DESCRIPTION:
The City has participated in the Alameda County Urban County Housing and Community Block Grant
(CDBG) Program since 1982. During this current Fiscal Year (Fy 1999/2000), the City received $ 87,148
in CDBG funding, plus $ 1,000 of unexpended Fy 1998/99 CDBG funds. These funds were allocated as
follows:

JURISDICTION IMPROVEMENT PROJECT STATUS FOR CURRENT FISCAL YEAR
City of Dublin - Handicap Sidewalk Ramps
The City has constructed 13 concrete handicap ramps at various curb returns within the residential areas
of Dublin. The construction took place this past Fall.
City of Dublin - Senior Center Handicap Lift
The City of Dublin's Parks and Community Service Department utilized $ 9,400 in CDBG funds to
remove and dispose an existing non-functioning handicap lift and to purchase and install a new hydraulic
handicap lift at the Senior Center. The goals and objectives of this project were to improve the access of
seniors with disabilities to programs and activities located on the stage in the Senior Center auditorium.
City of Dublin - Swim Center Handicap Lift
The City of Dublin's Parks and Community Service Department utilized $ 3,854 in CDBG funds to
purchase and install an automatic pool lift and related accessories in the shallow end of the Dublin Swim
Center pool. The goals and objectives of this project were to improve access to swimming, fitness and
water safety programs for senior citizens and people with disabilities.
City of Dublin - Audible Pedestrian Signals
The City of Dublin's Public Works Department utilized the $ 2,500 in CDBG funds to purchase and
install audible pedestrian signals at the intersection of Donohue Drive and Amador Valley Boulevard.
The goals and objectives of this project were to improve the access of visually impaired pedestrians.

Dublin Housing Authority - Arroyo Vista Improvements
The Dublin Housing Authority received CDBG funds for this fiscal year to repair and/or replace leaking
and damaged roofs in approximately 7 Arroyo Vista residential buildings. The goals and objectives of
this project are to maintain a useful life of the Arroyo Vista property through repairing leaking and
damaged roofs that have occurred from prior leaks, and to provide employment opportunities for public
housing residents through federal construction contract requirements.
Regarding the status of the project, the roof repair construction is expected to begin this month and trees
that were dead or leaning on rooftops posing a safety hazard have already been removed or pruned back..
FINAL FISCAL YEAR 2000/2001 CDBG ALLOCATION
Dublin's CDBG allocation for Fiscal year 2000/2001 is $ 88,646 (see Exhibit A). The Alameda County
Housing and Community Development Department - Urban County staff (County HCD) uses a formula
for determining the amount of funds that must be used for certain project categories. The CDBG funds
for next Fiscal year may be spent as follows:

The City has flexibility in the distribution of the Jurisdiction Improvement Projects category and in the
General Administration funds. The funds allocated for Housing Rehabilitation must be reserved at the
level assigned by the County.
The Planning Department received four project applications, which fall under the Jurisdiction
Improvement Projects category. The projects for City Council's review include one City of Dublin
project (Sidewalk Access Ramps); one Dublin Housing Authority project (Arroyo Vista Roof Repair); and
two additional outside agency projects (Allied Housing Inc.'s Tri-Valley Affordable Housing Scholarship
Program and Valley Community Health Center's Senior Support Services program).
After the City Council decides how the City's CDBG project funds will be distributed, the appropriate
applications must be submitted to the County HCD by February 10,2000. Because the City participates
in the Urban County CDBG Program under an annual agreement, it will be necessary to re-apply for
CDBG funds for the 2000/2001 program year. Once the County HCD reviews and approves Dublin's
project applications, a program agreement between the City and the County HCD will be drafted, which
the City Council will need to authorize in May of this year. The final City-County agreement will then be
submitted to the federal Housing and Urban Development Department in June of this year.

CDBG JURISDICTION IMPROVEMENT PROJECTS FOR CONSIDERATION
City of Dublin - Sidewalk Access Ramps for Handicapped Accessibility
As part of the City of Dublin Sidewalk Program, the Public Works Department is requesting $ 65,058 in
CDBG funds to install approximately 54 concrete handicap ramps at various curb returns within the
residential areas of Dublin (see Attachment 2A). Each ramp would cost approximately $ 1,200, which
includes construction and administrative costs. The goals and objectives of this project are to comply
with the Americans with Disabilities Act and meet the needs of handicapped residents in the City of
Dublin.
The project implementation schedule would be initiated and completed in the Spring of 200 1. Even after
the construction of 54 ramps is completed, there would still be a need to construct 112 ramps throughout
the City.
As part of the application for handicapped accessibility curb ramps, staff has included an analysis of the
number of years to complete the ramp program given various funding scenarios (see Attachment 4).
Should the City Council wish to accelerate the completion of the program, either fixed CDBG funding
would need to be assigned each year, or a combination ofCDBG funds and other funding (Gas Tax or
General Fund) would need to be assigned to complete the program. These options would be considered as
part of the City's budget for next Fiscal Year.
This project qualifies for CDBG funding under "Removal of Architectural Barriers."
Dublin Housing Authority - Public Facilities and Improvements
The Dublin Housing Authority has requested $ 38,500 in CDBG funds to cover the costs of
repairing/replacing leaking and damaged roofs on approximately 7 additional buildings at the Arroyo
Vista housing complex (see Attachment 2B).
The Arroyo Vista 150-unit subsidized housing complex provides much needed housing for very low
income families within the City of Dublin. The goals and objectives of the improvement project would be
to maintain a useful life of the Arroyo Vista property through repairing and/or replacing leaking roofs and
damaged roof members that have occurred from prior leaks, and to provide employment opportunities for
public housing residents through federal construction contract requirements.
This project qualifies for CDBG funding under "Public Housing Modernization."
Allied Housing Inc. - Tri- Valley Housing Scholarship Program
Allied Housing Inc. has requested $ 20,000 in CDBG funds to cover the cost of case management services
for 4 Dublin households as part of the Tri- Valley Housing Scholarship Program. The services proposed
include outreach, assessment, assistance with vocational training, housing, and referrals to employment
for low-income individuals and families. The goal of this program is to assist low-income individuals and
families that are in a housing crisis and cannot afford market-rate rents while completing job training
and/or educational programs at local schools, to become employed and eventually become self-sufficient
(see informational brochure, Attachment 3).

Most of the program's students are on welfare and due to high rental costs in the Tri-Valley, are unable to
afford rents unless they drop out of school and go to work prematurely. Allied Housing Inc. provides
rental subsidies to qualified students and works with rental property owners in having them provide
substantially below market rents.
Last year, the cites of Pleasant on and Livermore participated in the program by providing federal HOME
funds to assist with rent subsidies, and the program has proven to be very successful. Allied Housing Inc.
would now like to implement the program in Dublin.
This project qualifies for CDBG funding under "Public Services - General."
Valley Community Health Center (VCHC) - Senior Support Services
The VCHC has requested $ 7,500 in CDBG funds to provide case management services to 15 new seniors
and their families in Dublin. Case management services involve making an initial assessment of a
senior's living situation and needs. The assessment consists of an evaluation of the senior's physical,
mental and emotional status, and an assessment of the needs for assistance with daily living activities.
This project qualifies for CDBG funding under "Senior Services."
CONTRACTS WITH AGENCIES PROPOSING NON-CITY PROJECTS
If the Council approves funding for the Dublin Housing Authority; Allied Housing, Inc., and VCHC
projects (all non-city project), Dublin would need to enter into a separate contract with each agency for
purposes of project administration and fund tracking purposes.
STAFF RECOMMENDATION
All of the above projects meet the CDBG program's national objectives of benefiting low and moderate
income persons (Arroyo Vista Roof Repair Project; Tri- Valley Housing Scholarship Program; VCHC
Senior Support Program) and persons with physical disabilities (City's Handicap Ramp project) and they
are all eligible uses of CDBG funds. However, the total amount requested for all projects exceeds
Dublin's total CDBG funding allocation.
The City Council may allocate CDBG funds among eligible Jurisdiction Improvement Projects as they
choose, and they may consider other eligible projects that have not yet been proposed. The City also has
the flexibility in the distribution of Jurisdiction Improvement and General Administration funds.
Staff recommends that the City fully fund the Dublin Housing Authority Roof Repair project ($ 38,500)
and the VCHC Senior Support program ($ 7,500). Staff recommends partial funding of the Allied
Housing Inc. Tri- Valley Housing Scholarship Program ($ 10,000). Staff concluded that this amount is
more proportional to the amount of Dublin students targeted for case management services compared to
the amount of students targeted for the cities of Pleasanton and Livermore. The remaining funds
($ 10,268 - 8 sidewalks) would be used for the City's Access Ramp project. Staff also recommends that
the full General Administration amount of $ 6,600 remain the same. If there are any remaining General
Administration funds at the end of Fiscal year 2000/2001, these funds can be allocated to City projects
approved for the following Fiscal year.

Funding the construction of approximately 8 sidewalks for handicapped accessibility would show the
City's good faith compliance with the Americans with Disabilities Act. This Act requires that facilities
and programs that receive public funds be accessible and useable by people with disabilities.
The City would benefit from any physical improvements that are made at the Arroyo Vista community.
CDBG funds used for repairing/replacing leaking or damaged roofs would help the City with deferred
maintenance costs at the Arroyo Vista complex. The City of Dublin has very limited low income housing.
The Dublin Housing Authority's project furthers the City's housing goals for retaining any existing
subsidized housing for very low income individuals and families. With these physical improvements, the
Arroyo Vista community will become more attractive and livable, where residents will be able to take
pride in their Dublin community.
Allied Housing Inc.'s Tri-Valley Housing Scholarship Program would benefit Dublin students that are in
need of below market rate housing. This would give students the opportunity to complete their vocational
training and/or educational programs so that they can secure employment and become self-sufficient to a
point where they would no longer need housing assistance. This is a very pro-active program that
promotes self-sufficiency and less reliance on public assistance, which would help relieve a jurisdiction's
responsibility for providing affordable housing and social services. This program would give the City of
Dublin an opportunity to increase its affordable housing supply.
The VCHC Senior Support project would highly benefit Dublin seniors in need of support services, such
as needed medical assistance and/or assistance with daily living activities. This program also assists the
families of the seniors.

Thank you for the opportunity to summit the enclosed application for the
Co~unity block grant year 2000-2001.
Valley Community Health Center Senior Support Program addresses the
,~ needs of the aging population in our community. Chronic illnesses and the
"wearing ouC process can prevent seniors from maintaining an independent
life. The common practice of rapid discharge from hospitals compounds the
problem, as seniors are routinely discharged long before fully convalescing.
They are in enormous need of assistance. For these seniors~ as well as many
others who have disabilities~ simple tasks such as bathing, dressing, cooking,
shopping and handling financial affairs are extremely difficult, if not
impossible. Ifleft alone, the seniors inability to perform. these daily tasks
necessitates institutionalization. The financial burden of institutionalization
can quickly deplete an entire lifetime of savings. When a senior no longer has
the resources to pay for care, society must bear the burden, as tax dollars
subsidize institutionalization.
Valley Community Health Center's Senior Support Program has been
providing services for Dublin seniors since 1981. Services offered through
this program include senior health screening, case managemen~ elder abuse
preventio~ in-home reassurance (friendly visiting)~ choreworker registry
services, in-home counseling, and information and referral services.

The Senior Support Program is seeking funding to provide greatly needed
case management services in the Dublin area. Through the case management
service, seniors are visited in their homes and an initial assessment is made of
the living situation and needs. This assessment consists of an evaluation of
the senior's physical, mental and emotional status, as well as their need for
assistance with daily living activities. After the initial visit, a care plan is
formulated with the senior and their family. This plan includes locating,
arranging and overseeing services such as transportation, meals, safety
devices, and in-home companions and workers. Referrals are made and
services are coordinated with physicians, home health nurses, social workers,
attorney and other professionals. Assistance is provided in applying for
Medi-Cal, food stamps and SSI and in handling Medicare and health
insurance billing. The situation is monitored on an ongoing basis at intervals
appropriate to the individual needs of the senior, and care plans are modified
as necessary.

Another vital component of this program is the provision of support and
educational services for the elder and their family. This support can be
crucial when decisions of whether the elder should remain at home or not
arise. Our case managers help to make the transitions easier on the families.

As part of the Americans With Disabilities Act (ADA), the Federal Government has made certain
requirements and set goals to provide accommodations for disabled persons to obtain reasonable access
to public buildings and improvements. Ramps ~t street curb returns and crosswalks are included in these
accommodations.
All new street improvements are now. required to include these ramps; however, there are many street
corners that were built prior to the requirement for ramps. The City of Dublin has been using Community
Development Block Grant (CDBG) monies to retrofit these intersections. Since 1995, $62~587 in CDBG
funds has been allocated to build 78 ramps.
There are still 166 ramps left to be installed in the older part of the City (see attached map). It would be
to the City's benefit to establish a program to complete the remaining 166 ramps. Staffhas developed the
folloV\rIDg alternates for assigning CDBG monies (or other monies which might become available) ror
completion of this ramp program:
