PARKS AND COMMUNITY SERVICES COMMISSION

SUBJECT: Parks and Community Services Commission Responsibilities

RECOMMENDATION: Recommend to the City Council revisions to Section V and Section
VII of the Parks and Community Services Commission Bylaws
FINANCIAL STATEMENT: None
DESCRIPTION: At the May 18, 2009 meeting of the Parks and Community Services
Commission, the Commission reviewed the responsibilities of the Commission as contained in the
Bylaws and Rules of Procedure. As a result, the Commission voted to recommend to the City Council
that the Bylaws be amended as follows:
VII. GENERAL RESPONSIBILITIES OF THE COMMISSION
A. The Commission shall consider and make recommendations as it deems necessary to the
City Council and to City Staff in all matters pertaining to the operation and maintenance of
an effective, efficient, and adequate program of parks, recreation and community services
for the citizens of Dublin. Such recommendations would include, but are not limited to the
following: recommendations for the development, improvement and/or modification of
recreation and community services and facilities; future recreation and community service
needs; conduct of persons using park and recreation facilities; rules for the use of park and
recreation facilities by the public; and annual review of the Parks and Community Services
Strategic Plan.
B. The Commission shall also accept and consider recommendations from the Senior Center
Advisory Committee, the Her-itage r and the Youth Advisory
Committee, and forward the recommendations to the City Council, as appropriate.
At the June 16, 2009 meeting of the City Council, the Council reviewed the proposed Planning
Commission changes. The Planning Commission proposed, and the City Council concurred, that the
position of Chair and Vice Chair be rotated every year. Further the Council directed Staff to include the
same change in the other Commissions and Committees Bylaws.

Thus, Staff has included the following additional change to the Parks & Community Services
Commission Bylaws and Rules of Procedure:
V. OFFICERS
A. Election and Term of Office. The Commission shall elect a Chairperson and Vice
Chairperson at the first meeting in Abe January of each year or, if a quorum is not
present, at the next meeting at which a quorum is present. The Chairperson and Vice
Chairperson shall serve until their successors are elected, or until their terms as members
of the Commission expire, whichever is first. The Commission shall unless no
Commissioners meet the criteria elect Commissioners to the positions that have not
previously served in the position and that have not declined the appointment with the
intent that no on should serve in the position for two consecutive years
RECOMMENDATION: Staff recommends that the Parks and Community Services
Commission recommend to the City Council revisions to Section V and Section VII of the Parks and
Community Services Commission Bylaws as shown above.
