DESCRIPTION : P~r. Bill Leach, the City's Crime Prevention Assistant,
has been working with Neighbornood Watch Groups to provide information on
earthquake preparedness. The program is typically conducted at a members
home, however, for larger groups, arrangements must be made to use another
location.
~'.~r. Leach nas indicated that the two groups serving Betlen Drive and Rampart
Drive would like to have a comb/ne~ presentation. The groups have requested
an opportunity to combine ti~e presentation with a social potlucx using the
street area. ;~lr. Leach believes that this approach will also increase
participation. Often meetings which occur outside the neighborhood are not
as heavily attended.
~Fhe event is planned for Wednesday, August 3, !9~. Tl~e group has agreed to
limit the closure to ti~e hours of 7:00 p.m. ~o 9:00 p.m. Staff has also
proposed recommended conditions, similar to those imposed on the recent J'uly
4th Burton Street request. Since this event will be a ~e~gnDorhood Watci~
Program sponsored event and organized by the City, additional insurance is
not required. The City's insurance throug~ ABAG covers programs and
activities solely sponsore~ and supervised by ~ne City. Therefore, this
event will qualify. The City will also be proviGing safety barricades.
Staff would recommend that the City Council approve the street closure
subject to the proposed conditions.

Issued for August 3, 1988
Closure of Rampart Drive
Between 11447 Rampart Drive & Betlen Drive
The date of the street closure shall be August 3, 1988.
The hours of the street closure shall be 7:00 p.m. to
9:00 p.m.
Barricades shall be supervised ~by responsible person(s) in
the event traffic or emergency vehicles need to enter or exit
Rampart Drive.
Noise shall be maintained at an acceptable level.
Responsible person(s) shall insure that any consumption of
alcoholic beverages is limited to adult attendees. No sales
of Alcoholic Beverages are permitted by this permit.
Barricades shall be removed from public street at the
conclusion of the event. In no'case shall barricades remain
in the street after 9:00 p.m.
Permittee shall be responsible for removing all litter and
debris from the public street.
