The City Council will consider approval of the minutes of the March 18, 2014 Regular City
Council meeting, and the March 19, 2014 Special City Council meeting.

CLOSED SESSION
A closed session was held at 6:30 p.m., regarding:
CONFERENCE WITH LEGAL COUNSEL--ANTICIPATED LITIGATION
Initiation of litigation pursuant to paragraph (4) of subdivision (d) of Section 54956.9: 1 Case
A regular meeting of the Dublin City Council was held on Tuesday, March 18, 2014, in the City
Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:02 p.m., by
Mayor Sbranti.

PRESENT: Councilmembers Biddle, Gupta, Hart, Haubert, and Mayor Sbranti
ABSENT: None
PLEDGE OF ALLEGIANCE
The pledge of allegiance to the flag was recited by the City Council, Staff and those present.

Mayor Sbranti stated there was no reportable action during Closed Session.

Certificate of Recognition for Joshua Routh, School of Imagination Volunteer

The City Council presented the Certificate of Recognition to Joshua Routh, a School of
Imagination Volunteer.
Approval of the 2014 Alameda County
Transportation Expenditure Plan and Recommendation for the
Board of Supervisors to Place a 30-Year Extension and Augmentation
of the Existing Transportation Sales Tax on the November 4, 2014 General Election Ballot

On motion of Cm. Hart, seconded by Vm. Biddle and by unanimous vote, the City Council
adopted
RESOLUTION NO. 25 - 14
APPROVING THE 2014 ALAMEDA COUNTY TRANSPORTATION EXPENDITURE PLAN
and requested the Alameda County Board of Supervisors place the reauthorization and
augmentation of Measure B, to fund the Plan, on the November 4, 2014 ballot.

City of Dublin Drought Efforts and Local State of Emergency

On motion of Vm. Biddle, seconded by Cm. Hart and by unanimous vote, the City Council
directed Staff to implement the short-term water conservation measures listed within the report,
and adopted
RESOLUTION NO. 26 - 14
PROCLAMATION OF A LOCAL STATE OF EMERGENCY DUE TO EXTREME DROUGHT
CONDITIONS
and directed Staff to produce a press release regarding the City’s declaration of a State of
Emergency; and provided related tips and City actions on the City’s website.

Operations of the Dublin Library.

confirmed the appointment of the Commercial Development Task Force members:
Kerrie Chabot, Steve Lockhart, Todd Padnos, Prashant Ravani, Bill Schaub, Melissa Sladden,
Renata Tyler, Stephen Wright, Janine Thalblum, Sulayman Bimar, Bob Costa, and Jim LeQuin;
and requested the Task Force take notes during the meetings.

Potential Health and Fitness Initiatives

On motion of Cm. Hart, seconded by Mayor Sbranti and by majority vote (Vm. Biddle voting no),
the City Council, directed Staff to pursue the three initiatives, outlined in the Staff Report, for
the 14-15 budget; enhance the Live Healthy page; hold a follow up meeting with the roundtable
participants; and directed Staff to return with a program which would include $25,000 to offer a
50/50 match for City businesses to purchase defibrillators.

MINUTES OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
SPECIAL MEETING – MARCH 19, 2014
A special meeting of the Dublin City Council was held on Wednesday, March 19, 2014, in the
City Council Chambers of the Dublin Civic Center. The meeting was called to order at
6:06 p.m., by Mayor Sbranti.
1. Roll Call & Pledge of Alllegiance
PRESENT: Councilmembers Biddle, Gupta, Haubert, and Mayor Sbranti
ABSENT: Cm. Hart
The pledge of allegiance to the flag was recited by the City Council, Staff and those present.
2. Public Comments

No comments were made by any member of the public at this time.
3. Preliminary FY 2014-15 and FY 2015-16 Budget,
And Updated Five-Year General Fund Forecast
6:07 p.m.
Cm. Hart arrived at 7:00 p.m.
By consensus, the City Council requested Staff take a look at cost containment in regard to
contracts with Police, Fire, MCE, and also consider Staff reorganization.
On motion of Cm. Gupta, seconded by Vm. Biddle and by unanimous vote, the City Council
approved:
Designation of General Fund set aside for: Cemetery Expansion and Renovation - $1.6
mil in current yr; $2.1 mil in 14-15; Emerald Glen Aquatic Center - $1.5 mil in current yr;
Shannon Center Parking lot Improvement - $775,000 in current yr;
Changes to the preliminary 2014-15 and 2015-16 budget in its current form; Staff
research of possible new revenue streams.

Additions to the budget:
Vm. Biddle requested that Staff evaluate additional hours (2 hours) to the Library. Cm. Hart
formally requested $25,000 for a defibrillator program with Staff to bring back a formal
program at a later date.
On motion of Mayor Sbranti, seconded by Cm. Hart, and by unanimous vote, the City
Council directed Staff to bring back a report on utilizing $1 million of money designated for
the Downtown
4. Adjournment
There being no further business to come before the City Council, the meeting was
adjourned at 8:33 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
