RECOMMENDATION: Receive report, provide input on the Preliminary Goals and
Objectives for 2008-2009 and determine whether there are
additional related to the youth and teens that should be proposed
for 2008-2009.
FINANCIAL STATEMENT: None
DESCRIPTION: The City Council has scheduled the Annual Goals and Objectives
Study Session for Monday, March 31, 2008 at 6:00 P.M. This Study Session provides the City Council
with an opportunity to reach consensus on the primary direction and allocation of City resources for the
upcoming year.
As has been done in past years, the Youth Advisory Committee has been asked to provide input on the
preliminary Goals and Objectives as they relate to youth and teens.
ADOPTED 2007-2008 GOALS AND OBJECTIVES
The adopted 2007-2008 Goals and Objectives included 14 objectives that were assigned to Parks and
Community Services. One additional objective was later carried over to the current Fiscal Year. Four of
the objectives accomplish one or more of the strategic goals. The remaining objectives accomplish
Departmental or operational goals. Of the 14 adopted objectives, eleven objectives were given a high
priority and three objectives were given a medium priority.
Staff has prepared two status reports for the Committee. The first report (Attachment 1) outlines the level
of accomplishment for the 15 objectives assigned to Parks and Community Services for Fiscal Year 2007-
2008. Of the 15 objectives, eight are complete or will be complete by the end of the fiscal year (June 30,
2008), six are underway and will be carried over to next fiscal year. One has had no progress and will
also be carried over.

Of the 15 objectives assigned to Parks and Community Services in 2007-2008, one related to youth and
teens, which was to expand sporting events for youth and teens. This high-priority objective provided
funding to offer youth tournaments for flag football, dodge ball, and kick ball. The fourth event will be an
inter-generational golf tournament in June. It is anticipated that funding for four youth sporting events
will continue to be provided each year. However, depending on popularity the type of sports may change
from year to year.
PRELIMINARY 2008-2009 GOALS AND OBJECTIVES
Staff has prepared a preliminary list of Fiscal Year 2008-2009 objectives for Parks and Community
Services (Attachment 2). Staff has identified eight new objectives for 2008-2009. The remaining seven
objectives have been carried over from the previous year. Of the 15 objectives, five relate back to the
City Council's Strategic Goals and will be instrumental in accomplishing them.
For Fiscal Year 2007-2008, there are no proposed objectives specifically for youth and teens. However
several of the goals will indirectly support the expansion of youth and teen programs in the future.
Several of the park and facility development objectives will benefit youth and teens. The first is the
development of the 60-acre Fallon Sports Park, which will eventually include ball fields, soccer fields,
lighted basketball courts and a BMX track. Design of the new Emerald Glen Recreation Center and
Aquatic Complex will also benefit Dublin youth. In June 2007, the City Council directed Staff to add a
1,000 square-foot "youth game lounge" to the Recreation Center. During Fiscal Year 2008-2009, the
Youth Advisory Committee will assist Staff with the planning of this facility. Finally, the completion of
the new Shannon Community Center will also provide additional space for more youth and teen
programs. In particular an area is being developed to provide outdoor environmental and nature education
programs.
Included on the 2008-2009 Preliminary Goals and Objectives form is a column identified `Benefit/Need"
to assist the Committee in assessing the importance of each objective. Also included on the form is a
column identified "Additional Resources Required". This column identifies whether additional staffing
or funding resources over and above the City's current service capability are required to accomplish the
objective within the next year. The priority assigned by Staff to each objective is also shown on the form.
In advance of the meeting, Staff recommends that the Committee Members review the objectives and
come prepared to the meeting to collectively discuss if there are objectives related to youth and teens that
individual Committee Members wish to have considered as part of the 2008-2009 Goals and Objectives
Program. The Committee priorities will be provided to the Parks and Community Services Commission
for consideration as they deliberate the priorities of the overall Parks and Community Services objectives.
Staff defines a "high" priority objective as an objective which significantly improves the City's ability to
affect the overall quality of life in the community, provides basic services or is required by Law.
Objectives should receive a "medium" or "low" priority if the degree that they affect the above criteria is
not as great.
RECOMMENDATION: It is recommended that the Youth Advisory Committee provide
input on the Preliminary Goals and Objectives for 2008-2009 and determine whether there are additional
related to the youth and teens that should be proposed for 2008-2009.
If so, the Committee's recommendation will be provided to the Parks and Community Services
Commission for consideration as they deliberate the overall priorities for Parks and Community Services.
The meeting of the Commission will be held on Tuesday, January 22, 2007 at 7:00 p.m. at the Dublin
Public Library Program Room.
