HomeMy WebLinkAbout8.3 Potential Project for EBRPD Measure 1 �82 AGENDA STATEMENT PARKS AND COMMUNITY SERVICES COMMISSION MEETING DATE: February 23, 2009 SUBJECT: Potential Projects for the East Bay Regional Park District Measure WW Park Bond Local Grant Program Report by Diane Lowart, Parks & Community Services Director ATTACHMENTS: None RECOMMENDATION: 1) Determine if the City should submit an application for Measure WW funding for the 2009 Funding Cycle; and 2) If so, determine a project for recommendation to the City Council. FINANCIAL STATEMENT: $2,145,118 is available to the City of Dublin from the Local Grant Program under the East Bay Regional Park District Measure WW Park Bond Extension DESCRIPTION: In November 2008, the voters of Alameda and Contra Costa Counties approved Measure WW, a $500 million bond initiative of the East Bay Regional Park District (EBRPD). Of this amount, $125 million (25%) of the bond proceeds will fund local park and recreation projects on a per-capita grant program to cities and other local agencies. The balance of the bond proceeds, $375 million (75%), will fund regional park acquisitions, open space preservation, park development, habitat restoration and an emergency reserve. Based on the 2008 Department of Finance population estimate, the City of Dublin is eligible for $2,145,118 in grant funding; there are no matching requirements for the Local Grant program. The first step in the process to obtain grant funding is to enter into a Master Contract with the EBRPD. In order to get a Master Contract, the City must submit a resolution authorized by the City Council. It is not necessary to identify projects in the resolution. Upon approval of the resolution by the EBRPD, the Master Contract will be sent to the City for execution. Once the Master Contract is approved, a Project Application can be submitted. Project Applications will only be accepted February 1 St through March 31St each year. At the February 17, 2009 meeting of the Dublin City Council, the City Council adopted a Resolution authorizing Staff to enter into a Master Contract with the East Bay Regional Park District for Local Grant Funds under Measure WW Park Bond Extension. Projects must be consistent with the City's park and recreation element of the general plan or appropriate parks and recreation planning document. Public art projects are eligible as long as they are in, or adjacent to, a parks and recreation facility. The following types of Capital Projects are eligible for grant funding: • Acquisition (fee title or permanent easement for public access projects) o For land acquisition project applicants must submit a copy of the land agreement and appraisal, if applicable, for District approval prior to acquisition. • Development (including renovation of recreational facilities) Staff has reviewed the unfunded projects in the Capital Improvement Program as well as those projects relying on funding from the City's General Fund to determine projects that would be eligible for Measure WW funding. Staff has identified the following projects for Parks and Community Services consideration. I Fallon Sports Park Synthetic Turf- $1,120,000 o The City Council previously designated $1,120,000 from General Fund Reserves at the close of Fiscal Year 2006-2007 to the Fallon Sports Park for synthetic turf surfacing for the two soccer fields. Staff anticipates that the City will be facing a significant deficit in General Fund revenues for the next several years which will have an impact on the operation of the City. Applying Measure WW Funds to the Fallon Sports Park project will allow the City to re-designate the General Fund Reserves toward the anticipated operating deficit. Dublin Sports Grounds Area 1 - $1,123,090 This project provides for turf renovation of approximately 247,500sf, east of Soccer Field #3, and includes installation of a sand channel drainage system, irrigation upgrades and new turf. In the 2008- 2013 Capital Improvement Program, the project is currently identified for funding in the Fiscal Year 2010-2011 and 2011-2012. Since the funding source for the project is the General Fund, it is unlikely that funds will be available as currently programmed. Dublin Sports Grounds Area 2 - $887,870 This project provides for turf renovation of approximately 180,OOOsf, west of Soccer Field #3, and includes installation of a sand channel drainage system, irrigation upgrades and new turf. In the 2008- 2013 Capital Improvement Program (CIP), the project is currently identified for funding in the Fiscal Year 2012-2013 with the balance of the project beyond the time frame of the CIP. Since the funding source for the project is the General Fund, it is unlikely that funds will be available as currently programmed. Dublin Historic Park, Freshwater Corner- $1,848,460 The Freshwater Corner is composed of several elements each drawing from a historic feature of the area. These include an interactive fountain recalling the oval shape of Alamilla Spring, the Amador Inn "Porch", the Crossroads Plaza, and District Entry Monuments. At this time there is not funding included in the 2008-2013 Capital Improvement Program for this project. It should be noted that the City is party to a Development Agreement with Schaefer Ranch Holdings, LLC for the Schaefer Ranch South Project, which provides that the Developer will contribute $1.5 million to the Dublin Historic Park project. The timing of the contribution is dependent on certain milestones being reached by the Developer. Due to the slow-down in development, Staff is uncertain as to when the contribution will be received. 2 of 3 As noted previously, applications for funding will be accepted on an annual basis from February 1St • through March 31St. If the Parks and Community Services Commission concur that an application should be submitted for the upcoming funding cycle, a project needs to be selected for recommendation to the City Council at its March 17, 2009 meeting. RECOMMENDATION: Staff is seeking a recommendation from the Parks and Community Services Commission on the following: 1) Should the City submit an application for funding for the 2009 Funding Cycle? 2) If so, which of the projects identified above should be recommended to the City Council for funding? 3 of 3
