FINANCIAL STATEMENT: None DESCRIPTION: Spectrum Community Services (SCS) is contracted by the Alameda County Area Agency on Aging to provide federally funded meals for seniors at nearly 30 Alameda County locations. The meal plan offers: • A wide variety of menu items (see Attachment 1 for the September 2013 menu) • A hearty chefs salad (with meat or vegetarian) alternative each day; hamburgers or veggie burgers are also available as alternatives on certain days • One third of senior's daily nutritional requirements, and no extra salt added • Homemade soups • Sugar-free dessert substitutes In July 2013, Spectrum Community Services (SCS) increased the fee of a meal to $3.75, or$6.00 for those under 60. Prior to July 1, 2013, the lunch fee for those 60 years and older was $3.25 per meal, and $4.75 for those under 60. One of the benefits of working with SCS is that the fee charged for a meal is considered a voluntary donation, and no one is turned away because of his/her inability to pay. This program helps to expand access to nutritious meals for seniors in Dublin. The meal orders must be taken and called in to the Spectrum Community Services kitchen by 1:00 PM the day prior. Spectrum Community Services (SCS) not only prepares and delivers the meals to the Senior Center but also provides training and the framework on how to handle food safely. SCS coordinates how the food orders are taken and set the standards on the setup and takedown of the dining room. SCS also trains ITEM NO.:7.2 \\ccFileserverl\Departments\Parks&Community Services\COMMISSIONS& COMMITTEES\SRADVCMTE\Statements\2013\10-3-13 Item 7 2 Spectrum Community Services Lunch Program Revisited 3.doc how to accept payments from customers, serve food, and maintain program records. The Dublin Senior Center operates the dining site and provides a City paid lunch coordinator during the weekdays. Depending on the attendance, an additional three to five volunteer kitchen assistants are scheduled to prepare and serve food to senior patrons. Customers must register for the program with Spectrum Community Services annually to receive the discounted fee (see Attachment 2). There are currently over 300 seniors who are over 60 years old enrolled, and an average of 75 unduplicated seniors who regularly attend the lunch program at the Dublin Senior Center each month. Some seniors eat lunch Monday through Friday; while other seniors eat once a week prior to participating in a recreational activity, such as the Bingo program. According to the survey taken in July 2013, the Spectrum Community Services lunch program received good reviews from the senior patrons who participate at the Dublin Site (see Attachment 3). According to our attendance records, the SCS lunch attendance has increased 37%from last year during the same quarter as shown in the graph below. The 2013 winter attendance was only 668 and includes a week and a half long winter break in December. The 2013 spring attendance totaled 933, and the summer attendance was 978. The Wednesday bingo crowd draws the most lunch attendees each week.
