Adopt Resolution accepting grant from United States, Department of
Justice to partially fund a School Resource Officer position
This grant in the amount of $125,000, over a three year period,
provides partial funding for salary and benefits associated with a
School Resource Officer.
DESCRIPTION: ~ _
The United States, Department of Justice, Office of Community Oriented Policing Services, COPS in
School program has awarded the City of Dublin a grant in the amount of $125,000. This funding has been
allocated for salary and benefit costs associated with a School Resource Officer over a three-year period,
beginning September 1, 2000. The grant awards $50,000 in Year 1; $40,000 in Year 2; and $35,000 in
Year 3. Dublin Unified School District will also contribute $40,000 for each year of the grant with the
remaining costs each year to be funded by the City of Dublin. The total first year costs for the School
Resource Officer are projected to be $156,542 (including equipment) and are expected to be
approximately $120,912 each year thereafter.
The School Resource Officer's objective is to maintain a safe and secure environment for all schools in
the Dublin Unified School District. A Memorandum of Understanding between the City of Dublin,
Dublin Unified School District and Alameda County Sheriffs Office describing the roles and
responsibilities of each agency was approved by the City Council on September 5, 2000.
RECOMMENDATION:
Staff recommends that the City Council adopt the resolution accepting the United States, Department of
Justice, Office of Community Oriented Policing Services, COPS in School grant in the amount of
$125,000. Acceptance of this funding accomplishes the City Council's Year 2000 high priority goal of
pursuing funding for a School Resource Officer.

ACCEPTANCE OF UNITED STATES, DEPARTMENT OF JUSTICE,
OFFICE OF COMMUNITY ORIENTED POLICING SERVICES,
COPS IN SCHOOL AWARD
WHEREAS, the United States, Department of Justice, Office of Community
Oriented Policing Services, COPS in School program has grant funds available for law
enforcement agencies to partially fund School Resource Officers throughout the nation;
and
WHEREAS, the City Council established the pursuit of funding for a School
Resource Officer as a high priority goal for the Year 2000; and
WHEREAS, the City Council authorized Staff to apply for a COPS in School
grant; and
WHEREAS, the United States, Department of Justice awarded the City of Dublin
a grant in the amount of $125,000 to partially fund salary and benefit costs associated
with a School Resource Officer over a three year period; and
WHEREAS, on November 8, 2000, the City Council received a staff report
recommending acceptance of the funding;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin hereby accepts the United States, Department of Justice grant in the amount of
$125,000.

Dear Sheriff-Coroner Plummer:
Congratulations on receiving a COPS in Schools Grant Program award from the Office of Community
Oriented Policing Services for 1 new, additional full-time officer(s) and 0 part-time officer(s) at a cost of $125,000.
The grunt award start date for your COPS in Schools Award is 9/1/00, which means that you can be reimbursed for salaries
and expenses of additional officers hired after this date.
Enclosed in this package are your grant award and a list of conditions that apply to this grant program. You should read and
familiarize yourself with these grant conditions. In particular, you should review the training grant condition. All departments
awarded funding under the COPS in Schools grant program are being required to attend a COPS in Schools Regional Training
Workshop. The Office of Community Oriented Policing Services (COPS) or our designee will be the sole prorider for the
training, and COPS will pay all reasonable costs of participants for travel, lodging and per diem. In order to satisfy this
condition, the officer(s) assigned to the schools as a result of this COPS grant, as well as a representative from the parmering
school(s) must attend one of these training workshops. We anticipate offering ten such training sessions between January 2000
and July 200 t, so there should be a training session that meets the scheduling needs of all grantees. You will receive
information on the training dates and locations in the near future.
Also included in this package is your Grant Owner's Manual, which summarizes and explains your COPS in Schools grant
award through the Universal Hiring Program. Additional information specific to the COPS in Schools Grant Program has also
been provided as well. You will also fred materials relating to payment methods and procedures for receiving your grant funds.
You should review the grant materials in your Grant Owner's Manual regarding the two methods of payment available to you.
We have enclosed a set of mailing labels for your convenience. You may use the labels to address any correspondence that you
send to the COPS Office. To accept your grant, please sign the award document and remm it to the COPS Office within 90 days.
Failure to submit the signed award document in this 90-day period could result in withdrawal of the grant without further notice
from the COPS Office. You must also sign and return the COPS in School Additional Grant Condition and send it back with your
award document.
