Funding for the study and ultimately for the
interchange is provided by the developer.
DESCRIPTION:
William R. Gray and Company has been working with Eden Development, Caltrans,
TJKM, and City Staff in the design process for the future 1-580 interchange at
Schaefer Ranch Road. The first step in the process is a Project Study Report
(PSR) which will be prepared by Caltrans for the project's inclusion in the
State Transportation Improvement Program (STIP).
William R. Gray's charges, as well as the design and construction costs for
the interchange, are being paid for by the Eden Development group.
In order for Caltrans to complete the Project Study Report, Caltrans needs an
acknowledgement from the City in which the City recognizes that the proposed
interchange is a locally funded project. The resolution is worded such that
no General Fund monies are committed.
Staff recommends that the City Council adopt the resolution.

RESOLUTION NO. -90
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
GIVING NOTICE OF INTENT TO PROVIDE FOR FUNDING AND CONSTRUCTION
OF A NEW CONNECTION TO 1-580 AT SCHAEFER RANCH ROAD
WHEREAS, the City of Dublin on December 12, 1988, authorized a
General Plan Amendment Study and Specific Plan Study for the West Dublin Study
Area and such studies are currently underway; and
WHEREAS, the above studies demonstrate a new interchange on 1-580
at Schaefer Ranch Road is necessary to accommodate planned development in the
West Dublin Study Area; and
WHEREAS, the California State Department of Transportation
(Caltrans), at the request of the City of Dublin, is in the process of
preparing a Project Study Report in order to conceptually define the scope of
the proposed 1-580/Schaefer Ranch Road Interchange; and
WHEREAS, in evaluating the proposed improvements to the State
Highway System against the California Transportation Commission (CTC) current
funding policy, State and Federal funds are not available nor likely to be
available for these proposed improvements; and
WHEREAS, before Caltrans can complete a Project Study Report for
the 1-580/Schaefer Ranch Road Interchange, assurance is needed from the City
that the project will be locally funded; and
WHEREAS, the Federal Highway Administration requires locally
funded projects on the federal aid system, such as 1-580, to be included in
the federal Transportation Improvement Program; and
WHEREAS, although locally funded projects on the State Highway
System are no longer programmed on the State Transportation Improvement
Program, Caltrans has advised that a list of locally funded projects on the
State highway system will be appended to the STIP as information to the CTC;
NOW, THEREFORE, BE IT RESOLVED that the City Council acknowledges
that pursuant to the current California Transportation Commission funding
policy, the new 1-580/Schaefer Ranch Road Interchange, if built, would be a
one hundred percent locally funded project.
BE IT FURTHER RESOLVED that the City Council, in adopting this
resolution, does not commit to using any General Fund monies to fund the I-
580/Schaefer Ranch Road Interchange, but instead, anticipates that monies for
such interchange would be made available through assessments, fees, exactions,
and/or special taxes.
BE IT FURTHER RESOLVED that the City Council:
1. Requests the Metropolitan Transportation Commission to include the
1-580/Schaefer Ranch Road Interchange on the Transportation Improvement
Program for the nine-county San Francisco Bay Area.
2. Requests the California State Department of Transportation to
include the 1-580/Schaefer Ranch Road Interchange in the appropriate section
of the 1990 State Transportation Improvement Program (STIP).
PASSED, APPROVED, AND ADOPTED this 23rd day of July, 1990.

SUBJECT: 1-580/ Schaefer Ranch Road interchange
Dear Mr. T~o'~P~0~:
As a follow up to our meeting w±th Caltrans, I am enclos±ng a draft
resolution for your consideration and use. In order for Caltrans
to complete the Project Study Report, Caltrans needs an
acknowledgement from the city in which the City recognizes that the
proposed interchange is a locally funded project. Caltrans has
indicated that the PSR can be completed once they receive a
resolution from the city and after they have consulted with their
Headquarters and the Federal Highway Administration on the
geometrics.
In order to keep the process of programming the project underway,
I've also included as part of the resolution, requests to both MTC
and Caltrans to include the Schaefer interchange in their
respective programs and plans. Dennis Fay of Alameda County has
advised me that the County will not have a formal role in the
programming of this particular project. He did request that we
keep him apprised of the city's efforts.
Once the Council acts on this resolution, the resolution should be
forwarded to Caltrans, MTC, and Alameda County. I would appreciate
receiving a copy.
