The low bid received was $60,477.50, which exceeds funds budgeted for this project. Higher-
than-expected bids received reflect the busy construction season. S!aff recommends deferring
the consU-uction of 2 handicap ramps to reduce the original bid amount by $2,400 to a total of
.$15,600 for I3 ramps, of which $14,904 will be funded by a Community Development Block
Grant (CDBG). With this reduction and allowing a 5% contingency, an additional appropriation
of $10,926 in General Fund monies (001 ) is needed Io complete ,the project.
The sidewalk safety repair work has been budgeted, together with the sidewalk grinding proj eel, in
the General Fund; however, the grin' ding portion will be performed at a later date.

DESCRIPTION: On September 21, 1999, the City Council authorized Staff to solicit
bids for Contract 99-10, Annual Sidewalk Safety Repair Program- Sidewalk Remove and Replace (with
handicap ramp construction).
The Annual Sidewalk Safety Repair Program repairs sidewalk locations that are offset 3/4" or more and
may pose a tripping hazard. This contract specifies removal of existing sidewalk, curb and gutter, and in
the case of root problems, removal of tree roots, installation of a root barrier to mitigate future problems,
and then replacement of the concrete sidewalk.
This year, the consreaction of 15 handicap ramps was also included in the project funded by CDBG.
However, due to the bid. amount exceeding the available CDBG funds, Staff is requesting direction to
reduce to 13 the number of handicap ramps being constructed for a savings of $2,400.
A total of 6 bids were received for the project (Attachment 3). Low bidder was Vanguard Construction,
with a bid of $60,477.50.
Staff recommends that the City Council direct Staff to reduce the number of handicap ramps to 13, and
having reviewed the bid results and checked with references, Staff further recommends that the City
Council adopt the resolution awarding Contract 99-10 to Vanguard Construction and approve a Budget
Change of $10,926 from General Fund.
