FINANCIAL STATEMENT: None
DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreational and social programs. Following is a summary of the programs and events held
during the winter quarter.
LEISURE CLASSES
Leisure Classes provide positive recreational experiences and opportunities to enhance health, well being
and create balance in life. The classes are taught by contracted instructors as well as commercial
recreational providers in the area. Popular classes during the winter quarter included Hatha Yoga, Ice
Skating, Gymnastics, Pilates, Tae Kwon Do, Karate, Filipino Martial Arts, Bowling, and Weight Training
with Diodatics. Following is a summary of registration.

There was a 43% decrease in registration and a higher rate of cancellation of classes due to lower
enrollment. This may be attributable to the current economic conditions. Staff will continue to work with
the contracted instructors to maintain reasonable fees and focus on providing lower cost recreational
opportunities with flexible participation options.
SENIOR CENTER
The Dublin Senior Center provides diverse activities that strengthen participants' physical, cognitive and
mental wellness. Staff continues to work cooperatively with other agencies such as Las Positas
Community College Quest Program, Dublin Adult School and Amador Valley Adult School to provide a
variety of activities that challenge the mind, body and spirit of the senior community. Following is the
summary of attendance during the winter quarter.

Attachment 2 is a detailed attendance report. The overall attendance at the Senior Center has shown
steady growth this year (4%). Volunteer hours have increased by 17%.
Popular activities during the winter quarter included the Lunch Program, Food Distribution, and the
Special Luncheons. Programs for active adults that were popular included Line Dance, 50+ Fitness,
Moving Body, Trail Trekkers, and Path Wanderers. Popular lifelong learning classes included Landscape
Art, Watercolor, and Writing for Composition. Popular games included Bridget, Bingo, and American
Mah Jong. Ping Pong was also added this year, which has been popular.
The Day Trips and Senior Foundation Casino Trips continue to be popular. Winter destinations included
Sonora to see the play "All Shook Up", San Francisco to see the musical Chicago and visit the Academy
of Sciences, Golden Gate Fields, and the San Francisco Youth Orchestra.
SHAMROCK PRESCHOOL
The Shamrock Preschool is a recreational preschool program that provides opportunities for social and
educational development, and prepares students to experience success at the kindergarten level. Children
participate in activities such as games and learning activities, outdoor play, arts and crafts, music, story
time and circle time. There are three curriculum levels and a total of seven classes offered. There were
37 participants enrolled in the 3-Year Old Classes, 74 in the 4-Year Old Classes, and 26 enrolled in the
Junior Kindergarten class. Highlights of the winter session included the Holiday Celebration with a visit
from Santa, and an International dinner where students celebrated the many different cultures and
ethnicities. Students visited the Asian Cultural Center in Oakland and had a wonderful experience. Staff
coordinated a Public Safety Week in February where representatives from the Police and Fire
Departments visited the children.

` PLAYGROUND PROGRAMS
After School Recreation
During the winter quarter, Session I of After School Recreation continued, which was reported on in the
fall 2008 quarterly report. Session II began in February, which the Commission will receive a report in
the spring 2009 quarterly report.
Winter Break Camp Emerald Glen
Winter Break Camp Emerald Glen is a full-day camp for children in first through fifth grades that
includes a variety of recreational, social, and educational activities. The Camp was cancelled due to
insufficient enrollment(there were only four registered). Staff plans to discontinue offering this program
during Winter Break.

TEEN PROGRAMS
Student Union
During the winter quarter, Session I of Student Union continued, which was reported in the fall 2008
quarterly report. Session II began in February, which the Commission will receive a report in the spring
2009 quarterly report.
Teen Events
The Department offers a variety of teen events that are specific to that age group. These events give
youth the opportunity to engage in a positive and safe environment while enjoying the company of their
friends. Five events were offered during winter 2009 including Youth Music Showcase, Middle School
Dance, Broomball at Dublin Iceland, Dodge Ball, and "Inside Out" Campout. The Youth Music
Showcase and Middle School Dance had to be rescheduled due to conflicts with school sponsored
activities. The Inside Out Camp Out had to be rescheduled because the Shannon Community Center was
completed later than expected. Broomball was cancelled due to insufficient pre-registration. The teen
coed Dodge Ball night was successful with 41 in attendance. Following is a summary of participation

The teen events were scheduled before the High School sports schedules were available. This led to
conflicts with school sponsored events and dances. Staff plans to wait until all of the school activity
schedules are completed to schedule next year's events.

Teen Website
The purpose of the teen website is to promote and support a high quality of life for teens in Dublin, and to
improve communication with local teens regarding available programs, events, classes and services. The
number of visitors to the website during the months of January through March 2009 was 5,418 which was
a 109% increase over the prior year. The number of hits was 55,052. The number of hits is calculated by
every time the user clicks their mouse when using the website.

YOUTH SPORTS
Contracted Youth Sports Programs
Each quarter the Department offers several youth sports programs through independent contractors in
addition to those operated directly by the City. During the winter 2009 quarter the City offered Kidz
Love Soccer(KLS) classes and a Velocity Basketball Boot Camp. This was the first season of Make Me a
Pro Basketball, which may have led to the cancellation of Velocity due to low enrollment. A summary of
registration follows.

Youth Basketball League
The City of Dublin / Junior Warriors Youth Basketball League is for boys in first through twelfth grades
and girls in first through eleventh grades. There were 591 participants on 60 teams, which was a 4%
increase in registration. Both the number of participants and the number of teams set a record. League
games were held on Saturdays from January 10 through March 7 at Stager Community Gym and Wells
Middle School. Practices were held once a week at Stager Gym and various school sites. Following is a
summary of registration for the league.

` Youth Basketball Clinics
The City offered two pre-season youth basketball clinic options with 127 children attending. A half-day
clinic was offered featuring clinician Chris Meredith, a basketball coach at Dublin High School. Also, a
skill building clinic held over four sessions was offered, which introduced a new skill each session. The
skill building clinic was conducted by City Staff. There was a 5% decrease in enrollment in the clinics
from the previous year which had set a five year high.

Private Basketball Training
The City offered private and semi-private hour-long training sessions for players in first through tenth
grades. There were 51 lessons (65 participants) scheduled to take advantage of this individualized
training. The sessions began in September and continued through mid-December. The trainers were City
Staff. The training sessions provided an opportunity for basketball players to improve their skills before
the City basketball leagues began in December. The training sessions were held on Wednesday evenings
at Stager Community Gym. Although semi-private lessons have increased each year, the number of
private lessons decreased this year. This caused an overall 16% decrease in lessons scheduled from the
previous year.

ADULT SPORTS PROGRAMS
Adult Basketball League
Two leagues (Men's 5-on-5 "C & D") were conducted during the winter quarter. The leagues began in
January and ended in April. Games are held on Sundays at Stager Community Gym. The leagues had
eleven teams this season which is a decrease of one team from last year.

SPECIAL EVENTS
Community Tree Lighting Ceremony
The 25th Annual Tree Lighting Ceremony took place at the Dublin Civic Center on Thursday, December
4th from 7:00 to 8:00 p.m. The stage was set-up in the Fountain Plaza with entertainment provided by the
Valley Christian Choir, Dublin Unified School District Youth Choir and a community sign-along led by
local Girl Scouts. Glen the Guide was on hand to help the Mayor "light" the outdoor spruce located in
front of the Civic Center. Santa joined everyone for hot chocolate and cookies which were served in the
Regional Meeting Room. The attendance was estimated at 400 people.

Breakfast with Santa
Breakfast with Santa is a family-oriented special event co-sponsored with the Dublin High School Band
Boosters. The event was held at the Dublin Senior Center. The City provided the facility, decorations,
novelty items, staffing, and promotions for the event. The Band Boosters provided a breakfast of
pancakes, sausage, juice, fruit, milk and coffee. The band members were responsible for serving the
breakfast and operating the "Photos with Santa" area. There were 408 participants this year in three
seating times. Despite adding an extra seating to accommodate more participants registration did not
increase significantly. Therefore Staff plans to return to two seating times next year. The event will be at
the Shannon Community Center which can accommodate more people. Therefore two seating times
should suffice.

Letters from Santa
The "Letters from Santa" program was offered to parents who wanted their child to receive a personalized
greeting from Santa. To receive a letter, an adult completed an application giving specific information
about the recipient. A personalized letter was then prepared, printed on special Santa stationary, and
mailed to each child. A nominal fee was charged to cover the cost of the stationary, postage and staff
time. This year 95 letters were mailed, representing a 2% increase from the previous year. A large
percentage of non-residents utilize this program.
