FINANCIAL STATEMENT:
Construction is being paid for by the property owner.
City inspection services are paid for through issuance
of an encroachment permit.
DESCRIPTION:
An on-site preconstruction meeting was held on February 24th, with
representatives of Shell's contractor, Caltrans, and City inspection staff.
The present schedule calls for construction to begin on March 7th, with
the work in the street area to be completed in approximately six weeks. The
landscaping, irrigation, and sidewalk work will be finished about a month
thereafter.
The State has extended their permit to allow Shell to do the work.
A brief history of this project is as follows:
In 1983, Mr. Maghsoudi, the Shell Station operator, requested that
the City Council allow a driveway directly onto San Ramon Road just
south of Dublin Boulevard. The City Council directed Mr. Maghsoudi to
have Shell Oil, the property owner, provide a written request.
Shell Oil submitted the written request, which was reviewed at the
City Council meeting of October 10, 1983 (report attached). Traffic
engineers DKS Associates were hired by Shell Oil to do a traffic study,
design the improvements, and coordinate the permit process. A copy of
the traffic study and recommendations by DKS Associates dated 1/31/84 is
also included with this report.
In June of 1984, Staff prepared an agreement for the improvements
to the southwest corner of San Ramon Road and Dublin Boulevard (copy
attached). The agreement was approved by the City Council on September
10, 1984.
DKS and Shell Oil negotiated off and on with Caltrans for some
time for the re-purchase of abutter's rights and for an encroachment
permit. In June of 1986, City Staff received preliminary plans for
improvements to the intersection.
In July of 1987, Caltrans approved the plans, and in August,
issued the necessary encroachment permit. City Staff received
intermittent plan submittals, approved the plans, and issued an
encroachment permit in July of 1987. The project just recently
resurfaced, and the contractor is ready to go to work.
During this process, the City had been negotiating with Caltrans to
install our signal controller for the interconnect and take over maintenance
of the Dublin Boulevard/San Ramon Road signals. The State, at that time, said
that in addition to turning over the signals, they planned to relinquish the
right-of-way on San Ramon Road up to the freeway ramps. This would have given
the City total control over the Shell driveway project. Staff has recently
received a letter from the State advising that the relinquishment has been
reconsidered.

DESCRIPTION : The City has received a letter from Shell Oil Company
requesting that the City approve its plans for the reopening of the driveway
at the Dublin Shell Station on San Ramon Road. Shell Oil Company is
primarily concerned with respect to the traffic safety problem created by its
delivery trucks which deliver to the Shell Station site.
As you may recall, at its meeting of July 25, 1983, the City Council approved
the San Ramon Road plan line. As part of the City Council's consideration,
it denied a reopening of the driveway for the Shell Station on San Ramon
Road. The Traffic Engineer recommended denial of the driveway request for
the following reasons: "This location is, and will continue to be, one of
the heaviest travelled spots in the City. Much of the traffic at this
location has just made a left or right turn from Dublin Boulevard. In
addition, there are high volumes of southbound traffic. A great deal of the
traffic is destined for the 1-580 interchange located just beyond the
intersection. To add a driveway at this location would compromise traffic
safety in the area."
In addition, the Traffic Engineer indicated that the Shell Station itself,
due to its addition of a 24 hour retail outlet, increases traffic and
potential problems. The direct access from the station site to the
restaurant and office building located on the adjacent parcels would permit
motorists to utilize such a driveway to gain direct access to the area near
the freeway interchange.
The Traffic Engineer has reviewed the request from Shell Oil Company, and
once again recommends denial.
With respect to an alternate entrance on Dublin Boulevard, the Traffic
Engineer has not yet completed his evaluation of Dublin Boulevard. As part
of that evaluation, the Traffic Engineer will review the appropriateness of a
median break on Dublin Boulevard onto the Shell Station site.

Dear Mayor Snyder:
This letter is a request for the City of Dublin to review the
attached Shell Oil Company Interoffice Memorandum dated May 18,
1983.
We recently completed extensive renovations at our location
which increased our business to the point where deliveries have
to be made more frequently. In the past, our deliveries occurred
on an average of six times per month, and presently we are
delivering on an average of sixteen times per month.
As our memo indicates, this is a safety matter for the public
as well as our drivers. Public safety has always been a con-
cern of ours as we realize it is to the City of Dublin. Our
proposed plans to reopen the driveway on San Ramon Valley Blvd.
will help to alleviate this problem.
We are requesting that our plans for opening the proposed
driveway be reviewed in the light of safety and be approved by
the City of Dublin. Reopening of the driveway will allow Shell
and our dealer to better serve the residents of Dublin.

UNSAFE DELIVERY - SHELL ACCOUNT AT SAN RAMON & DUBLIN BLVD.
I would like to express my concern about the approach our tank truck
and trailers are forced to use when attempting to make deliveries to the
subject location. There are dangers involved in the route they use
even though nothing has happened yet. I don't feel this is a
good and safe approach. I have attached two drawings of the location.
Attachment #1 is the route the trucks are forced to use now. Attach-
ment #2 is a proposed route which would require a driveway from San
Ramon Road.
Concerns: To enter this account, the truck and trailer (loaded)
leaves the freeway, travels on San Ramon Road to Dublin Blvd., makes
a right and travels on Dublin Blvd. past the station to the next
intersection where it is wide enough to make a U-turn and come back
to the station and enter the first driveway. There are several
reasons why I do not consider this approach safe:
The truck and trailer combined is 65 feet long and not
designed to make this type of U-turn because of the jackknife
position it has to be put in.
o
All truck and trailers do not have the same turning radius.
If it can not make the U-turn in one try it becomes necessary
to back jackkniffing the unit more.
o
It is very dangerous to back a truck and trailer without
someone assisting you from the rear. The backing would have
to be done in the middle of an intersection of a busy street.
While trying to complete this U-turn and blocking the intersection,
there is always a good chance of an accident involving
another vehicle and a possible spill.
You can see this is not a good approach because too many things are out
of the drivers control when he is trying to turn around.

The proposed route would require opening a driveway off San Ramon Road
to allow the truck and Crailer to continue through the intersection
at San Ramon Road and Dublin Blvd., enter the station lot from San
Ramon Raod, make the delivery'and exit on Dublin Blvd. to head back
to the freeway.
Our main interest is safety to the environment and our personnel.
For that reason I am proposing that a driveway be constructed to allow
our truck to enter from San Ramon Road. By doing this, we can eliminate
the safety risk involved. This subject should be a number one priority
on your busy schedule. If there are any questions, please call Henry

Pursuant to your request, DKS Associales has analyzed available options for improved
access to the Shell Station located at the intersection of San Roman Rood and Dublin
Boulevard in Dublin. This letter summarizes our findings.
BACKGROUND
The station is located in the southwest quadrant of the intersection of San hLamon Rood
and Dublin Boulevard. IFxisting access is limited to two curb cuts along Dublin
Boulevard. Right turn access into the station from eastbound Dublin i~oulevard is
available. However~ raised medians on both Dublin Boulevard and San Roman Road along
wilh the absence of a curb cut along San Ramon Road make direct access into the station
from all other directions difficull. Station access for westbound, southbound and
northbound traffic can only be gained by travelling west to the intersection of Dublin
Boulevard and Donlon Way, making a U-turn, returning eastbound on Dublin Boulevard
and accessing the station wilh a right turn. The station owner wishes to improve access
to his station. Options deveJoped by the City's traffic engineer included median .breaks
on Dublin ~oulevard adjacent to the station or provision of a curb cut on Sari F~omon
Road. All median break options were rejected because of their geometric infeasibility.
DKS Associates analyzed the operation and safety of the curb cut option.
TRAFFIC OPERATION
The San Roman Road/Dublin Boulevard intersection is one of the most heavily travelled
intersections in Dublin. Existing peak hour traffic volume are summarized below:

Existing geometrics include three through lanes northbound and two through lanes on all
other approaches. Separate right turn lanes are provided on oil approaches. Double left '
turn lanes are provided westbound. All other approaches have single separate left turn
lanes. Full eight phase traffic signal control is provided.
Significant future growth in the traffic through this intersection is anticipated. Ultimate
geometrics include addition of one through lane southbound and double left turns on all
approaches.
Generally, addition of curb cuts is discouraged at major intersections. Heavy driveway
traffic can reduce street capacity and disrupt the normal traffic stream. However, at
the Shell Station location the street is over 60 feet wide. This would permit addition of a
separate right turn lane into the station 'while maintaining the three through lane
geometrics proposed for full buildout conditions.
The free right turn from eastbound Dublin Boulevard to southbound San Roman Rood
would provide o relatively high speed conflict with vehicles entering or existing at the
proposed curb cut location. Therefore, the free right turn should be elimated if the curb
cut is to be installed. The separate right turn lane could be retained. IXlo significant
reduction in intersection capacity would result from modification of the right turn lane.
Adequate space exists to install the curb cut os much os 40 feet from the intersection
curb return. This would meet the City's driveway permit requirements.
TRAFFIC SAFETY
The accident history at the Son Roman Road/Dublin Boulevard intersection was reviewed
for the period between January I, 1982 and June 30, 1983. The accidents occuring during
this period are summarized below:

A total of twelve accidents occurred at the San F, Lamon Road/Dublin Boulevard
intersection during this period.
Particular atiention was given to the northeast and northwest quadrants of the
intersection. Gas stations occupy both of these quadrants and both have curb cuts on
both Dublin Boulevard and Son Roman Road. No accidents involving use of these
driveways were recorded during the period studied.

CONCLUSIONS
The following conclusions are based on the analysis of traffic operations and safety at
the intersection of San Ramon Road and Dublin Boulevard.
The proposed curb cut con be provided without seriously disrupting traffic
operations at the San Ramon Road/Dublin Boulevard intersection.
Geometric design of the proposed curb cut con provide for safe access into
the Shell Station.
We have estimated the cost of the geometric revisions associated with 1he proposed curb
cut to be between $$0,000 and $60,000. It should be noted that this estimate is based on
limited information and is intendec~ only as an indication of the order of magnitude of the
construction costs. The estimate should be refined during the design phase of the
project.

AGREEMENT
DUBLIN SHELL STATION DRIVEWAY
The following outlines those conditions of approval imposed on Shell Oil Company, here-
inafter referred to os the OWNER, by the City of Dublin, California, hereinafter referred
to os the CITY, for construction of o new curb cut and driveway at the OWNER's proper-
ty located at 11989 Dublin Boulevard, Dublin, California 94568. A sketch of the proposed
improvements is provided in Attachment A.
Condition I: The proposed driveway will meet all appropriate CiTY design stan-
dards. The new driveway will be o maximum of 35 feet wide and will be
located as far from the adjacent intersection as is practical.
Condition 2: If creation of the new driveway results in o significant increase in ac-
cidents at the intersection, the CITY may require that the driveway be
closed. Closure of the driveway would include removal of the curb cut
and installation of rolsed curbing and sidewalk. Other intersection
revisions including elimination of the free right-turn lone and
modification of the traffic signal at the intersection of Son Roman
Road and Dublin Boulevard are included in the proposed driveway
pro]eat. These revisions would remain and would not be affected by any
driveway closure hereafter ordered by CITY.
Condition 3: The OWNER agrees to pay all reasonable costs associated with the
driveway project. These include engineering and design, construction,
permits, and coordination with Caltrans. Owner reserves the right to
terminate the project if project costs are considered excessive.
Condition 4: The CITY agrees to obtain access rights from the State of California as
required by the project. The CiTY agrees to keep the OWNER informed
of all discussions with the State of California (CALTRANS) regarding
this project. The CITY shall require from the OWNER written
acceptance of the terms of the acuisition of access rights prior to their
purchase. Costs for purchase of these rights will be reimbursed by the
OWNER to CITY.
Condition 5: The OWNER shall reserve the right to terminate the project prior to
start of construction. The OWNER shall also reserve the right to close
the driveway without a request from the CITY. Such closure would
conform to the requirements of Condition 2.
