HomeMy WebLinkAbout04-20-2009 Approved PCSC Minutes PARKS AND COMMUNITY SERVICES COMMISSION REGULAR MEETING Draft Minutes CITY OF DUBLIN April 20, 2009 The April 20, 2009 meeting of the Parks & Community Services Commission was called to order at 7:01 p.m. at the Dublin Civic Center, Dublin, California, by Chair Jones. PLEDGE OF ALLEGIANCE Chair Jones led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Jones, Guarienti, Flias, Muetterties, Totaro, Van Loon Commissioners Absent: None ORAL COMMUNICATIONS 3.1 BRIEF' INFORMATIONAL ONLY REPORTS FROM SENIOR CENTER AND YOUTH ADVISORY COMMITTEES Senior Center Advisory Committee Ms. Jeanette Villegas reported that the Committee continues to work on the carpool program and the Senior Center webpage. She further reported that the Committee is starting a new program next month called "Spotlight a Senior" in which one Senior Center participant will be highlighted for every month. She stated that the next Committee meeting would be held at the Groves, a 55+ adult community located in Dublin. Youth Advisory Committee Cm. Van Loon reported that the Committee is selling bracelets for the "Bearing is Caring" fundraiser. 3.2 PUBLIC COMMENTS - None APPROVAL OF MINUTES—March 16, 2009 On a motion by Cm. Elias, seconded by Vice Chair Guarienti, and by a vote of 6-0-0, the Commission voted to approve the minutes of March 16, 2009 as presented. WRITTEN COMMUNICATIONS —None PUBLIC HEARING None UNFINISHED BUSINESS -None DRAFT P&CSC Meeting Minutes — April 20, 2009 Page 2 of 3 NEW BUSINESS 8.1 WINTER 2009 QUARTERLY REPORT Mr. Paul McCreary, Assistant Director of Parks and Community Services, presented the specifics of the item as outlined in the Staff Report. Cm. Elias asked if the continued increase in attendance at the Senior Center is largely contributed to programs that involve the offering of food. Mr. McCreary stated that the Food Distribution program is mostly attended by those in need. However, the daily Lunch Programs, as well as the Special Luncheons, have a strong following because the food is prepared by a chef on-site and fresh each day. He stated that a lot of participants go to the Senior Center for other programs and activities and stay for lunch. Vice Chair Guarienti agreed and stated that attendance for other programs and activities has also increased. Vice Chair Guarienti asked how the decision is made on the Leisure Classes that are offered each session. Mr. McCreary explained that instructors provide proposals for classes to Staff, Staff recruits instructors from neighboring cities, schools or local businesses, and Staff also gets ideas for classes from the community. Mr. McCreary further explained that Staff also advises prospective instructors on program pricing, and where and when the classes are offered. Ms. Diane Lowart, Parks and Community Services Director, added that the Department is shifting Staff responsibilities in order to place more attention on expanding classes in the areas identified in the Parks and Community Services Strategic Plan. She also stated that Staff would be working on a standardized pricing policy for next year. Vice Chair Guarienti suggested that Staff consider auditing some of the classes to see how the classes function. 8.2 DUBLIN SWIM CENTER SEASON UPDATE Mr. Damian Sandholm, Recreation Coordinator, presented the specifics of the item as outlined in the Staff Report. Cm. Muetterties asked about Swim Center enrollment for the upcoming summer. Mr. Sandholm stated that summer registration has not started; however, the spring lessons did not garner as many registrants as Staff had hoped for, probably due to the cool weather during spring break. Vice Chair Guarienti stated that the flexibility and camp connectors will be the key to increasing participation this year. Cm. Elias asked if, in light of the Emerald Glen Recreation and Aquatic Center project being placed on hold, the Dublin Swim Center would be improved and updated. Mr. McCreary explained that at this time due to lack of capital funds, an improvement project has not been identified for the Dublin Swim Center. He further stated that the pools and mechanical systems at the Swim Center were recently renovated and remain in good working order. OTHER BUSINESS 9.1 BRIEF INFORMATION ONLY REPORTS FROM PARKS & COMMUNITY SERVICES COMMISSIONERS AND/OR STAFF DRAFT P&CSC Meeting Minutes — April 20, 2009 Page 3 of 3 Cm. Totaro reported that he was on an Eagle Scouts Board of Review for the Dublin troop this past week and that one of the Scouts had an excellent experience with his Eagle project at the Heritage Center. Cm. Elias reported that he was thrilled to attend the Fallon Sports Park groundbreaking last week. Vice Chair Guarienti reported that there are new trail signs at the Ironhorse Trail intersection with Alamo Canal Trail. He reported that the next Bikeways Master Plan workshop will be held next Wednesday. He further reported that Staff may want to take note of a decision being made tomorrow on the use of Segways and motorized bicycles on certain parts of the Ironhorse Trail in Pleasant Hill around the Contra Costa Business Center. Cm. Van Loon reported that he worked at the Family Sports Fest this past weekend. Chair Jones reported that he attended the Fallon Sports Park groundbreaking and the relocation of the Kolb structures to the Historic Park. Ms. Lowart reported on the Fallon Sports Park groundbreaking, the Kolb structures relocation to the Historic Park, and the upcoming Tri-Valley Commission and Board Members Dinner being held on Thursday, June 18, 2009 at the Shannon Community Center. Mr. McCreary reported that the Senior Center Volunteer Recognition Luncheon would be held on April 30, 2009, the 2"d Annual Community Golf Tournament will be held on June 23, 2009, and that Devany Square received an award for outstanding park design from California Park and Recreation Society District 3, which includes Alameda and Contra Costa counties.
