Foss, Acting City Manager SUBJECT: Authorization to Execute an Agreement with Psomas for Geographic Information System Portal Development Services Prepared by Timothy Eisler, Geographic Information System Coordinator EXECUTIVE SUMMARY: The City’s Geographic Information System (GIS) program has been active since 2002. The GIS Master Plan study, adopted in 2012, recommends a new GIS Portal to improve services for Staff and the public. The City received proposals from four firms to build the new GIS Portal. After review of proposals, Staff recommends that the City engage Psomas to implement the GIS Portal. FINANCIAL IMPACT: Funds of $60,170 are available in the FY 2013-14 Capital Improvement Project 930004 budget (Geographic Information System) to complete the GIS Portal development. RECOMMENDATION: Staff recommends that the City Council adopt the resolution authorizing the City Manager to execute an agreement with Psomas to provide GIS Portal development services. Submitted By Reviewed By Administrative Services Director Acting Assistant City Manager DESCRIPTION: The City’s Geographic Information System (GIS) Master Plan recommended several enhancements to the GIS program to improve service for Staff and the public. A key enhancement was the consolidation of software used for data storage and web delivery. This would allow the City to take advantage of new technology to help simplify the process of distributing interactive maps. The GIS Master Plan further recommended using a qualified vendor to design and implement a new GIS Portal built around the new software technology. ITEM NO. ___4.6______ Page 1 of 2 Firms qualified to develop GIS Portal solutions using the software in place at the City were invited to submit proposals based on the City’s GIS Portal specifications. Four proposals were received from qualified firms. The cost presented in the proposals is as follows: Firm Firm Location Total Cost Psomas Riverside, CA $60,170 Websoft Davis, CA $57,000 VESTRA Redding, CA $56,125 Lynx Capitola, CA $15,275 The proposals were reviewed to identify those which most closely met the City's needs. Proposals were evaluated on quality and completeness, proposer’s stated experience in GIS Portal development, ability to schedule and efficiently perform the work, prior record of performance on similar engagements, cost proposal, and hours to complete the project. Based on this review, two firms (Psomas and Websoft) were invited to make a presentation to a Staff evaluation committee. The Staff evaluation committee included representatives from Administrative Services, Community Development, Fire Prevention, Parks and Community Services, Police, and Public Works. Based on its proposal and interview presentation, Staff believes that Psomas is most qualified to develop the City’s GIS Portal. Psomas has implemented numerous GIS Portals using the same software used by the City, including a GIS Portal developed for Alameda County. Psomas uses a structured and proven iterative development methodology coupled with a strong understanding of technology and industry best practices, which the evaluation committee rated as a high value to the City. The new GIS Portal will improve the user experience for both Staff and the public with a simplified, but more robust, interface that will work on mobile devices such as tablets and smart phones. An integrated search tool will reduce the time spent searching through a variety of data, and the navigation tools will work much like Google Maps. The new platform will also simplify the data management process, which will significantly reduce Staff time spent on maintenance. The new portal will further allow for multiple map-based websites, allowing the City to deliver simple, single-themed maps to the public as needs arise. City Staff has checked the project references of Psomas and has received positive feedback regarding Psomas’ performance of past projects. Staff recommends that the City Council adopt the resolution authorizing the City Manager to execute an agreement with Psomas for GIS Portal development. It is expected that, once the work is scheduled, it will be completed within four months. Resolution Authorizing the City Manager to Execute an Agreement with Psomas for GIS Portal Development Page 2 of 2 RESOLUTION NO. xx - 14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN * * * * * * * * * AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH PSOMAS FOR GIS PORTAL DEVELOPMENT WHEREAS, the City desires to implement a Geographic Information System Portal; and WHEREAS , the project requires specialized expertise in the field of GIS Portal development; and WHEREAS , the City issued a Request For Proposal for GIS Portal development and received four proposals from qualified firms; and WHEREAS , City Staff evaluated the proposals and determined that Psomas most closely met the City’s requirements, and has background and experience in GIS Portal development. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby authorizes the City Manager to execute the agreement with Psomas for GIS Portal development for a cost not to exceed $60,170.00.
