CITY OF DUBLIN
July 11, 2013
The July 11, 2013 Regular Meeting of the Heritage and Cultural Arts Commission was called to order at
7:23 PM at the Dublin Civic Center, Dublin, California, by Chair Vanderpool.

Chair Vanderpool led the Pledge of Allegiance.

APPROVAL OF MINUTES
4.1 May 9, 2013
On a motion by Cm. Minniear, seconded by Cm. Carr, and by a vote of 6-0-1, with Cm. Deets abstaining, the
Commission voted to approve the minutes of May 9, 2013 with one amendment. Cm. Deets abstained from
the vote as he was absent during the May 9, 2013 meeting.

NEW BUSINESS
8.1 Performing Arts Discussion
Ms. Ann Mottola, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in the
Staff Report. The Commission thanked Staff for the informative Staff Report and attachments for this item.
Cm. Deets commented that there is an abundance of performing arts talent in the City.
Cm. King stated that he would like to see an expansion of adult and youth theatre and film groups in Dublin.
He stated there is also a need for music and dance performances. Performances could be coordinated and
promoted by City Staff, by local organizations that partner with the City, or by either model on a case-by-
case basis.
Chair Vanderpool stated that she envisions a theatre where local and professional talent for all age groups
could be showcased.
Cm. Minniear stated that he envisions Dublin as a place where artists come to create films and videos in
spaces that support the creation of these visual arts. He stated he would like to see a performance space
that can house local performances and contest showcasing these visual arts.

Cm. Tutino stated that she envisions local arts agencies in Dublin that can give voice to and showcase local
talent. She stated she also envisions a cultural arts building with flexible space that can meet the needs of
various performing arts,from an art gallery to a theatre production.
Cm. Deets stated that he envisions something similar to Livermore's "Celebration of the Arts" event, which is
a showcase of all forms of art. He would like to have a performance outlet for students studying various
forms of performing arts. Cm. Minniear agreed and stated he would like to see a venue for informal
performances, in addition to formal performances.
Cm. Tutino stated that the City should partner with the Dublin Unified School District on the use of the new
Performing Arts Education Center. Cm. King stated the City should also consider having a City-owned facility
for performing arts.
Vice Chair Carr stated that the City should take small steps first by showcasing local artists and then grow to
showcase more robust programs like a youth symphony or opera. She stated the City needs to be inclusive
of the diversity within the City.
Cm. Iharosi stated that she likes the idea of having a non-profit performing arts organization as a resource to
local talent.
Cm. King stated that he would like to caution against the City seeking to compete with neighboring cities, but
rather aiding in developing and showcasing local talent.
Cm. Deets stated he believes there's a direct positive relationship between performing arts venues and the
generation and development of business in communities.
Cm. Tutino stated she would like the City to have more participatory performances, where members of the
community can participate in various performances.
Cm. Minniear stated he would like Dublin to be a place where people come to collaborate on a variety of
arts.
Hearing no further comments from the Commission, Chair Vanderpool opened the floor to public comments.
Mr. Jim Schmidt, President of Livermore Valley Opera, spoke in favor of his organization and performing arts
in Dublin.
Ms. Joan Brown, Tri-Valley Repertory Theatre, spoke in favor of her organization and performing arts in
Dublin.
Ms. Paula Miller and Mr. Howard Tsztoo, Cantabella Children's Chorus, spoke in favor of their organization
and performing arts in Dublin and submitted a letter to the secretary of the Commission.
Ms. Lisa Tromovitch, Shakespeare's Associates/Livermore Shakespeare Festival, spoke in favor of her
organizations and performing arts in Dublin.
Mr. Lynn Seppah, Pacific Chamber Symphony, spoke in favor of his organization and performing arts in
Dublin. Pacific Chamber also submitted a letter to the secretary of the Commission.
Mr. Richard Guarienti, Dublin resident, spoke in favor of performing arts in Dublin.
Mr. Duncan Marshale, Livermore Valley Opera/Fusion Harmonies, spoke in favor of his organizations and
performing arts in Dublin.

Ms. Susan Deets, Dublin resident, spoke in favor of performing arts in Dublin.
Hearing no further public comments, Chair Vanderpool closed the floor to public comments.
Mr. McCreary, Parks and Community Services Director, summarized the Commission's statements on their
suggestions for performing arts in Dublin:
• Broad and diverse performing and cultural arts offerings
• Showcase diverse performances for all ages, cultures, and levels of experience
• Balance a showcase of local and professional, and informal and formal performances
• Participatory performances
• A place for film and video creation, production, and showcases
• Large grassroots local arts group to provide social networks and partnership opportunities
• Programs that augment art programs in schools
• Cultural arts facility with flexible space for a variety of arts, such as films, theatre, and art galleries
• Festival of arts that includes Dublin's history, films, music, etc.
• Performing arts contests
• Youth symphony or youth opera
The next steps will be to prioritize the suggestions at a future Commission meeting.
OTHER BUSINESS
9.1 BRIEF INFORMATION ONLY REPORTS FROM HERITAGE & CULTURAL ARTS COMMISSIONERS
AND/OR STAFF
Cm. Iharosi stated that she would like to work with Staff on organizing a winter festival in Dublin and asked
the Commission request it be placed on a future agenda by consensus. The Commission concurred.
Cm. Carr reported on her recent achievements with the Dublin/San Ramon Women's Club and her new role
as a docent at the San Jose Textile and Quilt Museum.
Cm. Minniear stated that he would like Staff to provide a report at a future date on the process by which the
City identifies and maintains historic records.
Mr. McCreary and Ms. Mottola provided program and project updates.

Being no further business, the meeting adjourned at 9:01 PM.
