HomeMy WebLinkAboutItem 8.3 Establish Two Committees STAFF REPORT CITY CLERK File # 110-30 CITY COUNCIL DATE:September 3, 2013 TO: Honorable Mayor and City Councilmembers FROM: Joni Pattillo, City Manager SUBJECT: Establishment of the Ad-Hoc Marketing and Branding Committee and a Standing Federal and Military Communities Committee Prepared by Linda Smith, Economic Development Director EXECUTIVE SUMMARY: The City Council will consider the establishment of two Staff-recommended committees, Marketing and Branding and Federal and Military Communities, as well as the Mayor’s appointments of Mayor Sbranti and Councilmember Abe Gupta to Marketing and Branding and Councilmembers Hart and Haubert to Federal and Military Communities. FINANCIAL IMPACT: None. RECOMMENDATION: Resolution Staff recommends that the City Council adopt Establishing an Ad-Hoc Marketing Resolution and Branding Committee; adopt Establishing a Standing Federal and Military Communities Committee; and approve the Mayor’s appointments to each of the committees. Submitted By Reviewed By Economic Development Director Assistant City Manager DESCRIPTION: Staff is recommending the creation of two committees to assist in the City’s strategic and ongoing efforts. The first is the creation of an ad-hoc Marketing and Branding Committee to assist in the development of the City’s comprehensive Marketing and Branding Plan. This Committee will serve on an as-needed basis for the duration of the brand development process, which is expected to conclude in June 2014. The Committee will receive regular ITEM NO. 8.3 Page 1 of 2 updates on the project from Staff and from North Star, support the community engagement portion of the process and make recommendations to the City Council regarding the brand creative. Mayor Sbranti has recommended the appointment of himself and Councilmember Gupta to serve on the Committee. Meetings of ad-hoc committees, such as Marketing and Branding, which deal with specific issues for a limited period of time, are not meetings under the Brown Act and are not required to have published agendas or be open to the public. Second, Staff is recommending the creation of a standing Federal and Military Communities. The purpose of this standing Committee is to provide information and updates on activities, programs and services relating to the federal agencies and military installations operating in Dublin. The Committee’s purview will include updates on infrastructure projects on the Camp Parks base, partnership opportunities with federal installations, as well as programming and support for members of the armed forces, veterans and their families in Dublin. The Committee will provide policy guidance and direction to Staff and serve as a recommendation body for the City Council. The Federal and Military Communities Committee will meet quarterly and will be subject to the Brown Act. Public Works Staff will take primary responsibility for meetings and coordination of the Committee. Mayor Sbranti has recommended the appointment of Councilmembers Hart and Haubert to serve on the Committee. The Dublin Crossings (SunCal) project will not be under this Committee’s purview as this falls under the standing Economic Development Committee. XX- 13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN * * * * * * * * * ESTABLISHING AN AD-HOC COMMITTEE FOR DEVELOPMENT OF THE MARKETING AND BRANDING PLAN WHEREAS , the City Council approved the first Economic Development Strategy in November 2012, which identified the creation of a comprehensive Marketing and Plan for the City; and WHEREAS , as part of the City Council Strategic Plan process, the City Council included the Marketing and Branding Plan in its Fiscal Year 2013-2014 update; and WHEREAS, the City Council has authorized the development of comprehensive marketing and branding plan with North Star Destination Strategies; and WHEREAS, given the length, complexity, and level of community engagement required for the development of the Plan, the establishment of an ad-hoc committee for marketing and branding is desired; and WHEREAS, the Committee will serve on an as-needed basis for the duration of the brand development process, which is expected to conclude in June 2014. The Committee will receive regular updates on the project from Staff and from North Star, support the community engagement portion of the process and make recommendations to the City Council regarding the brand creative; and WHEREAS, the Ad-Hoc Marketing and Branding Committee will provide policy guidance and direction to Staff and will serve as a recommendation body to the entire City Council. The new Committee will not make any legislative decisions on behalf of the City Council; and WHEREAS , the City Council agreed with the recommendation of the Mayor to appoint Mayor Sbranti and Councilmember Gupta to the Ad-Hoc Marketing and Branding Committee. XX- 13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN * * * * * * * * * ESTABLISHING A STANDING FEDERAL AND MILITARY COMMUNITIES COMMITTEE WHEREAS , the City of Dublin is host to a number of federal and military installations, including but not limited to Camp Parks, federal men and women’s correctional facilities, NASA, Alcohol Tobacco and Firearms; and WHEREAS , the City wishes to increase its engagement and understanding of their efforts and find appropriate ways in which to partner with these agencies; and WHEREAS , the City Council has made the creation of veteran’s housing as one of its Strategic Initiatives; and WHEREAS, the Federal and Military Communities Committee would seek ways in which to support local veteran’s, including proposals for ongoing support and resources for members and veterans of the armed forces and their families; and WHEREAS, given the wide-ranging scope of the activities outlined, the establishment of a standing committee is desired; and WHEREAS, the standing Committee will provide policy guidance and direction to Staff and will serve as a recommendation body to the entire City Council. The new Committee will not make any legislative decisions on behalf of the City Council; and WHEREAS , the standing Committee, if approved, will meet quarterly and be subject to the Brown Act and will follow all of the necessary requirements to comply; and WHEREAS , the City Council agreed with the recommendation of the Mayor to appoint Councilmembers Hart and Haubert to the Federal and Military Communities Committee.
