FINANCIAL STATEMENT:
Approximately $250 to paint and stencil curb and to
relocate existing one-hour parking sign.
DESCRIPTION:
City Staff recently received a request from Jay Begun, owner of the commercial
property at 7000 Village Parkway, to consider the possibility of enacting an
ordinance that would permit the police to ticket vehicles on private property
if the property o'~mer felt they were improperly parked. Mr. Begun stated that
customers of adjacent businesses tend to park in his lot, which is reserved
for patrons of businesses located in his building. The Traffic Safety
Committee consulted with the City Attorney and discussed this request but
concluded that at this time, such an ordinance would present enforcement
problems for the following reasons: (1) the police would be distracted from
other, possibly more critical, concerns; (2) the property owners would have to
be willing to file a complaint and, if necessary, testify in court; and (3)
that it could be very difficult to prove that the person receiving the
citation did not actually patronize the business for which the lot was
intended. The City's traffic ordinance (55-87) provides a means for a
property owner to have vehicles towed from private lots as long as the proper
signage is posted.
In an attempt to free up some on-street parking, Staff is proposing to
establish 75 feet of 20-minute parking on Village Parkway in front of the
three businesses directly north of Mr. Begun's property, those being Box
World, The Trophy House, and The Frame Company. There is on-site parking
available for those businesses, mostly behind the building in which those
businesses are located, but the driveway nearest Box World (see diagram) is an
exit-only, and it is assumed that the drivers don't want to make a U-turn to
get back to the entrance driveway and, consequently, they park in Mr. Begun's
lot. Staff feels that a 20-minute parking zone would allow customers to park
along the curb in front of the businesses and would therefore encourage them
not to use the lot that is reserved for patrons of 7000 Village Parkway.
There is an existing a one-hour parking zone along the westerly curb of
Village Parkway, a portion of which would need to be repealed in order to
establish the 20-minute parkin~ Staff feel~ that one.hour parking ~s too
long to create the desired turnover rate.
Staff recommends that the City Council conduct a public hearing, waive the
reading, and introduce the ordinance establishing a 20-minute parking zone on
the westerly side of Village Parkway, north of the driveway opposite Lewis
Avenue, and repealing a portion of the existing one-hour parking zone.

AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING A 20 MINUTE PARKING ZONE ON THE WESTERLY GUEBLINE
OF VILLAGE PARKWAY NORTHERLY OF THE DRIVEWAY OPPOSITE LEWIS AVENUE
AND AMENDING A ONE HOUR PARKING ZONE
ON THE WESTERLY CURBLINE OF VILLAGE PAR_K~AY
The City Council of the City of Dublin does ordain as follows:
Section 1. In accordance with the provisions of City of Dublin
Ordinance 55-87, Section 24(d), a 20-minute parking zone designated by green
curb shall be established on the westerly curbline of Village Parkway,
extending from the northerly curbline oflthe driveway opposite Lewis Avenue a
distance of 75'
Section 2. The provisions of Section 1 shall be added to Chapter 7 of
the City of Dublin Traffic Code.
Section 3. The provision of Chapter 7 of the City of Dublin Traffic
Code establishing a one-hour parking zone on Village Parkway shall be amended
to read: "On the westerly curbline from a point 184 feet southerly of the
southerly curbline of Amador Valley Boulevard, southerly to a point 129 feet
northerly of the northerly curbline of the driveway opposite Lewis Avenue."
Section 4. This ordinance shall become effective thirty (30) days after
its final passage and adoption by the City Council.
Section 5. The City Clerk of the City of Dublin shall cause this
ordinance to be posted in at least three (3) public places in the City of
Dublin in accordance with Section 36933 of the Government Code of the State of
California.

Limited Parking in Front of the Hucke Property
As you requested at the last Traffic Committee meeting, I have investigated the
feasibility of short-term parking in front of the Hucke Property on Village
Parkway. The intent of providing limited time parking is to respond to
Jay Begun's (the neighboring property owner to the south) concern that customers
of the Hucke Property are parking in Jay Begun's parking lot rather than in the
Hucke lot or on Village Parkway. Providing short-term parking in front of the
Hucke building would free up more spaces for Box World's customers and adjacent
businesses on Village Parkway, lessening the possibility of their customers parking
in the Begun lot. The existing one hour limit does not accomplish the same
objective because the one hour limit is too long to create the desired turnover rate.
I met and spoke with the owners/managers of the three southernmost businesses on
the Hucke Property: Box World, The Trophy Shop, and The Frame Company to
determine their opinion of limited parking on Village Parkway in front of their
stores. (See Figure 1.) Each business owner/manager was asked if they felt that
limited parking (20 minutes) would hinder their business. Only The Frame
Company felt that some of their customers would need parking in excess of this
limit. Even so, the owner, Ms. Caroline Livermore, said that she would not object
to two or three spaces of limited parking in front of the building.
All owners/managers stated that they felt enforcement would be important as they
had never seen the existing one-hour limit enforced. Most also stated that: a) they
had never seen the Begun parking lot full, and b) that possibly they needed more
parking in the rear of their o~vn building.
Recommendation
It is our recommendation that 75 feet of green curb be painted adjacent to the
Hucke property's southernmost driveway. The existing "One-Hour Limit" sign
should be removed and replaced with a sign indicating the 20 minute time limit.

Re: Ordinance - Private Parking Lot Parking Enforcement
Dear Lee:
I want to thank you and Don Santina for your efforts in trying to get the construction
work on the driveway completed after all the delays by the sub-contractors.
I also would like to bring something to your attention which I feel should be addressed
by the City Council. ~
I have called the police several times about people parking in our parking lot and
using the parking spaces reserved for our tenants to shop at other businesses up
the street to the consternation of our tenants and their customers. I have the lot
posted that cars would be towed, etc., but I really would prefer to not take such
a drastic step. If it were possible for myself and other property owners to have
the police tag these people for improperly parking in our parking lots, it would
help considerably.
In checking with the Police Department, Officer Kuwitzky informed me that there
is no ordinance presently on the books which would allow the Police Department to
tag cars improperly parking on private property, which has been properly posted, etc.
Could you please bring this matter to the attention of the City Council to see if
there is anything they might do about this.
If I might add a cynical and facetious note, this could be a source of found revenue
when I think of the people that disdainfully and improperly use our parking lot,
and those of other property owners as well.
