DESCRIPTION: As approved in the 2002-2007 Capital Improvement Program,
design of the 4.8-acre Neighborhood Park in Dublin Ranch Area G will begin in Fiscal Year 2002-2003
and construction will be complete in Fiscal Year 2003-2004.
After a series of public workshops in Fall of 2002, the City Council adopted the Conceptual Plan for Bray
Commons on January 7, 2003. The primary park improvements include the following:
1) Dog Run
2) Circular Walking Path
3) Two Age Appropriate Play Areas
4) Picnic Areas
5) Basketball Court
6) Grass Volleyball Court
7) Restrooms
8) Informal Grass Play Area
BUDGET:
Three funding sources have been identified to complete the construction. The primary funding is from the
Public Facility Impact Fee Fund and will include all aspects of construction. The second source of
funding from the Beverage Recycling Grant from the Department of Conservation will be utilized for the
purchase of site furnishings that incorporate recycled beverage containers. The final source of funding is

from Toll Brothers, Inc. As part of the original conditions of approval for the project the developer was
obligated to provide street trees and install a sidewalk along Keegan Street. In lieu of having the
developer complete the installation and coordinate construction activities between the City's Contractor
and the Developer's Contractor, Toll Brothers has provided the City funds to be included as part of the
park project.
At this point, the project is estimated to be $133,177 over budget and in an effort to bring the project
within budget, three deductive bid items have been included:
1) Arbor - Located in the picnic area on the comer of Finnian and Maguire Way
2) Basketball Court
3) Change from hydro-seeding turf to direct seeding.
The estimated cost savings of the deductive bid items would be $74,895, which still leaves the project an
estimated $58,282 over budget. Through the development of the construction documents several factors
have contributed to the increased cost of the project. The primary factors are identified below along with
a brief discussion:
1) Reclaimed Water - Increased Meter Size & Booster Pump $65,000
2) Bio-Filtration System for Dog Run $12,000
3) Decomposed Granite Circular Pathway $30,000
Total $107,000
In order to use the reclaimed water system the City is required to irrigate only in the evenings to avoid
daytime park use by residents. The restricted timeframe in which the City can irrigate requires an
increased meter size to provide more water volume. In addition, the reclaimed water has very low
pressure and requires the installation of a booster pump. It should be noted that the City does not receive
a lower water rate for use of reclaimed water. The second factor is the bio-filtration trench included in the
Dog Run area to address water quality concerns. The third element that increased costs was the dual
pathway system that was a result of integrating two concepts from the public process into one preferred
alternative.
Throughout the process Staff has worked extensively with Consultant to eliminate or reduce project
elements to achieve a project that is estimated to be within the project's available construction budget.

RECOMMENDATION:
Staff recommends that the City Council take the following action:
1) Authorize Staff to advertise Contract 03-13, Bray Commons for bids.
