HERITAGE AND CULTURAL ARTS COMMISSION
Minutes
April 9, 2009
The April 9, 2009 meeting of the Heritage and Cultural Arts Commission was called to order at
7:04 p.m. at the Dublin Civic Center, Dublin, California, by Chair Carr.
PLEDGE OF ALLEGIANCE
Chair Carr led the Pledge of Allegiance.

ORAL COMMUNICATIONS —None
APPROVAL OF MINUTES
On a motion by Cm. Mack, seconded by Cm. Vonheeder-Leopold, and by a vote of 5-0-2, the
Commission voted to approve the minutes of March 12, 2009, as presented. Vice Chair Halket and Cm.
Minniear abstained from the vote due to their absence during the March 12, 2009 meeting.

NEW BUSINESS
8.1 Winter Concert Series 2008-2009 Update
Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
Vice Chair Halket asked about the possibility of a small theatre performance taking place at the Heritage
Center or Old St. Raymond's Church during the Christmas season. Mr. Hartnett stated that the Bay Bells
group has traditionally been scheduled as the Christmas season event. Mr. Hartnett discussed his
difficulties in generating an audience for a theater performance that took place last February. Cm. Mack
commented that the feedback she received regarding the promotional materials for the February theater
performance indicated that the materials could have been clearer in the description of the event.
Cm. Minniear asked about entrance fees for the events. Mr. Hartnett explained that some events were free
of charge and some events charged an entry fee.
Cm. Minniear suggested offering free events at new facility or park openings that would serve to promote
the venue, specifically the Kolb properties. Mr. Hartnett stated that Staff would consider this idea once
the Kolb buildings have moved and the building capacities have been established.

Cm. Minniear asked about Staff's plans for summer events, and Mr. Hartnett stated that the `Summer
Concert Series' is usually planned for the summer season.
Cm. Mack asked about opportunities for non-profits or other groups to donate event tickets to those who
can not afford tickets. Mr. Hartnett explained that it would be difficult for the City to solicit groups to
purchase tickets for donation purposes; however, any person or group is free to purchase tickets on their
own for donation purposes.
Cm. Minniear asked if there were any events where the number of attendees was less than anticipated.
Mr. Hartnett stated that the concerts that were held last January and February were anticipated to garner
more attendees than the event received based on the amount of marketing and promotion efforts for the
concerts.
Cm. Minniear asked if event tickets could be given to radio station(s) to give away as a promotional effort
for an event. Mr. Hartnett stated that he would look into the idea.
The Commissioners asked about distributing flyers to all Dublin residents or through the schools. Mr.
Hartnett explained that flyer distribution is limited due to the costs involved.
Mr. Hartnett asked the Commission about the types of events they would like to see for next winter. The
Commissioners stated that they would like to see events that are related to a theme or significant event
during a month— example, Valentines Day or Chinese New Year; involvement with other local clubs and
organizations in order to take advantage of a built-in audience; or a performance in collaboration with our
Sister City Association.
8.2 Winter Quarterly Report
Mr. John Hartnett, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
Vice Chair Halket asked about the significant number of non-resident registrations. Mr. Hartnett stated
that it could be due to the offering of programs that are not offered in other cities, the close proximity of
the Tri-Valley cities, and the quality of the instructors.
Cm. Nuckols asked if other cultural dance instructors have approached the City with ideas for programs.
Mr. Hartnett said yes and explained that there are currently a limited number of facilities available that can
accommodate additional dance classes, but that when possible he will offer new dance programs.
Cm. Minniear suggested that the City consider offering more art programs in the event that the school
district cuts its art programs.
9.1 Other Business
Cm. Minniear reported that he is reading a book on oral history and would share the information with the
Commission.

Cm. Vonheeder-Leopold suggested the creation of a tea room in the Kolb properties as a revenue source.

Chair Carr reported on the Dublin/San Ramon Women's Club 1st Place Student Art District winners.
Mr. Hartnett reported on the outcome of the City Council's Budget and Goal & Objectives Study Session.
