HERITAGE AND CULTURAL ARTS COMMISSION
Minutes
June 11, 2009
The June 11, 2009 meeting of the Heritage and Cultural Arts Commission was called to order at
7:00 p.m. at the Dublin Civic Center, Dublin, California, by Chair Carr.

Chair Carr led the Pledge of Allegiance.

APPROVAL OF MINUTES
On a motion by Cm. Vonheeder-Leopold, seconded by Cm. Mack, and by a vote of 5-0-0, with Vice Chair
Halket and Cm. Minniear absent, the Commission voted to approve the minutes of April 9, 2009 as
presented.

NEW BUSINESS
8.1 HERITAGE CENTER ANNUAL REPORT
Ms. Elizabeth Isles, Heritage Center Director, presented the specifics of the item as outlined in the Staff
Report.
Cm. Mack asked about the May Day Workshop. Ms. Isles explained that the Workshop is still in the
planning phase, but may include spring time celebration activities such as creating a "May Pole", an old
European tradition that welcomes the spring.
Chair Carr asked if a Black History Celebration would be included in the 2009-2010 planned events. Ms.
Isles said no, and explained that the Heritage Center is planning to celebrate and explore different cultures
each year. Mr. John Hartnett, Heritage and Cultural Arts Manager, stated that the community committee
that coordinated the Black History Celebration at the Heritage Center in February of this year is welcome
to do a similar kind of activity for next year.

8.2 FISCAL YEAR 2009-2010 UPDATE TO THE CAPITAL IMPROVEMENT
PROGRAM
Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
Chair Carr asked about the deferment of the Bus Shelter Art Project Phase 11. Mr. Hartnett explained that
the Livermore Amador Valley Transit Authority Rapid Bus Transit project (LAVTA-RBT) would be
replacing existing bus shelters on Dublin Boulevard, including the seven designated bus shelters on which
the City had previously planned to install art murals. As a result, the project has been deferred and will be
revisited in two years.
Cm. Mack asked about the removal and relocation of the three bus shelters on Dublin Boulevard by artist
Dan Dykes. Mr. Hartnett explained that the existing art bus shelters would be relocated because they are
also among the designated bus shelters that LAVTA-RBT will be replacing.
Cm. Nuckols asked about the grand opening date for Dublin Historic Park. Mr. Hartnett stated that Staff
anticipates that the grand opening would be in the spring of 2010.
Cm. Tutino asked about any possible proposed location of the Cultural Arts Center. Mr. Hartnett stated
that a specific location has not been determined.
On a motion by Cm. Tutino, seconded by Cm. Vonheeder-Leopold, and by a vote of 5-0-0 with Vice
Chair Halket and Cm. Minniear absent, the Commission voted to confirm project priorities of the Fiscal
Year 2009-2010 Update to the Capital Improvement Program, and to recommend City Council approval.
8.3 HERITAGE AND CULTURAL ARTS COMMISSION RESPONSIBILITIES
Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
On a motion by Cm. Mack, seconded by Cm. Tutino, and by a vote of 5-0-0 with Vice Chair Halket and
Cm. Minniear absent, the Commission voted to recommend City Council approval of the Heritage and
Cultural Arts Commission Bylaws and Rules of Procedure as presented.
9.1 Other Business
Cm. Tutino shared the Dublin Unified School District's 3rd-Grade curriculum for Dublin's heritage and
history. She requested the assistance of the Ms. Elizabeth Isles, Heritage Center Director, in updating the
curriculum.
Cm. Vonheeder-Leopold thanked Ms. Elizabeth Isles and the Heritage Center for accommodating a
luncheon on May 15, 2009, for the Elected Women in the Tri-Valley. She also reported on the changes
occurring at the Camp Parks History Center.
Chair Carr reported on her attendance at the Transit Center Art Selection Committee meetings.
Cm. Mack suggested that Staff increase the number of winter concerts. She also suggested that when
possible, music artists be more interactive with the audience by taking requests during their performances.

Mr. Hartnett informed the Commission of several upcoming events: the Summer Concert Series, the
Family Movie Nights, and the Father's Day Picnic.
Ms. Elizabeth Isles reported that she is wrapping -up the Heritage Center's activities for Fiscal Year 2008-
2009 and preparing for the events of Fiscal Year 2009-2010.

Being no further business, the meeting was adjourned at 7:40 p.m.
