HomeMy WebLinkAboutItem 3.4 Export System Env Review CITY OF DUBLIN AGENDA STATEMENT City Council Meeting Date: February 24, 1992 SUBJECT: Informational Item: Tri-Valley Wastewater Authority (TWA) Export System Environmental Document Review Report by: Public Works Director Lee Thompson EXHIBITS ATTACHED: 1) TWA Fact Sheet 2) Draft letter to the Dublin San Ramon Services District (DSRSD) supporting the project. 3) A copy of the Draft Subsequent Environmental Impact Report (DSEIR) is available in the Planning Director's office and will be available at the City Council meeting. 4) Mr. Robert Whitley, General Manager of the TWA, will make a presentation at the meeting and will be available for questions. RECOMMENDATION: 1) Receive Staff's and Mr. Whitley' s presentation 2) Receive questions from the City Council and the public. 3) Direct Staff to prepare comments to the Environmental Document for review by the City Council at the March 9th meeting, if comments are deemed appropriate. 4) Authorize the Mayor to send a letter expressing City Council support of the development of expanded sewer capacity to Dublin's planning areas. FINANCIAL STATEMENT: None at this time. Future developers and sewer users will ultimately pay for the development and maintenance of the system. DESCRIPTION: In 1986, the sewer providers in the Valley formed a joint powers authority (the Tri-Valley Wastewater Authority or "TWA") to plan and construct additional facilities to serve the future needs of the member agencies. These agencies include the Dublin San Ramon Services District (DSRSD) , the City of Livermore, the City of Pleasanton, and Alameda County. A solution for increasing the capacity of the export line to San Francisco Bay was proposed in the past, but that solution ran into some political and environmental problems. " New solutions have been explored, and an updated environmental document has been prepared for release to the public. This new Environmental Report covers four different alternatives: 1) The preferred alternative is to export future untreated wastewater north along the Southern Pacific right-of-way to the Central Contra Costa Sanitary District' s system. 2) The second alternative would pump treated wastewater west over the Dublin Grade to the edge of the Bay, where it would connect to the existing East Bay Discharger's Authority (EBDA) and then to EBDA' s existing outfall into San Francisco Bay. 3) The third alternative is the same as Alternative 2 except that it would have its own outfall to San Francisco Bay. 4) The fourth alternative is the "no project" alternative. - The report lists several significant adverse effects, which can be reduced to less than significant by implementing suggested mitigation measures. We recognize that it has been a long, laborious process to find a solution that is economically viable as well as environmentally acceptable. It appears that the solution of exporting of wastewater to the Central Contra Costa Sanitary District is within reach. We will be commenting on the Environmental Impact Report in detail; however, the members of the Dublin City Council recognize that the expansion of your system is an integral part of Dublin's future plans, and we wholeheartedly support the project.
