SUBJECT: Update to the Housing Element of the General Plan

EXECUTIVE SUMMARY:
The State of California requires that the City Council adopt a comprehensive, long-term General
Plan for the physical development of the City. The Housing Element is one of seven mandated
elements of the General Plan and must address the existing and projected housing needs for all
economic segments of the community. State law requires that Housing Elements be updated
and certified no later than January 31, 2015. The City of Dublin has contracted with Veronica
Tam & Associates to assist Staff with the update to the City's Housing Element. The purpose of
the meeting is to educate and inform the community on the Housing Element update process
and solicit feedback.

DESCRIPTION:
The State of California requires that the City Council adopt a comprehensive, long-term General
Plan for the physical development of the City. The Housing Element is one of seven mandated
elements of the General Plan and must address the existing and projected housing needs for all
economic segments of the community. The current Housing Element is included as Attachment
1 to this Staff Report. State law requires that the Housing Element be updated and certified no
later than January 31, 2015. The City of Dublin has contracted with Veronica Tam & Associates
to assist Staff with the update to the City's Housing Element. The purpose of the meeting is to
educate and inform the community on the Housing Element update process and solicit
feedback.
Staff and the City's Consultant will provide an overview of the Housing Element including the
review process with the State Department of Housing and Community Development. State law
requires that Housing Elements address all statutory requirements including providing adequate
land for the development of housing for all income levels; removing governmental constraints to
the development of housing; conserving and improving the existing housing stock; and
promoting housing opportunities for all persons.
The Housing Element is divided into four main sections: 1) a needs assessment; 2) constraints;
3) resources; and 4) a housing plan. A critical component of the Housing Element is the
Regional Housing Needs Allocation (RHNA). The RHNA is the number of housing units
assigned to the City of Dublin by the Association of Bay Area Governments (ABAG) that the City
must plan for during the next Housing Element cycle. While it is not a construction obligation,
the City must demonstrate that there is adequate land available for the development of housing
to meet its RHNA obligation. The presentation will include an overview of the RHNA obligation
and ways the City may be able to meet this obligation.
Staff will solicit feedback from the Planning Commission and any interested members of the
community.
ENVIRONMENTAL REVIEW:
Pursuant to the California Environmental Quality Act (CEQA) basic data collection strictly for
information gathering purposes which does not result in a serious or major disturbance to an
environmental resource is Categorically Exempt under Section 15306, Class 6 (Information
Collection).
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
A public meeting notice was mailed to developers, stakeholders, service providers and
interested persons who have expressed an interest in receiving notices regarding the Housing
Element update. The public meeting notice was also published in the Valley Times and posted
at several locations throughout the City. A copy of this Staff Report has been posted to the
City's website.
