DESCRIPTION: Mr. John DiManto of Dublin Land Company is requesting a General Plan Amendment Study for a number of parcels 10catednQrth of Dublin Boulevard extended between Tassajara Road and the Jennifer Lin properties to the east. Present General Plan and Specific Plan Conditions The present General Plan and Eastern Dublin Specific Plan contemplated that the majority of this land ....J should be developed for General Commercial use (59.31 acres). Several higher density residential areas . were proposed behind the commercial areas as a complimentto the commercial areas. No significant lower density areas were identified. The results of these proposed applicant changes would be to create slightly less General Commercial (2.9 acres on the property), no neighborhood commercial uses and elimination of higher density residential uses. - Evaluation: Staffhas concluded that it is appropriate to land plan and evaluate economic conclusions for the whole Dublin Land Company holdings at the same time. The proposal to create a consolidated General Commercial area between Central Ave., and Dublin Blvd., (37 acres in total) has significant merit. The important residential issue is whether the multi family residential areas contemplated in the Eastern Dublin Specific Plan on this property should be preserved as a buffer between the General Commercial sites to the south of Central Ave. The existing Eastern Dublin Specific Plan noted these factors in describing the relationships between higher density residential use and adjacent General Commercial Sites in the original Town Center area located on both sides of Tassajara Road: 1. The intent of the original Eastern Dublin Specific Plan was to have higher density residential and in close proximity to the Town Center commercial areas. The Town Center concept plan (Figure 7.1 in the Specific Plan, see Attachment 5) suggests the relationship between community shopping center uses and medium high-density housing. Pedestrian neighborhood ...",j entries into the shopping center area are encouraged to link housing and shopping uses (Figure 7.1.2 in the Specific Plan, see Attachment 5). 2 (' \, r '- (' 2. The design concept encoUrages minimizing reliance on the auto by creating a compact town form with an urban housing district of apartments, townhouses and as well as small lot single family homes within a quarter mile of the Town Center commercial areas. Options: The applicant has proposed a General Plan Amendment Study that would centralize General Commercial uses, create a Medium Density (6-14 units per acre) area north of Central Ave., and eliminate present multi family designations on the property. It is Staffs opinion that a multi family designated area should be preserved north of Central Ave., rather than changing this area to a lower single family residential designation. Specific land use, economic and environmental concerns will be addressed by the General Plan Amendment Study itself. Appropriate public hearings would be held before the Planning Commission and City Council regarding entitlements, rezoning, etc. if the. City Council, initiates the study. The subject property lies between Dublin Boulevard on the south and Gleason Dlive on the north. The subject property is bounded on the west by Tassajara Road and on the east by the proposed Street "A" to run through the Dublin Village project. Currently, the property between Central and Dublin Boulevard is shown in the Specific Plan land use map as General Commercial, Neighborhood Commercial, Medium Density Residential and High Density Residential. AB shown on the enclosed map, it is proposed to change the designation of t.his entire approximately 37 acre parcel to General Commercial. The designation of the property extending from Gleason Drive to Central is shown on the Specific Plan as General Commercial, Neighborhood Commercial and High Density Residential. The purpose of the proposed modifications is to allow the establishment of a major commercial shopping center on the 37 acre parcel and the creation of Medium Density single family housing on the approximately 25 acre residential parcel. We believe that this modification and development policies vvill be extremely beneficial for the City and request that the City Council authorize the commencement of a General Plan and Specific Plan Amendment-procedure. The predominate land use designations proposed for this area are General Commercial and Medium Density Residential uses; and WHEREAS, the applicant will be required to pay all processing costs associated for the General Plan Amendment Study; and WHEREAS, additional entitlements including East Dublin Specific Plan Amendment, Rezoning, and other associated permits will need to be processed before development can occur; and WHEREAS, Section 65358(a) of the State of California Government Code states that an amendment to the General Plan shall be in a manner specified by the legislative body; and WHEREAS, the initiation request has been reviewed in accordance with the provisions of the California \..,.1 Environmental Quality Act (CEQA) and was found to be Categorically Exempt under Section 15306, Class 6 of the State CEQA Guidelines; and WHEREAS, the staff report submitted one recommendation that the City Council initiate a General Plan Amendment Study for the Dublin Land Company properties; and WHEREAS, the City Council did hear and consider all such reports, recommendations and testimony herein above set forth and is in support of a General Plan Amendment Study to determine the appropriate land use and General Plan designation for the property before making a decision as to the merits of requested specific entitlements.
