Foss, Acting City Manager CITY CLERK File #800 -80 SUBJECT: Introduction of Ordinance Converting the existing "Yield" Control to "Stop" Control on Callan Street at Burnham Way Prepared by Obaid Khan, Senior Civil Engineer (Traffic /Transportation) EXECUTIVE SUMMARY: The City received a request to review traffic safety in the area of Burnham Way. Staff has reviewed the request and found that it is appropriate to convert the existing "Yield" control on the Callan Street approach at Burnham Way to "Stop" control in order to increase traffic safety. FINANCIAL IMPACT: There is adequate funding in the FY 13 -14 Street Maintenance Operating Budget to remove the existing "Yield" pavement marking and to install a "Stop" sign and associated pavement markings. RECOMMENDATION: Staff recommends that the City Council waive the reading and introduce the Ordinance amending the Dublin Traffic Code designating a "Stop" control on the Callan Street approach to Burnham Way. ubmitte` By Public Works Director DESCRIPTION: Reviewed By Acting Assistant City Manager Callan Street runs north -south from Brighton Drive to Burnham Way and provides access from Dublin High School to the surrounding residential streets. Currently, traffic from Callan Street has a "Yield" control when approaching Burnham Way. The City received a request from a resident to evaluate traffic safety in the vicinity of Burnham Way. Staff has reviewed the request, including existing field conditions and found that, due in part to the horizontal curvature of Burnham Way and the fact that Callan Street is an access point from Dublin High School to the surrounding neighborhood, a "Stop" control at this approach would be appropriate. Requiring motorists to come to a complete stop at this Page 1 of 2 ITEM NO. 4.4 intersection will enable motorists to better observe gaps in traffic, as well as the presence of pedestrians before entering the intersection. Staff has determined that it is appropriate to convert the existing "Yield" control to "Stop" control at this intersection to increase traffic safety. This item has been reviewed at a Traffic Safety Committee meeting and has the support of Dublin Police Services' Traffic Unit. NOTICING REQUIREMENTS /PUBLIC OUTREACH: Motorists on Callan Street are already legally required to yield to traffic on Burnham Way, therefore, this modification is considered minor and not controversial. Street level view of location Page 2 of 2 CL m 0 ,Z; m U 0 -i At yk ORDINANCE NO. — 14 A ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE DUBLIN TRAFFIC CODE MODIFYING THE CALLAN STREET APPROACH TO BURNHAM WAY TO STOP - CONTROLLED WHEREAS, the Callan Street approach to Burnham Way is currently yield - controlled; and WHEREAS, the existing roadway geometry and traffic circulation patterns justify the implementation of a stop - control on Callan Street. NOW, THEREFORE, the City Council of the City of Dublin does hereby ordain as follows- Section 1: The following language shall be added to Section 6.16.020 ( "Stop Mandatory on Designated Approaches ") of the City of Dublin Traffic Code: Callan Street at the intersection of Burnham Way Section 2. Severability. The provisions of this Ordinance are severable and if any provision, clause, sentence, word or part thereof is held illegal, invalid, unconstitutional, or inapplicable to any person or circumstances, such illegality, invalidity, unconstitutionality, or inapplicability shall not affect or impair any of the remaining provisions, clauses, sentences, sections, words or parts thereof of the ordinance or their applicability to other persons or circumstances. Section 3. Effective Date. This Ordinance shall take effect and be enforced thirty (30) days following its adoption. Section 4. Posting. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
