FINANCIAL STATEMENT: Approximately $400 to sandblast white curb and paint red curb. This cost would be paid from the Street Maintenance Operating Budget. DESCRIPTION: The U.S. Post Office on Village Parkway has moved its mailboxes inside the parking lot, thus eliminating the need for the 94-foot white passenger loading zone along the curb. In the course of working with the Post Office to eliminate a traffic backup inside the Post Office lot, however, the City's Traffic Engineer noted that installing 35 feet of no parking zone adjacent to the center (exit) driveway would improve visibility for drivers leaving the parking lot. Since the passenger loading zone could not be considered legal on-street parking space, Village Parkway would actually gain parking space for about three cars with this action, and public safety would be improved. Since the passenger loading zone was originally adopted by ordinance, it must be repealed by ordinance. The no parking zone may be adopted by resolution. Staff recommends that the City Council conduct a public hearing, (1) waive the reading and INTRODUCE the ordinance repealing the passenger loading zone, AND (2) adopt the resolution establishing the no parking zone, to become effective on the effective date of the ordinance. ITEM NO.~~__ COPIES TO: Postmaster Cantu, USPS TJKM ORDINANCE NO. -90 AN ORDINANCE OF THE CITY OF DUBLIN REPEALING A PASSENGER LOADING ZONE ON VILLAGE PAR~AY The City Council of the City of Dublin does ordain as follows: Section 1. The provision of Chapter 9 of the City of Dublin Traffic Code (adopted by Ordinance 54-87) establishing a passenger loading zone on the easterly curbline of Village Parkway from a point 236 feet southerly from the southerly curbline of Lewis Avenue, southerly a distance of 94 feet, is hereby repealed. Section 2. This ordinance shall become effective and be in force thirty (30) days after its final passage and adoption by the City Council. Section 3. The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California. AYES: NOES: ABSENT: Mayor ATTEST: City Clerk RESOLUTION NO. -90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN DESIGNATING A NO PARKING ZONE ON THE EAST SIDE OF VII.TAGE PARKWAY Pursuant to the provisions of Article 4, Section 23, of City of Dublin Ordinance 55-87, the City Council of the City of Dublin does RESOLVE as follows: Section 1. In the interest of public safety, parking shall be prohibited on Village Parkway at the following location: On the easterly curbline of Village Parkway, from a point 236 feet southerly of the southerly curbline of Lewis Avenue, southerly a distance of 35 feet (35 feet southerly of the northernmost driveway of the U.S. Post Office at 6937 Village Parkway). Section 2. The provisions of Section 1 shall be added to Chapter 6 of the City of Dublin Traffic Code. Section 3. AYES: NOES: ABSENT: Mayor ATTEST: City Clerk MEMORANDUM March 27, 1990 TO: Lee Thompson, City Engineer FROM: Ty Tekawa, TJKM SUBJECT: Field Investigations and Recommendations, Parkway Post Office, Village Dublin Post Office, Village Parkway At our meeting with the Post Office officials on March 14, 1990, we discussed the operation of their curbside mail drop. Circulation, parking and access to the parking lot were discussed. It was agreed that the existing white curb on Village Parkway should be eliminated. The curb should be painted red for approximately 35 feet from the second driveway south of the property line.
