Letter of Support of for Assembly Bill 49 to Support the Creation of a Breast
Cancer Awareness License Plate

EXECUTIVE SUMMARY:
State Assemblymember Joan Buchanan has introduced Assembly Bill 49 – the Pink Plate Bill.
The proposed bill would authorize the Department of Motor Vehicles to create a specialized
license plate to promote breast cancer awareness and prevention. This measure would direct
money generated from the sale of the breast cancer license plate to the Breast Cancer Control
Account, in order to fund the Every Woman Counts Program.

RECOMMENDATION:
Staff recommends that the City Council receive this report and approve the letter of support for
AB 49.

DESCRIPTION:
Existing law creates an administrative path for creating a specialized license plate with the
Department of Motor Vehicles (DMV) and a partnering agency. However, this process restricts
the graphic design of the plate to a small photo on the left side of the license plate. This bill
would allow the DMV to work with the Department of Health Care Services to create a full plate
design for a breast cancer awareness plate. Current law authorizes the DMV to issue specialty
plates. Twelve different plate programs currently exist; under the program, the DMV charges
specified fees for certain services related to the issuance of the plates.
This proposed new special plate would incorporate the pink breast cancer awareness ribbon
with a pink background, so that it would be easily recognizable as the “Pink Plate”. Revenue

generated from the sale of the pink plates would be directed to the Breast Cancer Control
Account in the Breast Cancer Fund established in the tax code. This money is used to fund the
Every Woman Counts (EWC) Program, which provides free and low cost breast screenings and
mammograms to women across California. By providing EWC with additional revenue to fund
more preventative tests for women, this bill will allow more women to detect their cancer early
and seek the treatment they need. In addition, the hope is that seeing a pink plate will serve as
a reminder to get checked. Currently 31 states already have some version of a breast cancer
license plate. Staff recommends that the City Council receive this report and approve the letter
of support for AB49.
