EXECUTIVE SUMMARY:
On January 21, 2014, the City Council directed the creation of a Commercial Development Task
Force comprised of Dublin residents appointed by the Mayor and City Councilmembers. The
City Council will consider the confirmation the Task Force appointments. The City Council will
also review the refined scope and budget for the Task Force meeting facilitation by MIG.
FINANCIAL IMPACT:
The cost for MIG to facilitate the Commercial Development Task Force meetings is $44,790.
Funds are available in the Community Development Department's FY 2013/14 budget to pay
these expenses.
RECOMMENDATION:
Staff recommends that the City Council confirm, by motion, the appointment of the Commercial
Development Task Force members.

On December 17, 2013, the City Council directed Staff to prepare, for their consideration, a
community engagement process to educate and seek input from the community regarding the
remaining undeveloped commercial properties throughout the City, including in the Eastern
Dublin Specific Plan area.
On January 21, 2014, Staff presented the City Council with a proposed community engagement
process in the form of a task force (Attachment 1). The City Council directed Staff to proceed
with the Commercial Development Task Force as outlined in the Staff Report. The City Council
determined that the Task Force shall be made up of 12 residents: one task force member

appointed by each City Councilmember; eight task force members appointed by the Mayor; with
all appointments to be confirmed by the full City Council. The City Council also directed Staff to
seek a scope and budget for consulting services to facilitate the task force meetings.
Task Force Member Selection
The City solicited Dublin residents to submit an application to participate on the Task Force.
The Task Force application period ran from January 29 through February 19. The application
period was advertised in the Tri- Valley Times, posted at the Civic Center, Dublin Library and
Senior Center, and promoted on the City's website. The City received 35 applications which
were provided to the City Council for review and consideration (Attachment 2). The following
are the proposed Task Force member appointments as selected by the Mayor and City
Councilmembers. The City Council is requested to confirm the appointment of these residents
to serve on the Commercial Development Task Force.

Task Force Facilitation
Staff has engaged the consulting firm MIG, Inc., to facilitate the Commercial Development Task
Force meetings. Staff and MIG have refined the scope of the Task Force meetings originally
outlined in the January 21, 2014 City Council Staff Report. MIG has prepared a scope of
services and budget which is included as Attachment 3 of this Staff Report. The cost for MIG to
facilitate the Commercial Development Task Force meetings is $44,790.
MIG will help to coordinate a variety of different experts in the field of commercial development
to help educate and inform the Task Force about development activity, real estate trends,
development, economics, and community design. The scope of services includes a strong
graphic illustration component to help illustrate concepts and to capture Task Force feedback.
MIG will prepare a report of the Task Force findings and present those findings to the City
Council.
Next Steps
Staff anticipates that the Task Force will meet five times between April and July of this year. A
report of the Task Force findings will be presented to the City Council in September 2014.

Commercial Opportunity Sites Task Force

EXECUTIVE SUMMARY:
On December 17, 2013, the City Council directed Staff to prepare, for their consideration, a
community engagement process for Dublin residents in an effort to educate and seek input from
the community regarding the remaining undeveloped commercial properties in the Eastern
Dublin Specific Plan. In order to most effectively facilitate the community engagement process,
Staff is proposing the creation of the Commercial Opportunity Sites Task Force. Staff is seeking
direction on the proposed task force by the City Council.
FINANCIAL IMPACT:
None at this time. Staff anticipates the need for consulting services to assist with the proposed
task force. These services are currently estimated to cost up to $35,000. Funds have not been
allocated in the FY 2014 budget for this community engagement process. Therefore, Staff will
return to the City Council with a budget adjustment request to achieve the direction received
from the City Council.
RECOMMENDATION:
Staff recommends that the City Council receive the report and provide Staff with further
direction.

The following is a discussion of the proposed Commercial Opportunity Sites Task Force. Staff
is seeking feedback and direction from the City Council regarding the proposed task force.
Commercial Opportunity Sites Task Force
Task Force Formation
Staff proposes the formation of a task force of no more than 12 members comprised of residents
from throughout Dublin. Community members would be selected to serve on the task force
through an application process. The task force members would be appointed by the Mayor and
confirmed by the City Council.
Task Force Focus
Staff will seek a facilitator and subject matter experts to assist with engaging the task force in a
dialogue about development activity as further described below. The primary focus of this
dialogue will be commercial development opportunity sites. Staff recommends that this dialogue
be extended citywide, rather than only in the Eastern Dublin Specific Plan area, in order to
ensure that the task force receives a comprehensive education of the issues citywide, as they
are inter - related. The goal of this dialogue will be to educate and seek input from the task force
in the following areas:
• Commercial and residential development activity to date, and future build out;
• Current General Plan Amendment studies to convert commercial land uses;
• Characteristics of different types of commercial centers and the economics of
developing such centers;
• Economic viability of the commercial opportunity sites; and
• Community design considerations.
Task Force Outcomes
At the conclusion of the task force meetings, Staff will return to the City Council with a report
that will include recommendations for the City Council's consideration in the following areas:
• Classify desirability of existing commercial sites;
• Desirable design principles; and
• Economic development incentives.
The task force would not be responsible for recommendations of land use decisions; however,
their findings could result in land use decisions by the City Council.
Timeframe
Staff anticipates that the task force will meet regularly over a four -month period and that a report
of the task force findings will be presented to the City Council in September 2014. The following
is the proposed timeline:
➢ February: Return to the City Council with a refined scope and a budget request for
consulting services
➢ March: Task force appointments
➢ April -July: Regular task force meetings
➢ August: Prepare report on task force findings
➢ September: Present task force findings to the City Council

Current General Plan Amendment Studies/Applications
The City is currently processing the following General Plan Amendment (GPA) studies that
address the conversion of existing commercial sites. Specifically, the City Council directed
Staff to conduct outreach to residents as part of the GPA Study for the Promenade. Staff
anticipates that this Commercial Opportunity Sites Task Force will address this direction and is
seeking City Council confirmation for this purpose.

Task Force Cost
Staff anticipates costs associated with obtaining a professional facilitator for the task force and
may incur costs to bring in subject matter experts. If the City Council provides direction to
pursue the task force concept, Staff will seek cost estimates for these services and present it as
part of the refined scope. Additionally, the creation of the proposed task force would require a
significant investment of Staff time. If authorized by the City Council, a re- prioritization of Staff's

assignments may be necessary to defer work that is not time sensitive. Those decisions will be
made by the respective department Directors in consultation with the City Manager.
Next steps
Staff is seeking direction from the City Council regarding the proposed task force including the:
1) task force selection process; 2) focus on commercial opportunity sites; 3) task force
outcomes and key focus areas; 4) timeframe to complete the task force meetings and report
back to the City Council; and 5) confirm utilizing the task force for input regarding the
Promenade.
Staff will then return to the City Council with a refined scope and a proposed budget for
consulting services to achieve the direction received by the City Council.
ENVIRONMENTAL REVIEW:
The California Environmental Quality Act (CEQA), together with the State Guidelines and City
environmental regulations require that certain projects be reviewed for environmental impacts
and when applicable, environmental documents prepared. This informational report is related to
establishing a working group to review development sites in the Eastern Dublin Specific Plan
area and is Categorically Exempt under Section 15306, Class 6 of the State CEQA Guidelines
(Information Collection).

A public notice is not required for an informational report to the City Council.

Thank you again for contacting MIG to facilitate a Commercial Development Task Force
process for the City of Dublin. We are very excited to work with you and members of City staff,
residents and businesses to establish a strong set of community guidelines and recommendations
for economic development opportunities around Dublin.
Below is a proposed scope of work addressing the key tasks MIG will perform for the duration
of the project. Chris Beynon will serve as Principal -in- Charge and oversee all project work and
deliverables. Lou Hexter will serve as the Project Manager and lead facilitator, with assistance
from Jeff Liljegren for graphic recording, urban design and rendering.
This scope includes a description for each task, a subtotal per task and a final total estimated fee.
All of this is subject to further discussion and refinement.
Proposed Scope of Work
TASK 1: PROJECT INITIATION AND MANAGEMENT
The MIG Team, including subconsultant Michael J. Berne, will participate in a project kick -off
meeting /site tour with City staff and the Project Team in order to be familiar with the location
of potential development sites, learn more about current development plans and viewpoints of
local residents, businesses and property owners. We will also participate in project management
calls throughout the project to ensure good communication and make adjustments to the work
program as necessary.

TASK 2: DOCUMENT REVIEW AND RESEARCH
The MIG Team will conduct a thorough document review and research of documents relevant
to the project, including:
■ Past studies, plans and articles (if available)
■ Assessment of existing retail mix and possible development sites
■ Evaluation of relevant "site- specific" factors (e.g. visibility /access, traffic drivers, etc.)
■ Survey of districts and centers that compete for consumers and prospective tenants
■ Up to five (5) intenTiews with landlords/ developers and retail brokers who are (or will be)
actively leasing retail space in the study area
■ One (1) intenTiew with residential broker, to better understand current in- migration patterns
(supplementing basic Claritas demographic profile)
■ Application of MJB's proprietary psycho - graphic scheme (in lieu of inadequate Claritas /ESRI
models)
■ Consideration of phasing /timing issues (given the evolving suburban context)
■ Reference to the latest retail trends and relevant case studies from across North America
■ Best practices in urban design for various commercial development types

design framearork and case studies as background for the Task Force.

TASK 3: TASK FORCE MEETINGS (5)
Task 3.1: Meeting Preparation
MIG will work with City staff to prepare for each of five (5) Commercial Development Task
Force meetings with key stakeholders. The purpose of these meetings will be to engage
residents selected by the City Council to educate, inform and solicit input on a set of commercial
development guidelines and recommendations. This group will provide input and feedback on
important project issues and will serve as liaisons to the broader community.
MIG will work with the Project Team to design an agenda and materials appropriate for the
Task Force meetings. For each meeting MIG will produce copies of the agendas, sign -in sheets,
comment forms, and other handout materials; assist with PowerPoint and other presentation
and display materials; and provide refreshments.
Specifically, to support the initial meeting our subject matter expert Michael Berne will develop
and present a "Retail 101" PowerPoint providing basic education on how retailers and retail

developers think and apply that knowledge to the specifics of the study area. At subsequent
meetings MIG will present plan views, sketches and site analyses for the key strategy areas under
study. Graphics will be created through the use of digital rendering software including
Illustrator and SketchUp.
Task 3.2: Facilitate and Record Task Force Meetings (5)
MIG will facilitate the Task Force meetings, in partnership with the other members of the
Pro)ect Team, to provide information on the overall Dublin market analysis, as well as site -
specific characteristics and design opportunities. Each meeting will have an
information/ education function as well as a feedback /input /discussion function.
We anticipate the Task Force work program to be as follows:

For these meetings, MIG will use a technique called "facilitation graphics" that combines
leadership skills with graphic note - taking. Particularly effective in group settings, this technique
encourages free thinking and the rapid generation of ideas. Participant comments and questions
are recorded in text and illustrations on large wall-sized paper (wallgraphics) that help to
establish the group's memory of both the flow and content of discussions. In our experience,
this method of meeting facilitation encourages interaction and cooperative participation, and

comments, questions and answers generated during the discussions. For questions unanswered
at the meetings themselves, MIG will assist the Pro)ect Team in developing responses for
including in the meeting reports.

Why are you interested in serving on the Commercial Development Task Force ?: To find reasonable and
sustainable policy to grow Dublin business and quality employment.
What do you think are the major concerns of Dublin residents regarding future commercial development
projects ?: I am not sure that many of our residents think about our future commercial growth and that awareness
should be a goal. Most residents think primarily about how things affect them directly. Unfortunately, economic
development can included congestion and some inconvenience as we grow. Residents need to be informed as to
how economic development (growth) benefits their daily life.
What, if anything, should be done to encourage commercial development in Dublin ?: That is the challenge for
the Task Force. If we knew, we would not need this investigation. I have been an executive in large
corporations and start ups. At first, we always thought that we understood the problems, but we rarely did.
However, through effect discovery, we better defined the questions and found reasonable opportunities that
became effective to -do's with measurable outcomes.
What considerations should the City be concerned with in future commercial developments in Dublin ?: Having
served on the Planning Commission for eight years and having been quite involved with many City initiatives in
the past, there are a great many `considerations' held dear to our many stake holders that will bubble up. It is the
nature of change and a framework for change is what'this Task Force should produce. But, it will be
incremental. (Baby steps for sure.)
What is the most important contribution you can make as a member of the Commercial Development Task
Force ?: I have 30 years of senior management experience in private sector business with major Fortune 500
firms, local small business and Silicon Valley startups that went public. I have City of Dublin experience and
am known to Staff and the Council. I have no agenda but to make Dublin more successful than it already is.

Why are you interested in serving on the Commercial Development Task Force ?: I am an 11 year resident of
Dublin and have a vested interest in the future of the city. I am raising 2 kids in Dublin and I would like to have
a voice in how Dublin is developed in the future. I believe commercial development will shape the future of our
city.
What do you think are the major concerns of Dublin residents regarding future commercial development
projects ?: Dublin residents want development projects that will enhance their lives. This means desirable places
to eat, shop and to do business. Dublin residents also want projects that will boost the profile and reputation of
Dublin, as well as provide jobs and increased tax base to re- invest into the community.
What, if anything, should be done to encourage commercial development in Dublin ?: Possibly tax incentives to
commercial developers as well as reduced fees from the city. A marketing campaign touting Dublin as a good
place to do business would also help.
What considerations should the City be concerned with in future commercial developments in Dublin ?: How
commercial developments will coincide with residential development. There is concern there are too many
residential developments compared to commercial development. Future commercial developments should add.
to the appeal and prestige of Dublin, as the preferred place to live, work and do business in the tri- valley.
What is the most important contribution you can make as a member of the Commercial Development Task
Force ?: As an 11 year resident of Dublin, I have seen the development and growth of the city. I have the
perspective of a resident who has lived through rapid growth and seen the affect it has on people's lives. I also
have the desire to see future developments that will enhance Dublin for all residents, new, old and future.
Finally, as a real estate professional in the area, I work with people who are directly affected by commercial
development. I can bring their views to the table as well.

in dublin for 30 +years. i have taken and completed the "inside dublin" course (fall 2013). i have resided in
dublin for 25 years. i am interested in participating and serving dublin's interests.

projects ?: scale and fit. identification of cost:reward function of different commercial models. enhancing and
protecting the "dublin" aspect in future endevours. i believe the historical center in west dublin is an excellent
example of a project, albeit not commercial, almost perfectly executed.
What, if anything, should be done to encourage commercial development in Dublin ?: affordable housing
coupled with excellence in school district performance. community amenities to encourage simultaneous
residency and employment.

projects ?: The fact that there is no clear plan in place, is very concerning to many residents. Also many of these
residents feel expectations that have been made, which attracted people to this area, are in danger of crumbling.

into more of a destination place, such as Walnut Creek's Broadway Shopping Area and Santana Row, in San
Jose. Dublin needs to look more desirable to both retail and foot traffic. More rent/lease incentives, more events

and long term outlook. Dublin does not need any more vacant commercial areas. We also need to look at

projects ?: We do not want over - development especially with new apartment housing. We would like a

parking situation to make more parking available, but we should also add perhaps free or low cost green
transportation on the weekends and perhaps expand that to the evenings. We should also offer short-term tax

Viability of the retailer. Is the retailer appropriate for the community. The lack of certain types of retailers, we

Dublin seminar series because I wanted to get involved in the city that I decided to retire in. The area of
Commercial development appeals to me because I sense that the City, after many initial successes, is in need of
a "mid course" correction. Many of the commercial and developmental successes have altered the problem and
the last 5 years of economic changes have also made a review appropriate.
What do you think are the major concerns of Dublin residents regarding future commercial development
projects ?: I think there are number of concerns, but generally I think we have an imbalance of "big box" and
smaller specialty stores by numbers; an imbalance by geographic location (the center of population is moving
east) and far too many of the smaller stores are difficult or dangerous to get to from the streets or totally
unappealing to go into.
What, if anything, should be done to encourage commercial development in Dublin ?: Many things. For small
businesses, they need better access from the streets, they need to be visible, and parking lot lighting and signage
need to be improved. Many small businesses look "old ", "dowdy ", "and tattered "; like they are in those last
stages before becoming a slum. Even some of the big box stores have uninviting parking lots and poor parking
lot lighting.
What considerations should the City be concerned with in future commercial developments in Dublin ?: In new
areas, influence the architecture (less gaudy and bizarre like) surround the anchor stores or destination stores
with complementary and convenience businesses. Make these areas attractive, coordinated and easy to locate
what shops are available. In older areas, revitalize the architecture; improve the lighting, parking and maybe
sponsor marketing and merchandising seminars for the owners. Offer free assessments of the "curb appeal" of
the older shops by some experts.

Force ?: Having recently retired from a successful career in holding a series senior management position in the
high tech industry, I think I can bring organizational and leadership skills, maturity, judgment and high personal

1. Why are you interested in serving on the Commercial Development Task Force?
Commercial development is the backbone to any city, producing important tax dollars for
city services and serving the needs of local residents. For the most part, I believe Dublin
has done a good job in its commercial mix, and in its housing mix, including higher density
housing near public transit. The development of the next 2 million square feet of
commercial space in the core area, plus 2 million square feet elsewhere in the city, will be
critical to the city's future for its residents, the Tri- Valley area and East Bay. It is a
remarkable and invigorating opportunity. As a 20+ year resident of Dublin — and I plan to
be here another 20 years — I'm invested in the city and believe my life and work
experiences would be beneficial to the task force. I have an open mind about commercial
development and I'm also a regional thinker. I would work to ensure plans reflect the
city's diversity, income range and infrastructure, including streets and potential traffic
congestion. When possible development should offer something unique to our city and
area and the mix should be intentional and sophisticated.
2. What is your knowledge of and experience in Planning and Zoning?
I spent 24 years as a reporter, editor, deputy managing editor and editorial page editor at
the San Jose Mercury News where I wrote or edited numerous articles on growth, jobs,
housing, transportation and business. I currently work for the Silicon Valley Leadership
Group which also plays an important role in growth issues throughout Silicon Valley. This
I think residents here want an improved mix of commercial offerings that would compete
better with some of the commercial areas in Pleasanton, San Ramon, etc. And that there
is a growing concern around traffic in the so- called core area, including entering and
leaving some of the shopping areas.
6. What, if anything, should be done to encourage commercial development in
Dublin?
I think the city has done a good job of working with commercial property owners to fill
space and create jobs. I'm not aware of any specific incentives that have been used in the
past couple of years, but I do believe that limited incentives can be helpful. There should
be a visible line in the sand between encouragements and ensuring the overall vision
remains intact. We all know that our regional economy often is cyclical, which means
plans should not be wildly changed because of a 2 -3 year economic hic -up. We should
ensure we're always thinking and visioning long term.
7. What considerations should the City be concerned with in future developments
in Dublin?
As mentioned above, traffic and housing. Commercial needs and traffic infrastructure
needs are different around high density corridors than around our more typical suburban
space. There needs to be an intentional flow to commercial use and a diverse mix.
S. How do you feel about making a decision for the overall good of the
community, but unpopular with some neighbors?
As mentioned above, I also think regionally and I think the city needs to, too. At least to
some degree. We aren't an island. I also understand that change is hard. Many residents
in cities throughout the region complain about the lack of affordable housing, but city
after city turns down development that would help with the problem. I believe in
substantiating with data, where possible, the long -term vision and goals to support
decisions. There also needs to be transparency in decision making and public education.
This sometimes takes more time, but unpopular decisions are more easily understood
when more people are part of the process.
9. What is the most important contribution you can make as a member of the
Commercial Development Task Force?
I would bring a journalist's mind to this process by looking at all sides, asking good
questions and helping to communicate the process and results. And, while I'm good with
details, my years as a manager of change in the newspaper business and at the
Leadership Group, also has trained me to stay focused on the big goal and the vision.
