December 12, 2013
The December 12, 2013 Regular Meeting of the Heritage and Cultural Arts Commission was called to
order at 7:03 PM at the Dublin Civic Center, Dublin, California, by Vice Chair Carr.

3.1 PUBLIC COMMENTS - None
APPROVAL OF MINUTES
4.1 October 10, 2013
On a motion by Cm. Minniear, seconded by Cm. Iharosi, and by a vote of 4-0-0 with Commissioners
Deets, King and Vanderpool absent, the Commission voted to approve the minutes of October 10,
2013, as presented.

NEW BUSINESS
8.1 Essex Public Art Project
Ms. Ann Mottola, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
The "Wellspring" sculpture was designed by Artist, Eric Powell. Mr. Powell presented the specifics of the
"Wellspring" sculpture.
Vice Chair Carr asked if birds in the sculpture would be stationary or mobile. Mr. Powell stated that the
birds would be stationary.
Cm. Minniear asked if the image is to scale. Mr. Powell stated that the image is to scale. During the
conceptual design process the sculpture became shorter and wider so it would not block the view of the
residents living on second floor. It also allowed improved visibility of the "Connolly" sign on the building
behind the sculpture.

Vice Chair Carr asked if the fountain will have water features in which the fountain will be spouting out
water. Mr. Powell stated the fountain will have multiple jets that will be spouting water; the outer jets
will be higher than the inner jets
Cm. Minniear asked how the sculpture will look at night. Mr. Powell described the lighting placement for
the sculpture.
Cm. Tutino asked if the black wall in the model was part of the sculpture design or if it is at the location
already. Mr. Powell stated the black wall is at the location already.
Vice Chair Carr asked about the pool of water around the sculpture. Mr. Powell stated the outer wall is
three feet in height and the center section is four feet in height. The water level inside the fountain is
proposed to be one foot deep.
Vice Chair Carr asked if Mr. Powell predicts children climbing on the sculpture. Mr. Powell stated there
won't be any structures to prevent children from climbing on the sculpture other than the fountain;
however, the sculpture will be engineered to withstand the weight of anyone trying to climb it.
Vice Chair Carr asked how the paint on the sculpture will hold up against the water. Mr. Powell stated
the paint is very strong, has great UV ray ratings and has a low toxicity level.
Cm. Minniear asked how the wind will affect the fountain. Mr. Powell stated the fountain can be
adjusted to reduce amount of water spouted out.
Vice Chair Carr and Cm. Minniear expressed their concern of the wind causing the water to spray on the
sidewalk and on pedestrians. Ms. Mottola stated the artist did take into consideration Dublin's weather
conditions and the impact on the artwork. The fountain is not part of the public art sculpture, and it
belongs to the property owner to maintain and operate. The concerns regarding adjusting the water
based on winds will be conveyed to the property owner.
Cm. Minniear stated he enjoyed the design of the sculpture because he felt Mr. Powell captured Dublin's
theme as Dublin was a marsh area and a crossroads for many travelers. However, he has concerns about
the process and the Connolly sign on the building behind the sculpture as it takes away from the art.
On a motion by Cm. Tutino, seconded by Cm. lharosi, and by a vote of 3-1-0, with Cm. Minniear
opposed, the Commission voted to recommend approval of the proposed Essex Public Art Project as
presented to the City Council.
8.2 Inter Project-Interactive City of Dublin Map
Ms. Elizabeth Isles, Heritage Center Director, presented the specifics of the item as outlined in the Staff
Report.
Rita Szollos is an intern at the Dublin Heritage Park and Museum, as well as a master candidate in Public
History at California State university East bay. Ms. Szollos presented and explained some of the features
of the conceptual Interactive City of Dublin Heritage Map.

Vice Chair Carr asked if the Commission will be able to see a preview of the content before it is put on
the City's website. Ms. Szollos stated she will pass on the information to Elizabeth Isles when she has
something to show the Commission.
Cm. Minniear commented on how important the webpage will be for Dublin and how it will be a
tremendous Tri-Valley historical document.
Cm. Tutino commented on how the webpage will be very educational for kids. Ms. Szollos stated the
webpage will have an interactive educational portion for children and teachers to use.
Cm. Iharosi asked if the webpage will continue to update as new buildings are built. Ms. Szollos stated
her plans to end the webpage updates with the end of her project. However, if the City contacts her to
add more content in the future she will consider.
8.3 Three Year Exhibit Plan for the Heritage Park and Museums
Ms. Elizabeth Isles, Heritage Center Director, presented the specifics of the item as outlined in the Staff
Report.
Ms. Isles stated "2013 Suburbia" should be added to list of exhibits in the Little Classroom of the Murray
Schoolhouse on the agenda statement.
Ms. Isles stated the "Local History" exhibit date should be corrected from March 2014 to May 2014 in
Attachment 1.
Cm. Iharosi asked if the exhibits will continue at the Heritage Park. Mr. McCreary stated the Exhibit Plan
for the Heritage Park and Museum is a three year plan and they will decide how to proceed after the
three year period.
Cm. Minniear asked if the City Council would be approving the Three Year Exhibit Plan. Mr. McCreary
stated the plan is only being presented to the Heritage Commission at this time as the City Council has
typically not been involved in that level of programming detail, unless requested.
Cm. Minniear asked if the "Local History, Dublin in the 1970's" exhibit will be moved to the Senior
Center. Ms. Isles stated the exhibit will remain at the Heritage Park and Museum.
Cm. Minniear suggested the City look into purchasing interactive tables for the "Local History, Dublin
then and now" exhibit, similar to interactive tables at museums.
OTHER BUSINESS
9.1 BRIEF INFORMATION ONLY REPORTS FROM HERITAGE &CULTURAL ARTS
COMMISSIONERS AND/OR STAFF
Cm. Minniear asked about the rumors regarding a theater in the Public Safety Complex. Mr. McCreary
stated a master plan is being developed for the Public Safety Complex that will consider potential uses
including cultural arts, performing arts, recreation and joint use partnerships.

Cm. Minniear indicated he watched a recent School Board meeting and was concerned that the School
District only wants the theatre to be used by the school district with limited community access. Mr.
McCreary stated the School District is still working out their operational plan with a theater consultant
and usually it can take a year or more to work out any issues and address the educational needs before
they know how it can be used by other groups.
Mr. McCreary reviewed with Commission an email he sent to them about a City Council report regarding
a potential partnership to develop a Military History Center at the new gate at Camp Parks. A 2,400 sq.
foot facility may be available to exhibit the Camp Parks Historical Collection. Mr. McCreary also
mentioned the desire of the Base Commander to relocate the historic Camp Parks sign to the new gate
at Camp Parks.
Cm. Minniear asked why the Camp Parks Exhibition Plan is moving so fast and why it wasn't brought to
the Heritage and Cultural Arts Commission's attention before going to City Council. Mr. McCreary
indicated that time was of the essence due to the construction timeline and leadership in place at the
Base. Mr. McCreary also indicated if the City Council makes the policy decision to move forward, then
the Heritage and Cultural Arts Commission would be involved in making the recommendation on the
detailed plans to the City Council.
Cm. Minniear further stated that he felt the Camp Parks Exhibition plan would be stronger if it was
brought to City Council with the support of the Heritage and Cultural Arts Commission. Cm. Minniear
asked if the Commission could discuss a recommendation informally as part of the current item, Other
Business (Item 9.1), on the agenda. Mr. McCreary stated the Commission could not discuss an informal
recommendation of support due to the Brown Act. However, Commissioners may attend the City
Council Meeting as individuals to provide their input. Cm. Minniear was strongly disappointed that the
Commission was not notified beforehand.
Cm. Tutino stated she was excited the Camp Parks Exhibition Plan is moving fast even though the
Commission was not involved and feeling very positive about the possibilities.
Ms. Georgean Vonheeder-Leopold, City Historian, stated she is pleased the City has the military's
support and feels the Camp Parks Exhibition Plan cannot move fast enough. She is thrilled that the Camp
Parks Collection could be located at Camp Parks.
Vice Chair Carr stated she is thrilled with the Camp Parks Exhibition Plan.
Cm. Minniear stated the City's partnership with the military is great.
Vice Chair Carr asked if the City will pay a lease for the facility. Mr. McCreary stated there may be
operational costs and the details of that would be developed in a partnership agreement.
Vice Chair Carr suggested looking into solar energy for the facility.
Ms. Mottola stated the call for artists for the Emerald Glen Recreational and Aquatics Complex had a
great response, receiving over 100 applications to date. There will be a qualifications review next week
with an in-house design team to narrow down the applicants.

Vice Chair Carr asked if the lighting situation at was resolved with the "Dubliner" at BART. Ms. Mottola
stated the lighting has not been resolved. She continues to work with the artist, lighting manufacture
and the light program designer to resolve the issue.
Cm. Minniear asked if the lighting is still under warranty. Ms. Mottola stated the lights are still under
warranty.
Vice Chair Carr asked what the problem is with the lights. Ms. Mottola stated the problem is the data is
not being sent from the controller to the lights through the underground data lines and further
troubleshooting is underway.
Cm. Tutino had to leave at 8:20 PM
