A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the City
Council adopted Resolution No. 30-84 and subsequent amendments 'which
comprise the Classification Plan; and
WHEREAS, in accordance with the Americans With Disabilities Act
(ADA, the City must comply with Title I' relating to employment issues;
and
WHEREAS, the City has adopted the City of Dubiin ADA Title I
Compliance Plan which makes recommendations to assist the disabled and
establishes a means to review and evaluate requests for accommodations;
and
WHEREAS, the City has reviewed and updated the job classification
for Associate Planner pursuant to the ADA; and
WHEREAS, the adoption of a job classification is required for all
authorized positions.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and
subsequent amendments shall be further amended to include the revised
job classification for the position of Associate Planner as set forth in
Attac~men.t A.
BE IT FURTHER RESOLVED that this document shall become a part of
the official Classification Plan for the City of Dublin.

Process development applications in accordance with local goals,
policies, and ordinances.
Conduct planning studies to amend local goals, policies, and
ordinances.
Familiar with State planning, zoning, environmental and subdivision
laws.
Attend off-site meetings during day and/or evening hours.
Conduct on-site inspection of proposed development sites.
Prepare and present clear and concise written and oral reports to
the Planning Commission, City Council, and other groups and
individuals.
Attend and make presentations at meetings both during the day and
evenings.
Provide assistance to the public and others at the counter and over
the telephone.

Bachelor's Degree from an accredited college or university with
major course work in planning or a closely related field.
Two years of professional experience in the field of city or
regional planning.
Ability to read various project plans, reports, blueprints and
related documents.
Ability to communicate in writing and verbally.
High degree of analytical ability.
High level of interpersonal skills to work effectively with Staff
members and customers.
Knowledge of principles and practices of City Planning.
Knowledge of research methods and statistical analysis
applications.
Valid California Class III Driver's License.
Preferred
Master's Degree in Planning or a closely related field..
Ability to use a personal computer.
GENERAL PURPOSE OF POSITION:
The Associate Planner serves under general supervision, providing
experienced professional assistance to the Planning Department. The
Associate Planner is expected to exercise considerable judgment and
initiative when independent action is required, and also function
effectively as a member of the City's planning team.
MAJOR DUTIES and RESPONSIBILITIES:
Provide public counter assistance and respond to inquiries from
applicants, the general public and other governmental agencies; review
and analyze various planning applications and prepare reports for policy
decisions; review building plans for conformity to zoning and
subdivision ordinances; interpret and apply pertinent laws and
regulations to planning projects; compose and analyze statistical
economic and other data pertaining to planning and environmental
matters; organize and conduct research studies; prepare elements and
revisions to the General Plan consistent with local needs; prepare and
present oral written reports with accompanying Staff recommendations;
attend meetings of the Planning Commission, City Council and other
citizen boards or committees as required by the Planning Director;
assist in the enforcement and administration of zoning, subdivision and
other related ordinances; utilize personal computer to perform word
processing database and spreadsheet functions; and perform other duties
as assigned.
KNOWLEDGE, SKILLS, and ABILITIES:
The Associate Planner must be able to communicate effectively, establish
and maintain cooperative working relationships with those contacted in
the course of work; prepare and present comprehensive but succinct
written and oral reports; make effective presentations in public
meetings; compose and analyze statistical, economic and other highly
technical data pertaining to environmental impact and related planning
matters; and interpret and apply laws and regulations to planning
projects.
The Associate Planner should be knowledgeable of: the theory, principle,
practices and trends of city planning; research methods as applied to
the collection, tabulation and analysis as applied to land use, zoning,
and subdivision regulations; statistical analysis as applied to land
use, zoning, general plan and transportation studies; government
organizations, transportation, communications, public utility systems
and landscape architecture and design as they relate to city planning;
and personal computer operating systems and software applications.
EDUCATIONAND/OR TRAINING:
Bachelor's Degree from an accredited college or university with major
course work in planning or a closely related field (Master's Degree
preferred).
Two years of professional experience in the field of city or regional
planning.
LICENSE AND CERTIFICATION:
Requires a valid California Class III driver's license to be secured
prior to employment and maintained current as a condition of continued
City employment.
