely with DUSD to create parking restrictions. No additional outreach is required because there are no residences within 500 feet.
