FINANCIAL STATEMENT: None. DESCRIPTION: Residents of Burton Street have requested and received permission to close their street, which extends for approximately one block between Amador Valley Blvd. and Tamarack Drive, for a Fourth of July block party for the last several years. Until March 1, 1986, the City of Dublin had commercial insurance coverage. In the past, this item has been approved based on compliance with the items listed in Ms. Landreth's letter; i. e., barricading provided by and tended by residents of the block, alcoholic beverages restricted to adult consumption, and fireworks limited to approved "safe and sane" type and supervised by adults. In 1986, the City requested that residents participating in the party provide the names of their insurance carriers and their policy numbers. The City Attorney's office advised that having a list of policies would non be sufficient if a liability issue arose and suggested that the homeowners provide a certificate of insurance showing a one-day rider that would cover the block party. The City typically requests coverage amounting to $1,000,000 in liability insurance for events. However, due to the limited~ availability of insurance at this level, tenants of Shannon Center are allowed to provide $500,000 in coverage. The City's coverage through ABAG PLAN Corporation would not be applicable to this event. The coverage excludes special events which are not solely sponsored by the City. The reason for this condition was that members of the ABAG pool did not feel it was appropriate to share the risk for events which were not controlled solely by the City. This would include supervision and risk management activities. This also helps cities to control premium increases, since the premiums are based in part on loss history. Staff has consulted with the City's insurance broker, who obtained the Shannon Center tenants policy. The broker has indicated that a policy could be extended for this event. Consistent with City policy, the group requiring the coverage would be responsible for reimbursing the City. The coverage would have a $500,000 policy limit, and it would exclude any claims as a result of alcoholic beverages. The policy would carry a $250 per occurrence deductible. The total premium for the policy would be $670.15. Staff advised Ms. Landreth of the insurance requirement by phone. She contacted her insurance agent and discovered that the premium for a one day event with one million dollars in coverage would be $600.00, which she feels is prohibitive. Staff informed Ms. Landreth that she might wish to investigate a $500,000 policy; however, the cost of that policy through her insurance carrier was not available at the time this report was prepared.
