SUBJECT: Oral History Program

RECOMMENDATION: Receive Report and appoint two members of the Commission to the
Oral History Program Steering Committee.
FINANCIAL STATEMENT: $7,500 Appropriation in FY 2009-2010
DESCRIPTION: On June 23, 2009 the City Council approved the Fiscal Year 2009-
2010 Heritage & Cultural Arts Goals and Objectives, including an additional goal to; obtain and preserve
the oral histories of Dublin seniors and long-time residents. To accomplish the goal and establish an Oral
History Program that can be carried forward in future years, Staff has requested and received from the
City Council a Higher Service Level appropriation of$7,500 from the Fiscal Year 2009-2010 budget.
The budget breakdown includes funds to contract with a Professional Consultant to develop the program
as well as costs for filming/documentation,publicity and marketing, and materials.
In the past few months, Staff has done some research to identify an appropriate candidate to serve as a
consultant and is recommending Terry Lee Berry. Ms. Berry holds a Masters Degree in Public
Administration and is currently working on a second Master's Degree in History. Ms. Berry has worked
for several historical organizations in the Bay Area, including; Director of the Museum on Main Street in
Pleasanton, Archivist for the Livermore Heritage Guild and Docent Coordinator for the USS Hornet
Museum. Ms. Berry headed-up an oral history project called "Awesome Voices" for the Museum on
Main during her tenure at Pleasanton.
The scope of work for the Consultant will include the following:
• Advise/Assist on Program Development
• Develop Project Manual for Dublin Heritage Center Staff
• Develop Oral History Training Manual for Interviewers
• Develop Interview Protocols

• Meet with Staff/Commission on as-needed basis
Staff has also contacted Tri-Valley Community Television (TV 30), who has agreed to provide technical
support to accomplish four key interviews within the first year of the program.
Staff recommends forming an Oral History Program Steering Committee comprised of City Staff, the City
Historian and two Heritage and Cultural Arts Commissioners. The Committee will work in tandem with
the Consultant to develop the program.
There are committees that require the representation of a member of the Heritage and Cultural Arts
Commission. As per the Bylaws and Rules of Procedure for the Commission, "The Commission or the
Chairperson, upon direction of the Commission, may appoint several of its members, but less than a
quorum, to serve as a Committee".
RECOMMENDATION: Staff recommends that the Heritage and Cultural Arts Commission
receive the report and appoint two members of the Commission to the Oral History Program Steering
Committee.
