HomeMy WebLinkAbout09-10-2009 Approved HCAC Minutes CITY OF DUBLIN HERITAGE AND CULTURAL ARTS COMMISSION Minutes September 10, 2009 The September 10, 2009 meeting of the Heritage and Cultural Arts Commission was called to order at 7:01 p.m. at the Dublin Civic Center, Dublin, California, by Chair Carr. PLEDGE OF ALLEGIANCE Chair Carr led the Pledge of Allegiance. ROLL CALL Commissioners (Cm.) Present: Carr, Halket, Mack, Minniear, Sonal, Vonheeder-Leopold Commissioners Absent: Tutino ORAL COMMUNICATIONS—None APPROVAL OF MINUTES On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Halket, and by a vote of 5-0-1 with Cm. Tutino absent, the Commission voted to approve the minutes of August 13, 2009, as presented. Cm. Nuckols abstained from the vote due to her absence during the August 13, 2009 meeting. WRITTEN COMMUNICATIONS -None PUBLIC HEARING -None UNFINISHED BUSINESS 7.1 BRAY COMMONS PUBLIC ART Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Cm. Minniear asked about the sound level of the artwork when all of the original leaves were attached. Mr. Hartnett explained that based upon complaints received from nearby residents, the sound level during heavy winds was significant. Cm. Minniear asked when the artwork was installed. Mr. Hartnett stated that the artwork was installed around December 2007 and was dedicated in May 2008. Chair Carr asked if any of the fallen leaves had ever landed in the children's play area, and Mr. Hartnett said no. Cm. Minniear asked if an alternative material could be used for the leaves, such as plastic. Mr. Hartnett explained that the artist had considered other materials when fabricating the artwork but had indicated that a metallic material was required in order for the leaves to withstand the change in weather and to last for a longer period of time. Cm. Mack asked if additional costs would be incurred for removing the remaining leaves. Mr. Hartnett stated that the artist has agreed to remove the leaves at no additional cost. H&CAC Minutes — September 10, _ - `)9 Page 2 of 2 Mr. Hartnett asked if the Dublin Fine Arts Foundation had a chance to respond to this issue. Cm. Vonheeder-Leopold explained that the Foundation would support the recommendation of the Commission. Cm. Minniear asked if Staff believes that the piece would retain its artistic value with all of the leaves removed. Mr. Hartnett stated that Staff supports the artists' belief that the artwork would retain its artistic value. On motion by Cm. Mack, seconded by Cm. Minniear, and by a vote of 6-0-0, with Cm. Tutino absent, the Commission voted to recommend to the City Council the removal of all of the leaves from the artwork. NEW BUSINESS 8.1 SUMMER 2009 OUARTERLY REPORT Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the Staff Report. Cm. Mack asked if the Hometown Heroes event was solely for veterans residing in Dublin. Mr. Hartnett stated that the event is open to anyone who would like to attend. The Commission received the report. 9.1 OTHER BUSINESS Cm. Minniear reported that he was very happy that Ms. Lee Jouthas of the Dublin Library provided the Commission with the book selected for this year's Dublin Reads program. He further stated that he enjoyed reading the book. Cm. Vonheeder-Leopold reported on a recent road trip in California. Vice Chair Halket reported on a recent newspaper article on the giveaway of remnants of the World Trade Center. Mr. Hartnett reminded the Commission of the Day on the Glen Festival being held September 19th and 20th, 2009.
