Thompson, Public Works Director EXHIBITS ATTACHED: Resolution RECOMMENDATION: Adopt resolution accepting $150,000 from Alameda County Transportation Authority (ACTA) in 1-580/I-680 project local match credit for Dublin's agreement to fund potential future project roadway mitigations on Dublin Blvd., and committing to fund the current $116,760 local match shortfall. FINANCIAL STATEMENT: This action would accept $150,000 in 1-580/1-680 Interchange local match credit in exchange for Dublin's accepting the responsibility of making potentially needed mitigation improvements to Dublin Boulevard in the estimated amount of $300,000. The City would be committing $116,760 of the $150,000 credit toward the existing local project match shortfall with the expectation of recovering this $116,760 from the proposed Tri-Valley Regional Transportation Fee. DESCRIPTION: The Alameda County Transportation Authority (ACTA) has prepared an environmental document for the proposed 1-580/1-680 flyover project. In that document, two potential roadway mitigations were identified on Dublin Boulevard due to increased traffic to and from the new ramps into downtown Dublin. One of these improvements is the potential need for an additional right turn lane from eastbound Dublin Boulevard to southbound Village Parkway, which leads to a northbound on-ramp for 1-680. The other is the need for a second left turn lane from westbound Dublin Boulevard to southbound Amador Plaza Road, which leads to a southbound on-ramp for 1-680. These improvements will be needed if and when the West Dublin BART station opens at the south end of Golden Gate Drive. It is proposed that ACTA would allow Dublin $150,000 in credit toward Dublin's local match in exchange for Dublin's taking on the responsibility for the potential future improvements. g:\agen tnisc\actncrdt COPIES TO: Vince Harris, ACTA ITEM NO. 8,1 As a second related item, it is proposed that Dublin take on the responsibility of the remaining 1-580/I-680 flyover pr~0ject local match shortfall. This shortfall is in the amount of $116,760 and would be taken out of the additional $150,000 local match credit. It is Staff's recommendation that if the local jurisdictions approve a regional transportation fee being developed by the Th-Valley Transportation Council, the City would be repaid out of the fee pool. Staff feels that the proposal is reasonable and recommends that the City Council adopt the resolution accepting $150,000 from ACTA in 1-580/I-680 project local match credit for Dublin's agreement to fund potential future project roadway mitigations on Dublin Blvd., and committing to fund the current $116,760 local match shortfall. ' Page 2 RESOLUTION NO. - 96 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ACCEPTING $150,000 FROM ALAMEDA COUNTY TRANSPORTATION AUTHORITY (ACTA) IN 1-580/I-680 PROJECT LOCAL MATCH CREDIT FOR DUBLIN'S AGREEMENT TO FUND POTENTIAL FUTURE PROJECT ROADWAY MITIGATIONS ON DUBLIN BOULEVARD, AND COMMITTING TO FUND THE CURRENT $116,760 LOCAL MATCH SHORTFALL WHEREAS, the Alameda County Transportation Authority (ACTA) is proposing to construct an 1-580/I-680 Flyover Project, which includes new ramps to and from downtown Dublin; and WHEREAS, the project is funded through the Measure "B" half-cent sales tax and through local matching monies; and WHEREAS, the environmental document for the project has identified two potentially needed mitigations to Dublin Boulevard in the vicinity of the project; and WHEREAS, these mitigations are an additional eastbound fight-mm lane at Village Parkway, and an additional westbound left-turn lane at Amador Plaza Road; and WHEREAS, there presently exists a local project match shortfall of $116,760; and WHEREAS, the Th-Valley Transportation Council is in the process of developing a Regional Traffic Impact Fee which would include an 1-580/1-680 Project component, NOW, THEREFORE, BE IT RESOLVED that the City of Dublin does hereby accept $150,000 in local match credit from ACTA toward the 1-580/I-680 Project in exchange for accepting the responsibility for constructing the potential mitigation projects; and BE IT FURTHER RESOLVED that the City of Dublin commits to funding the current local match shortfall of$116,760 through the use of a portion of the $150,000 credit, and that should a Regional Traffic Impact Fee be developed, the City of Dublin will receive reimbursement from this Fee for the additional local match commitment. -I- PASSED, APPROVED AND ADOPTED this 19th day of November, 1996.
