On August 13, 1984, the City Council approved the Annual Engineer's Report and ordered levy of assessments for the first time. The District expenditures for the last three fiscal years and budget for 1987-88 are as follows: Actual Actual Estimated Budget 84-85 85-86 86-87 87-88 Energy $ 93,262 $106,878 $110,069 $136,000 Engr's Report 7,198 8,315 8,436 8,500 Ttl. Co. collection & delinquencies: $116,500 $130,000 $139,000 $144,500 Actual collections to City: $111,900 $124,650 $134,784 $138,000 Interest: 3,710 4,212 1,800 4,150 Total Income: $115,610 $128,862 $136,584 $142,150 Year-end increase in reserves: $ 15,150 $ 13,669 $ 18,079 ($ 2,350) Accumulated reserves: $ 15,150 $ 28,819 $ 46,898 $ 44,548 The 1987-88 District assessment represents an increase of $5,500 over the Fiscal Year 1986-87. The increase in energy cost is primarily attributable to the increased number of street lights, anticipated increases in energy rates, and the addition of traffic safety street lighting to the District. ITEM NO.~ COPIES TO: This surplus fund is set up as a sinking fund for future pole replacements at the economic life of the poles. For Fiscal Year 1987-88, no change is recommended with respec~ t~ the 'method of determining the assessments. The District diagram is proposed to be the same as the City Limits. This will require an addition to last year's boundary to include the Hatfield and Camp Parks annexations which came into the City in 1986. The actual 'assessments to property owners will be calculated once the City receives the tax rolls from the County Assessor's Office. Last year's assessment for a single-family house was $18.30. Staff would estimate that the 1987-88 assessment would still remain under $19.00 for a single-family house. -2- RESOLUTION N0.~-87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN A RESOLUTION APPROVING PRELIMINARY ENGINEER'S REPORT, CONFIRMING DIAGRAM AND ASSESSMENT CITY OF DUBLIN STREET LIGHTING MAINTENANCE ASSESSMENT DISTRICT WHEREAS, by its Resolution No. 32-87, a Resolution Directing Preparation of Annual Report for Maintenance Assessment District, City of Dublin Street Lighting Maintenance Assessment District (the "district"), this Council designated the City Engineer, as Engineer and ordered said engineer to make and file a report in writing in accordance with and pursuant to the Landscaping and Lighting Act of 1972; and WHEREAS, said Engineer of Work has made and filed with the City Clerk a preliminary report in writing as called for in said Resolution No. 32-87 and under and pursuant to said Act, which report has been presented to this Council for consideration; and WHEREAS, said Council has duly considered said report and each and every part thereof, and finds that each and every part of said report is sufficient; and that said report, nor any part thereof requires or should be modified in any respect; NOW, THEREFORE, BE IT RESOLVED a) that the Engineer's estimate of the itemized and'%otal costs and expenses of maintaining said improvements and of the~.incidental expenses of maintaining said improvements and of the incidental expenses in connection therewith, as contained in said report be, and e~ch of ~them'are hereby preliminarily approved and confirmed. b) that the diagram showing the assessment district, description of the improvements to be maintained, and the boundaries and dimensions of the respective lots and parcels of land within said district, as contained in said report be, and it is hereby preliminarily approved and confirmed. c) the assessment of the total amount of the cost and expenses of the proposed maintenance of said improvements upon the several lots and parcels of land in said District in proportion to the estimated benefits to be received by such lots and parcels, respectively, from said maintenance, and of the expenses incidental thereto, as contained in said report be and they are hereby preliminarily approved and confirmed.
