FINANCIAL STATEMENT: None
DESCRIPTION: The Parks and Community Services Department develops and
implements quality programs that strengthen community image, provide recreational experiences,
encourage healthy lifestyles and preserve the City's heritage. This is accomplished by providing
innovative recreation, social and cultural programs in the areas of playgrounds, preschool, teens, sports,
special events, leisure classes, seniors and aquatics. Following is a summary of programs conducted
during the fall of 2008.
LEISURE CLASSES
Leisure Classes serve customers of all ages and provide positive recreational experiences to participants.
By participating in these classes, community members are given the opportunity to enhance their health
and well being. Classes provide opportunities to attempt new experiences or refine current skills, as well
as provide a venue to meet others in the community and recreate with friends. Leisure Classes are taught
by contracted specialty instructors. Most classes are taught in eight-week sessions but some are less than
eight weeks and others are offered as one-time workshops.
Popular classes during this quarter included Yoga, Judo, Filipino Martial Arts, Terrific 2's, 3's & 4's,
Karate, Gymnastics, and Pee Wee Playtime. Attachment 1 is a detailed Leisure Class Registration
Report. A total of 379 participants registered for Leisure Classes during the fall of 2008, which was a
decrease of 8% compared to the prior year. Staff believes this may partially be due to the downturn in the
economy, because many classes were cancelled due to low enrollment. Staff will concentrate on
marketing the popular classes as well as offering more classes on Saturdays. Based on the state of the
economy, Staff is also encouraging contracted instructors to reduce their registration fees and the
minimum number of participants in order to ensure classes have enough registration to operate.

PRESCHOOL PROGRAM
Shamrock Preschool - - - -
The Shamrock Preschool is a recreational preschool program that provides the opportunity for social and
educational development in a structured environment. Children in this program participate in activities
such as games and learning activities, outdoor play, arts and crafts, music, story time and circle time. The
children make new friends and engage in many activities which enhance the development of their motor
skills, and promote the health and wellness of each child. The Shamrock Preschool also provides a safe
and positive learning environment for children. It prepares them to experience success at the
Kindergarten level.
Classes are offered in two-day, three-day and four-day combinations both in the morning and afternoon.
There were 36 participants enrolled in the 3 year old classes, 75 participants enrolled in the 4 year old
classes, and 24 enrolled in the Jr. Kindergarten class. During the fall session, the children visited the
pumpkin patch. Staff also coordinated a Harvest Festival which included various snacks, a Teddy Bear
Parade & Picnic, Teddy Bear Story Night, and a Family Ice Cream Social. On Grandparents Day was
also offered where the students' grandparents were invited to the classroom to shadow their
grandchildren.
Registration increased this fall by 45 spaces (50%) and reached a record high. Following is a summary of
registration for the fall session.

PLAYGROUND PROGRAMS
After School Recreation
After School Recreation is a supervised activity program serving over 250 children in first through fifth
grades. The program operates on school days at Dougherty, Dublin, Frederiksen, Green, Murray, and
Fallon elementary schools. Participants engage in activities such as indoor and outdoor games, arts-n-
crafts, special events and quiet time for homework. Every other month Staff coordinates a special event
on Mondays at each site called "Monday Fundays". Events this fall included an outing to the bowling
alley, and a field day where youth participate in various outdoor games and activities. The After School
Recreation program provides youth in the first through sixth grades an opportunity to participate in
recreational as well as educational activities in a safe and supervised environment. This program also
enhances the participants' physical health and well being. There was a 7% decrease in participants,
which is partially attributable to the closure of Nielsen Elementary School. The higher rate of
unemployment may have also slightly reduced demand. Following is a registration summary.

TEEN PROGRAMS
Teen Events
A variety of events are offered for offer teens with specific activities for that age group. These events
give youth the opportunity to engage in a positive and safe environment while enjoying the company of
their friends. During fall 2008, three events were offered including the Day on the Glen Skateboard
Competition, Monster Bash Dance and Capture the Cauldron. The Skateboard Competition encourages
teen fitness and creativity through performing skateboard stunts. The Capture the Cauldron/Creature
event provides an opportunity for fun exercise and the Monster Bash Dance provides teens to express
themselves through dance. Following is a summary of registration.

Student Union After School Program
The Student Union after school recreation program is designed specifically for middle school students,
and places an emphasis on academic assistance and recreation/leisure enrichment. The Student Union
provides teens a safe environment to engage in positive activities that will enhance their social,
intellectual, physical and emotional development. By taking place after school and on-campus, the
program serves an important role in the diversion of juvenile crime in Dublin. The program is held at
Wells Middle School and Fallon School, and offers a variety of fun activities for teens, including
educational programs, sporting events, arts and crafts, science projects and music events. The program
also features the popular homework club, and two exciting excursions throughout the school year.
The Homework Club has a credentialed teacher and an aide that provide homework assistance. Following
Homework Club, students participate in recreational and enrichment activities. Monday was Monday
Madness; Tuesday was Music Appreciation where students could express their creativity through
activities such dancing, music, and karaoke; Wednesday was Sports Day featuring basketball, soccer,
football, kickball and Wiffle ball; Thursdays was Art Appreciation where students could paint, draw, or
make lanyards or other craft projects; Fridays was Old School Games where students could participate in
a variety of games such as dodge ball, stickball, and twister. There were 93 participants registered for the
program, which was an increase of 5% over fall 2007. Following is a summary of the registration.

SENIOR CENTER
The Dublin Senior Center provides diverse activities that strengthen participants' physical, cognitive and
mental wellness. The following is a comparison of attendance during the fall over the past five years.

Attachment 2 is a detailed attendance report. There was a 12% increase in attendance this fall which is
primarily due to increases in participation for Line Dance, the Special Luncheons, Bingo, 50+ Fitness and
Ballroom Dance Classes. In addition there were several new programs and events including a Health
Fair, Hometown Heroes Event, Senior Police Academy, Ping Pong and Ukulele Classes.
Other popular programs during the fall included Food Distribution, Lunch Program, Line Dance, Bridge,
Landscape Art, Watercolor, Moving Body, the Trail Trekkers, computer drop-ins and Trips and Tours.
ADULT SPORTS PROGRAMS
Open Gym Basketball
Open Gym Basketball was offered at Stager Community Gymnasium on Wednesday evenings during the
fall. The program was did not garner enough participation and was cancelled in October after seven
weeks. Open gym basketball is a momentum based program. Once Stager reopens after an annual three
week maintenance period in August, the program either builds off repeat weekly attendance or fails if a
competitive base is not established. This is the second consecutive year that the program did not sustain
itself. It is recommended that the Open Gym program be relocated to Fallon Middle School Gym
beginning in March 2009 to determine if it will be better received in that area of the community.

Adult Basketball League
A total of twelve teams participated in the fall Men's 5-on-5 leagues. The "C" and "D" leagues were held
separately with six teams registered. Games were held at the Stager Community Gymnasium. This was
the first time in the past five years that the league reached capacity. The fall Men's 4-on-4, "30 years and
older" league also reached capacity with six teams for the first time since 2004. The leagues were
conducted on Sunday evenings beginning in September and ending in December.

Adult Volleyball Tournament
The City sponsored a grass volleyball tournament sanctioned by "VolleyZoo" on September 20 and 21 at
Emerald Glen Park. This event was the 7�' Annual Day on the Glen Open and was held in conjunction
with the City's festival. On Saturday, Men and Women's "AA, A & B" level doubles divisions were held.
On Sunday, Reverse Coed "AA, A and B" level divisions were offered. Reverse Coed is played on a
women's height net with modifications on how male players may attack the ball. The attendance was
much lower this year. It is recommended that another sanctioning group be enlisted if future tournaments
are offered. Staff also recommends scaling back to just one volleyball tournament per year.

YOUTH SPORTS PROGRAMS
Bat Busters Teeball League
The Bat Busters League (3-5 years old) was conducted at Ted Fairfield Park. The league teaches the
fundamentals of baseball in a fun and non-competitive environment. Six Bat Buster teams were formed.
This is two fewer teams than in the past three years. There were participants on the waiting list, but not
enough to generate adding another team. One factor for the decrease might be that baseball participation
in general, including Dublin Little League is declining. All games were played on Saturdays starting in
September and ending in November. Parents were encouraged to participate as base coaches, dugout
monitors, and fielding "encouragers". Players received a tee-shirt and participation trophy. Trophies were
presented on the final day at a family barbecue, with each participant being individually recognized.

Contracted Youth Sports Programs
Each quarter the City offers several youth sports programs through independent contractors. The
contracted youth sports program offered during the fall of 2008 was Kidz Love Soccer. KLS ran a regular
fall session followed by a shorter extension season. KLS attendance was down 12% from the previous
year. It is recommended for the spring that KLS move from Ted Fairfield Park to Emerald Glen Park for
better exposure and that additional programming be offered at Shannon Park. Following is a summary of
fall registration for Contracted Youth Sports programs.

AQUATIC PROGRAMS
The City operates the Dublin Swim Center. The facility features two pools, a waterslide, diving board,
group picnic area and heated showers and locker rooms. The main pool consists of a free-form shallow
area, 25-yard lanes and a diving area. A one foot deep wading pool is also available for toddlers. During
the fall the Swim Center was open through the third weekend in September.
Recreational Swimming
During the fall the Dublin Swim Center was open for Recreational Swimming on weekends from 1:00
PM to 5:00 PM. There was a 60% increase in attendance, setting a five-year high. Along with marketing
directly at the Swim Center, a special summer/fall aquatics brochure was distributed at local schools and
City facilities in May. This stand-alone marketing piece should be continued as it may have been a factor
in the increased participation numbers.

Learn-to-Swim Lessons
The Learn-to-Swim Program offers group and individual instruction for all ages. The classes are based on
the American Red Cross Water Safety program. There was a 90% increase in swim lessons this fall,
setting a five-year high. This is due primarily to adding an extra three week session. Lessons ended on
October 2 as opposed to mid-September the previous year.

Competitive Stroke
Two levels of Competitive Stroke classes were offered during the fall for those wanting instruction in
competitive swimming. Several Dublin Green Gator swim team members found these courses useful for
continuing their instruction after the league season concluded. The attendance was double the previous
year as swimmers' enthusiasm about the swim team's best record in history spilled over into the fall
quarter.

Fitness Programs
The City's fitness programs include Water Aerobics and Lap Swimming/ Water Walking. Certified water
aerobics instructors provided the instruction. Water Aerobics classes were offered Tuesday and Thursday
evenings. Lap Swimming / Water Walking was conducted on Monday through Friday evenings. There
was a tremendous increase in Lap Swim attendance due to the use of the lap swim lanes by the newly
formed Tri-Valley Aquatics Swim Team. Participants of this team purchased lap swim passes for their
daily use during afternoon hours at the Dublin Swim Center.

SPECIAL EVENTS
Day on the Glen Festival
The 2008 Day on the Glen Festival was held Saturday and Sunday, September 20 and 21 at Emerald Glen
Park. Family-focused activities included a petting zoo, carnival rides, a tot lot play area, and mechanical
carnival rides. Attendance was estimated at over 12,000.
This year's theme "A World of Fun" incorporated numerous cultural elements such as an International
Dance Stage with performances from Poland, Ireland, Brazil and India. The animal exhibits representing
Africa, South America, Asia and beyond were once again the most popular areas of the event. A special
Army Covenant Signing Ceremony with local Mayors, military officials and other dignitaries took place
on Saturday, to both acknowledge and commemorate the on-going community partnership between the

City of Dublin and camp Parks. Sporting activities included ice skating, a volleyball tournament and a
skateboard competition with 91 participants.
A variety of booths (over 100 total) including non-profit groups, commercial vendors, arts and crafts,
sponsors and government agencies including the City Hall Tent, Police, Fire, School District and Library
rounded out the event. A majority of the booths incorporated the International theme with information
and exhibits from other countries, cultures, and traditions.
On Saturday evening from 6pm to 8pm, there was a special evening concert with the renowned sounds of
Latin Jazz musician, Pete Escovedo.
Outdoor Movie Night
The City offered three movie nights at Emerald Glen Park in late summer and early fall. The films
featured this year included "Bee Movie" on August 15th, "Ghost Busters" on August 29th, and"Surf's Up"
on September 12th. The films were shown on a giant inflatable screen. It is estimated that a total of 2,500
people attended the three movie events. Additionally, in order to create the ambiance of a traditional
outdoor movie, Staff setup a concession stand to sell treats during the movie. The Outdoor Movie Night
program was co-sponsored by Toll Brothers-Luxury Home Builders.
RECOMMENDATION
Staff recommends that the Parks and Community Services Commission receive the report.
