A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the City
Council adopted Resolution No. 30-84 and subsequent amendments which
comprise the Classification Plan; and
WHEREAS, resulting from the creation of two new positions:
Assistant Civil Engineer and Economic Development Manager, additional
job classifications are required; and
WHEREAS, the adoption of a job classification is required for all
authorized positions.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and
subsequent amendments shall be further amended to include new job
classifications and job descriptions for the positions of Assistant
Civil Engineer and Economic Development Manager as set forth in
Attachments A and B respectively.
BE IT FURTHER RESOLVED that this document shall become a part of
the official Classification Plan for the City of Dublin.
PASSED, APPROVED AND ADOPTED this 27th day of June, 1994.

General Purpose of Position: The Assistant Civil Engineer serves under
general supervision, performing varied professional civil/traffic
engineering work in design, construction, and inspection; coordinates a
variety of public works and transportation projects; checks subdivision
and related plans; and performs related work as required.
Major Duties and Responsibilities:
- Prepares all phases of engineering design & drafting, plans and
specifications for a variety of public works, traffic/transportation
and related engineering projects.
- Conducts various engineering studies and prepares recommendations,
reports and related correspondence; prepares legal descriptions and
grant deeds for easements and street right-of-way.
- Performs plan checks, reviews and processing of maps, plans and
specifications for conformance to State and City standards.
- Participates in public works inspection & survey activities including
inspections for the urban run-off program.
- Performs a variety of engineering calculations and cost estimates.
- Performs duties of resident engineer; administers various engineering
contracts and capital improvement budgets; oversees assigned projects
and programs; may supervise para-professional, technical and/or other
support staff members.
- Provides information and assistance to staff, contractors, developers
and other customers.
- Attends meetings, conferences and seminars during. work and non-work
hours and make presentations at these meetings.
- Coordinates and administers the City's urban run-off program.
Knowledge, Skills and Abilities: Position requires knowledge of the
following: principles and practices of engineering as applied to public
works, infrastructures, traffic/transportation and/or land development;
materials, methods and techniques used in the design & construction of
civil and/or traffic engineering projects; principles of engineering
survey work, computerized drafting and data base systems, and related
engineering software applications; applicable federal, state and local
laws, regulations and engineering standards pertaining to the design and
construction of public works, traffic and related engineering projects.
Position requires the ability to perform the following: prepare plans,
maps, layouts, specifications and various engineering studies; prepare
clear and concise reports and correspondence; communicate clearly in
writing and verbally; exercise initiative in analyzing and completing
assigned projects; use or learn to use computers to perform engineering
designs & calculations, computerized master traffic control and
computerized public works inventory systems; establish and maintain
effective working relationships with those contacted in the course of
work; may coordinate and supervise the work of others including City
staff and outside consultants; perform related duties as assigned.
Education and/or Training: Bachelor's degree from an accredited college
or university with major course work in Civil Engineering or a closely
related field.
Two years of professional engineering experience is required. Desirable
qualifications include civil and/or traffic engineering experience and
knowledge of local government organization and operations.
License and Certification:
C driver's license to be
continued employment. A
Certification is desirable.
