Thompson, Public Works Director ATTACI]M'ENTS: 1) 2) 3) Letter from Wayland Sheppard, Principal, Wells Middle School Resolution Approving On-Street Disabled Persons Parking Spaces Location Map RECOMMENDATION: t~~Adopt resolution FINANCIAL STATEMENT: Sufficient funds have been budgeted in the Street Maintenance Operating'Budget to pay the minor cost of painting the curb and providing signs. DESCRIPTION: A request has been received from Wells Middle School asking that the City provide an on-street disabled persons parking zone in front of the school. 'Wells Middle School staff indicated that sufficient space is needed for one vehicle. Staff is proposing to provide 25 feet of space in order to accommodate small buses as well as cars or vans. The parking lot at the school is currently closed off during the peak drop-off and pick-up periods in order to resolve circulation problems that affect both the parking area and the public street. However, the traffic control also prevents disabled p_ersons from using theon-site parking spaces, presenting an accessibility problem.~ The City previously provided an on-street disabled person parking space on Amarillo Road in front of Nielsen School for similar reasons. The Principal' s office at the school has indicated that the disabled persons parking space would be most appropriately located as shown on the Location Map. This will replace 25 feet of existing 20-minute parking. The resolution includes a modification to the length of the 20-minute parking zone. There would not be a time limit on the disabled persons parking zone. We must put cones at both ends of our driveways to prevent parents from filling the parking lot with parked cars. Rather than parking in a space, they park in the middle of. the driveways waiting for their students. This causes congestion or non-flow traffic. This is also a safety issue. Our students have their bike rack left of our parking lot. They walk through the traffic to get to their bikes. Therefore, I am requesting accessibility parking for our handicap vehicles on Penn Drive in front of Wells Middle School. This is an urgent matter due to the fact that our handicap vehicles have increased by 30%. Please feel flee to call me regarding this matter if you have any questions (925) 828-6227 X 6001. Sincerely, Wayland Sheppard Principal Wells Middle School cc: Richard Ambrose City Manager, Dublin RESOLUTION NO. - 99 A RESOLUTION OF ~ CITY COUNCIL OF THE CITY OF DUBLIN ESTABLISHING DISABLED PERSON PARKING ZONE AND MODIFYING 20 M/NUTE PARKING ZONE ON PENN DRIVE ADJACENT TO WELLS MIDDLE SCHOOL The City Council of the City of Dublin hereby resolves as follows: Section 1: Pursuant to City of Dublin Municipal Code Section 6.04.230, and in the interest of public safety, a disabled person parking zone shall be established on Penn Drive at a point 15feet westerly of the westerly driveway of Wells Middle School, westerly a distance of 25 feet. Section 2. Said disabled person parking zone shall be added to Section 6.35.100 of the City of Dublin Traffic Code. Section 3. The existing 20 minute parking zone described in Section 6.32.090(C) "Twenty Minute Parking School Days Only 7:30 a.m. to 3:30 p.~" of the City of Dublin Traffic Code shall be modified to read as follows "From a point 40feet westerly of the westerly driveway of Wells School, continuing westerly a distance of 375 feet.
