FINANCIAL STATEMENT: Estimated Cost to City - $5,000
DESCRIPTION: The Dublin Fine Arts Foundation (DFAF) is requesting funding
from the City to cover the consulting fees for Lynne Baer from September through December 1999. As
explained in the attached memorandum from DFAF President Claudia McCormick, with the formation of
a Heritage and Cultural Arts Commission, the Foundation's Board did not plan any new projects or seek
funding for the current year. However, the services of the Consulting Director are still needed in orderto
complete the two Art in the Park" projects for Mape Memorial and Kolb Parks. This includes
supervision of the contracts and artists, oyerseeing the fabrication of the works, coordinating the
installation with the City and assisting in the remaining fundraising efforts. Additionally, the Consulting
Director will be available to continue the exhibition program in the Civic Center lobby and provide
consultation on public art projects as needed. The request of $1,275 per month includes monthly
reimbursable expenses of approximately $25 and totals $5,000 for the four-month period.
The Fiscal Year 1999-2000 Budget for Cultural Activities is $35,785. Of this amount, $5,785 is for the
new Heritage and Cultural Arts Commission and $30,000 is for the assessment of cultural arts and
heritage programming. The contract for the assessment has not yet been finalized; Staff anticipates
presenting a proposal to the Heritage and Cultural Arts Commission on October 14, 1999 and the City
Council on October 19, 1999. Depending on the cimtract amount, a budget adjustment may or may not be
needed to fund .the request from DFAF.
Staff recommends that the City Council approve the request from the Dublin Fine Arts Foundation for
$5,000. If this funding request results in a budget shortfall for the cultural arts and heritage programming
assessment, a budget adjustment will be brought before the City Council at the time that the contract for
the assessment is awarded.

The Dublin Fine Arts Foundation (DFAF) has always worked closely with the City to provide arts
programming and enhancemere ofpublic spaces for the community of Dublin. It is our hope that this
relationship will continue and that the City will assist in making this year of change for DFAF and the
cuttulral arts in the city a smooth transition.
At the budget hearings in July, it was the decision of the City Council to allocate funds for the
assessment of current cultural arts and heritage programming and to develop long range plans and not to
grant operating funds to DFAF for the fiscal year 1999/2000. This has created financial difficulties for
the Foundation.
Due to the uncertainty of the formation of a commi.qsion and the activities involved, it was the decision
of the Foundation's Board to suspend planning any new projects and not to seek new funding for the
current year. Our goal is to complete the commissioning of the two works for Mape and Kolb Parks and
to continue the exhibition program in the CMc Center lobby during the transition period. However, the
foundation has since spent all its administrative funds. The funds currently on hand have all been
designated for the artworks only.
DFAF is requesting funding from the city to cover the consulting fees for Lynne Baer from September
through December, 1999. Lynne will oversee the completion of the commissions for Mape and Kolb
Parks including but not limited to the supervision of the contracts and mists, fabrication of the works,
and coordinating the installation with city staff and assisting in the remaining fundraising efforts. It is
expected by the beginning of the new year that plans and procedures will be developed for the
assessment project and "Art in the Parks" will be completed. Lynne will also be available to the city to
consult on public art projects and provide input into the proposed assessment. The request is for
$1250.00 per month plus reimbursable expenses of approximately $25.00 per month.
