Ambro• = City Clerk 8 1 RESOLUTION NO. 15 -82 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING RESOLUTION 5-82 REGARDING RULES FOR THE CONDUCT OF MEETINGS WHEREAS, on February 1, 1982, the City Council adopted Resolution No. 5-82 establishing rules for the conduct of meetings , and WHEREAS, the Murray School District has requested that the Council change the days of its regular meetings so they will not be held on the same days as meetings of the Murray School District Board of Trustees ; NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin amends Section 1 of Resolution 5-82 as follows : 1. REGULAR MEETINGS. (a) Time. Regular meetings of the City Council shall be held on the second and fourth Monday of each month at the hour of 7:30 p.m. Whenever the day fixed for any regular meeting of the Council falls upon a day designated as a holiday, such meeting will be held at the same hour on the next succeeding day not ' a holiday. (b) Place. All regular meetings of the Council shall be held in the place designated by ordinance. (c) Public. All meetings of the Council shall be open to the public; provided, however, the City Council may hold closed sessions as provided by the laws of the State of California. BE IT FURTHER RESOLVED that this Resolution will take effect so that the next regular meeting after April 5, 1982 will take place April 26, 1982. Cit/Clerk • Cam- T ORDINANCE NO. 2 AN ORDINANCE OF THE CITY OF DUBLIN DESIGNATING THE PLACE OF REGULAR CITY COUNCIL MEETINGS The City Council of the City of Dublin does ordain as follows: SECTION 1 . The City Council will hold all regular meetings at the . Dublin Library, located at 7606 Amador Valley Boulevard in the City of Dublin. SECTION 2. If the regular meeting place is unable to accommodate the number of persons in attendance, the Council may recess the meeting to another place. If the Council anticipates the regular meeting place will be inadequate, the Council , or the Mayor in the event of an emergency, may order that the meeting be held in another place. SECTION 3. This ordinance shall take effect immediately as an urgency ordinance. The urgency is because of the following facts: A. The City of Dublin was incorporated February 1 , 1982; B. Section 36808 of the Government Code requires the City Council to designate a Council meeting place by ordinance; C. It is necessary to designate a meeting place immediately so the City Council may take actions for the immediate preservation of the public peace, health and welfare of the City's residents. NOES: None ABSENT: None A-44 MAYOV J CITY CL RESOLUTION NO . 11- 86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPOINTING THE FIRST CHAIRPERSON OF THE DUBLIN HOUSING AUTHORITY WHEREAS , the City Council of the City of Dublin established the Dublin Housing Authority and appointed the members of the City Council to be the Commissioners of the Dublin Housing Authority; and WHEREAS , it is necessary and desirable for the City Council to appoint the first Chairperson of the Dublin Housing Authority. NOW, THEREFORE, BE IT RESOLVED that Peter W. Snyder is appointed to serve as the first Chairperson of the Dublin Housing Authority; and BE IT FURTHER RESOLVED that this resolution shall be effective immediately. The meeting was called to order at 7: 34 o ' clock p.m. , by the Mayor of the City of Dublin and on the roll call the following members of the City Council were found to be present : Present : Councilmembers Hegarty, Jeffery, Moffatt , Vonheeder and Mayor Snyder Absent : None Resolution No . 11-86, "Appointing the First Chairperson of the Dublin Housing Authority" , was introduced by Cm. Moffatt , who moved its adoption. The motion to adopt said Resolution was seconded by Cm. Vonheeder, and upon roll call the following voted : AYES : Councilmembers Hegarty, Jeffery , Moffatt , Vonheeder and Mayor Snyder NOES : None ABSENT: None Thereupon, the Mayor declared said Resolution duly adopted and passed. The staff presentation noted that two ( 2) tenant comissioners need to be appointed by the City Council . The tenant commissioners shall be tenants of the Dublin Housing Authority and one shall be over 62 years of age if the Authority has tenants of such age. The Dublin Housing Authority must make said appointments within one year from the date that the Housing Authority has tenants . It being determined that the office of Secretary should not be permanently filled for the present , it was decided to select Richard C. Ambrose , the City Clerk, to serve as Secretary in a temporary capacity, without compensation other than for necessary expenses . Resolution No . 12-86 "Appointing a Temporary Secretary and Executive Director of the Dublin Housing Authority" , was introduced by Cm. Jeffery, who moved its adoption. The motion to adopt said Resolution was seconded by Cm. Vonheeder and upon roll call the following voted : AYES : Councilmembers Hegarty, Jeffery, Moffatt , Vonheeder and Mayor Snyder NOES : None ABSENT: None Thereupon, the Mayor declared said Resolution duly adopted and Richard C . Ambrose appointed to the office of Temporary Secretary and Executive Director of the Authority.
