DESCRIPTION: As a result of the Dougherty Regional Fire Authority (DRFA)
dissolution in July 1996, The City of Dublin acquired a 1981 Van Pelt "Tele Squirt" fire engine. This
vehicle is currently being stored at an off-site facility and is not being used because of its outdated
equipment and high maintenance costs.
Recently the City received a letter (Attachment 2) from the Chief of the Chester Fire Protection District in
Northern California. He had been told that the City was not currently using the "Tele Squirt" engine and
was writing to inquire about the possibility of acquiring it. This request prompted Staff to investigate the
fire engine to determine whether the City had any further use for the vehicle. Upon inspection, and
discussions with the Alameda County Fire Department, it was determined that the City no longer had any
need for the engine and that it was appropriate to declare the engine surplus property and send it to
auction.
After arriving at this conclusion, Staff informed Chester Fire that it was the City's policy to send all
surplus equipment to auction. However, if Chester Fire would provide the City with a maximum amount
that they would be willing to pay for the fire engine, the City could establish that amount as a minimum
bid for the auction. If no one else bids for the engine, Chester Fire could then purchase the vehicle for the
offered price. Chester Fire has offered to pay $500 for the fire engine.

Re: Surplus Fire Engine.
My name is Jay, Neuman and I am the Chief of the Chester Fire Department
in Northern California.
I have been in contact with Chief Sheldon Gilbert of the Alameda County
Fire Department, who informed me of the possibility of acquiring a piece
of surplus equipment that you have, namely a 50 foot Tele Squirt engine.
Chief Gilbert and the Alameda County Fire Department have been
helpful to us in the past.
We are in desperate need of a fire engine and hope there is a possibility
that you may be able to help us. Your consideration in this matter would be
greatly appreciated.
Yours Truly
G.J. Neuman, Fire Chief
Chester Fire Department.
