FINANCIAL STATEMENT: None DESCRIPTION: Essex Property Trust, Inc. (Essex) is currently under construction with a residential development of luxury apartments on Golden Gate Drive atSt. Patrick's Way. As part of their Development Agreement Plan, Essex opted to install public art versus paying the in-lieu fee. Per the Public Art Master Plan, all private developers are required to meet with the Heritage and Cultural Arts Commission for review of the artwork. Upon recommendation by the Heritage and Cultural Arts Commission,the developer is also required to seek final approval of the artwork by the City Council. Artist Selection Process The Public Art Master Plan encourages private developers to follow an artist selection process consistent with the City's policies for selection of artists and artworks. One such option is an invitational process. The Essex design team reviewed the work of several regional public artists who have worked with projects of similar scope and scale. Based on Eric PovveU's design aesthetic as well as his successful performance asa public artist, the development team invited Eric to provide a conceptual design for the site. In making the selection of this artwork, Essex also used criteria inclusive of those used in the City's � process.These criteria include: qualifications of the artist; quality of design; appropriateness to the site; permanence and integrity ofmaterials. In addition to including the Heritage and Cultural Arts Manager in the review and critique of the artwork, 1 as specified in the Public Art Master Plan, Essex has performed outreach to its community that currently occupies the first phase nf the development in that area. ] i RECOMMENDATION: Staff recommends the Heritage and Cultural Arts Commission consider approval of the proposed public art to the City Council. � : COPIES TO: ^ ITEM NO: 8'1 & onu-1z-10 Item u1 Essex Public Artpmjem.doo l W ERIC POWELL Wellspring A Public Art Project for West Dublin BART Apartments Wellspring is a steel sculpture that ascends from the fountain at the corner of St Patrick Way and Golden Gate Drive in Dublin. The sculpture captures the ephemeral, graceful movement of birds flying into and out of the fountain. Wellspring references Alamilla Spring, a water source in Dublin's past that provided an important place for travelers to change horses, drink and freshen up before continuing their journey. The spring also provided local animal and bird populations with a source of water. Dublin has been a crossroads dating back more than 200 years when it served two important stage routes—one from the Bay Area to Stockton and the other from Martinez to San Jose. Wellspring creates an uplifting, buoyant and visually compelling work of art that is a visual and symbolic beacon for the residents of West Dublin Bart Apartments and for people travelling to and from the BART Station. Wellspring is made of steel and painted with a high-quality, industrial strength coating.
