EXECUTIVE SUMMARY:
Essex Property Trust, Inc. is currently completing construction of a residential development,
Connelly Station, a luxury apartment project on Golden Gate Drive at St. Patrick's Way. Essex
opted to install public art rather than pay the in-lieu fee. Per the Public Art Master Plan, all
private developers are required to meet with the Heritage and Cultural Arts Commission for
review of the artwork. Upon recommendation by the Heritage and Cultural Arts Commission, the
developer is also required to seek final approval of the artwork by the City Council.
FINANCIAL IMPACT:

Staff recommends the City Council consider approval of the artwork proposed by Essex

DESCRIPTION:
Essex Property Trust, Inc. (Essex) is currently completing construction of the residential
development of Connolly Station luxury apartments on Golden Gate Drive at St. Patrick's Way.

Art Selection Process

The Public Art Master Plan encourages private developers to follow an artist selection process
consistent with the City's policies for selection of artists and artworks. One such option is an
invitational process. The Essex design team reviewed the work of several regional public artists
who have worked with projects of similar scope and scale. Based on Eric Powell's design
aesthetic as well as his successful performance as a public artist, the development team invited
Mr. Powell to provide a conceptual design for the site. In making the selection of this artwork,
Essex also used criteria inclusive of those used in the City's process, including: qualifications of
the artist; quality of design; appropriateness to the site; permanence and integrity of materials.
Community Outreach
In addition to including the Heritage and Cultural Arts Manager in the review and critique of the
artwork, as specified in the Public Art Master Plan, Essex has performed outreach to their
community of residents that currently occupy the first phases of the development.
On December 10, 2013, Essex Property Trust Inc. hosted a reception to invite community
feedback on the artwork proposed for Connolly Station. The complex has a total of 309 luxury
apartment units. Of those, 204 units are leased with 173 units currently occupied. Approximately
30 residents attended the event, representing approximately 15% of the occupied units.
Attendees were invited to complete a comment card. The feedback was quite positive.
Comments included that it was a "beautiful design" a "wow", "peaceful looking" and "calm."
At the December 12, 2013 Heritage and Cultural Arts Commission meeting, the Commission
recommended approval (3-1) of the proposed public art to the City Council. The dissenting vote
was primarily due to concerns with the placement of the artwork in relation to lighted "Connolly
Station" sign on the building above the artwork. Staff has included the draft minutes from the
Heritage and Cultural Arts Commission meeting on December 12 for your reference.
RECOMMENDATION:
Staff recommends the City Council consider approval of the artwork proposed by Essex.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
The residents at Connolly Station were invited to provide feedback at a reception on December
10, 2013. Additionally, the project was reviewed and recommended by the Heritage and Cultural
Arts Commission at their December 12, 2013 meeting. A public meeting notice was sent to the
property manager to share with those renting units in the development.

Wellspring
A Public Art Project for West Dublin BART Apartments
Wellspring is a steel sculpture that ascends from the fountain at the corner of St Patrick Way and
Golden Gate Drive in Dublin. The sculpture captures the ephemeral, graceful movement of birds flying
into and out of the fountain.
Wellspring references Alamilla Spring, a water source in Dublin's past that provided an important place
for travelers to change horses, drink and freshen up before continuing their journey. The spring also
provided local animal and bird populations with a source of water. Dublin has been a crossroads
dating back more than 200 years when it served two important stage routes — one from the Bay Area
to Stockton and the other from Martinez to San Jose.
Wellspring creates an uplifting, buoyant and visually compelling work of art that is a visual and
symbolic beacon for the residents of West Dublin Bart Apartments and for people travelling to and
from the BART Station.
Wellspring is made of steel and painted with a high - quality, industrial strength coating. It is fabricated
using welding, bending, cutting, grinding, sanding and other metal working techniques.

were received and are listed below. Some of the additional questions posed by the residents included:
• What type of material is the structure made out of?
• How high will the water shoot up?
• What will the lighting be like?
• How long will the fountain run (all day and night)?
• How will we keep children off or from climbing on it? Safety is a concern.

Biography
