Public Works Director to issue encroachment FINANCIAL STATEMENT: Permit fee is $50.00. Actual cost for installation and removal of the banner is approximately $400. DESCRIPTION: Staff has received a request from the Valley Crisis Pregnancy Center to install a banner on the San Ramon Road banner poles which would advertise their upcoming Walk-A-Thon. The Walk-A-Thon is to be held on Saturday, October 7th, starting and ending at Shannon Park. The routes are entirely within the City of Dublin. Funds raised by the Walk-A-Thon will be used for the various services offered by the Center. The Valley Crisis Pregnancy Center is a non-profit, community-based volunteer organization which provides assistance at no charge to women in a crisis pregnancy. This assistance may take the form of (for example) counseling, referrals, or emergency housing and clothing. Attached is a letter from the Center which gives additional information about the Center's activities. The Center has provided the required fee and insurance certificate. Police Services does not require a parade permit for activities such as this that take place on the sidewalk. Staff recommends that the City Council authorize the Public Works Director to issue an encroachment permit for this banner. I am Gretchen Zaballos, Chairman of the Board of the Valley Crisis Pregnancy Center. Because my husband, Gil, and I have ~lived in Pleasanton for thirteen years and have raised three children here, I am sure that I share with you an appreciation for the lifestyle available to us in the Tri-Valley area. It is for this reason that I am excited to be associated with a service that gives us an opportunity to give back to our communities. Allow me to tell you something about it. We hear a great deal in the media these'idays about a most controversial issue -- abortion! Statistics show that there are 1.5 million abortions performed per year in the United States, with local statistics showing that 51% of all pregnancies in Alameda County, and 43% in Contra Costa County, end in abortion. Our concern is for the women behind these statistics, the women who seek abortion. Usually these are girls or young women who are under pressure to make a decision while in a state of crisis. This pressure may be the result of difficult circumstances in their lives, or it may come from the boyfriends, parents, friends or even fear of losing their job. Regardless of the circumstances of the pregnancy, each woman (or girl) has four alternatives to consider: parenting, adoption, foster care and abortion. Because there are anxious moments and unhappy days ahead with any of these options, it is imperative that she clearly understand what each alternative involves. It is our purpose to give her complete information on each option available so that she can make an informed decision. Our goal is to help the client move from a state of crisis to a state of control in her life. The Valley Crisis Pregnancy Center is organized and staffed by volunteers as a non-profit corporation. We have a paid Executive Director, and all of the overhead incumbent in operating a service. We earnestly seek financial support from the community and corporations. Because our Statement of Principle represents a balance in reverence for life and respect for a client's own beliefs, we are receiving referrals Irom youth workers, teachers and governmental agencies.
