SUBJECT Telephone and Data Cabling and Paging System Award
EXHIBITS ATTACHED Financial Overview of Cabling System Bids; Excerpt of
TRANSPAC Proposal
RECOMMENDATION Authorize Staff to execute an agreement with TRANSPAC
based on the proposal and not to exceed $37, 450 .
FINANCIAL STATEMENT: The total cost of the low bidder is $37, 450 . Funds
are included as part of the Civic Center Furnishings
and Equipment Budget.
DESCRIPTION As part of the Telecommunications proposal process, a
separate proposal was issued for cabling. This included both telephone and
data cabling. In addition, a small paging system was included for the
Police Facility.
On March 1 , 1989, the City received a total of 5 proposals. The costs
ranged from $37, 450 to $68, 502 . The consultant (CSD) , has reviewed the
proposals . He has also checked the references of TRANSPAC, the apparent low
bidder. The references were acceptable and the pricing is very competitive.
The Consultant is also satisfied that TRANSPAC understands the scope of work
required.
As the City needs to allow the Contractor to proceed with ordering of
materials, Staff requests that the City Council authorize the City Manager
to execute an agreement based on the proposal from TRANSPAC. The agreement
shall not exceed $37, 450 .

EXECUTIVE SUMMARY
Transpac is a licensed General and Electrical Contractor special-
izing in communication installations with network capability in
both small and large multi-task voice and data systems utilizing
twisted pair as well as coax for System 36 cabling systems.
A few of these systems, either in progress or recently completed,
include 600 IBM Token Ring installations for Bank of America, a
230 station twisted pair (IBM Cabling System) voice and data for
Southern Wine and Spirits, 300 station multi-media twisted pair,
coax, and composite fiber system for Security Pacific National
Bank and a six media (twisted pair,' Apple-Talk, token ring,
broadband, fiber and coax) network connecting to a CRAY 2 re-
search computer for NASA AMES research space vehicle design
facility. Additional project references (with expanded descrip-
tions) are included -herein. (See SECTION VIII, REFERENCE LIST)
Transpac has had offices located in Pleasanton, Agoura Hills and
Carlsbad for over nine years and recently has opened additional
offices in Sherman Oaks and Santa Ana.
Transpac has the experience and staff to complete this project
well within your move-in date while working closely with the on-
site building contractors to coordinate the installation during
the phased interior improvements and modular workstation furni-
ture installation and assembly.

OVERVIEW
Transpac, after thorough review of the RFP, set of communication
plans, addendum and meeting with CSD, interprets the intent of
the design as specified to be as follows:
The City of Dublin requires voice and data cabling networks
including a paging system to be installed to provide adequate
distribution for all current and future needs.
VOICE
The voice cabling system will originate on 66M150 terminating
field in the telephone room located -on the first floor of the
Police facility with tie cable routed to eleven satellite pull
boxes located on both floors in both buildings. The tie cables
are to be routed in customer provided conduits to the satellite
pull boxes and will terminate on 66M150- blocks. Adequate cable
pairs are to be provided with an approximate additional 25% of
cable pairs for future needs.
From the satellite closets 4 pair plenum rated cable is to be
routed and terminated to approximately 85 dual RJ45 wall plates
(voice and data) , 18 dual RJ45 modular jack assemblies (voice and
data) , and 30 single RJ45 wall plates (voice) . All wall plate and
modular jack assemblies are to be insulation displacement type.
All voice pairs are to be tested for continuity and correct
polarity.

Labeled punch blocks are to indicate each wired position using
indelable ink. All wall plates and modular jack assemblies are to
be labeled with IBM type silver labels. A labeling scheme is to
be developed with the City's approval.
DATA
The data cabling system will originate on AT&T 110 block termi-
nating field on a customer provided backboard in the second floor
computer room (C235) located in the administration building. A
tie cable with adequate cable pairs for all data distribution is
to be routed from the 110 terminating field in customer provided
conduit and terminate on 66M150 terminating field on customer
provided backboard in the telephone room. Additional tie cables
originating from the 66M150 terminating field in the telephone
room are to be routed in customer provided conduit to ten satel-
lite pull boxes and are to terminate on 66M150 blocks. The pull
box located in the tenant space (TBC-2A) is not being wired for
data. The pull box located a few feet from the main telephone
room TPB-1A due to its close proximity to the telephone room is
not to have a tie cable.
From the satellite pull boxes 4 pair plenum rated cable is to be
routed and terminated to approximately 85 dual RJ45 wall plates
(voice and data) and 18 dual RJ45 modular jack assemblies (voice
and data) to be located in the modular furniture systems.
In room C235 (2) seven position twinax modular converter boxes
are to be mounted on customer provided backboard and (2) twinax
baluns are to be installed on two System 36 ports. Two twinax
jumpers are to be installed from two System 36 ports to the two
converter boxes. Sixteen RJ45 to 110 hardware jumpers are to be
installed from the converter boxes and baluns to the 110 blocks.
Two RJ45 to 110 hardware jumpers are to be installed from the two
System 36 baluns to the 110 blocks.
Sixteen twinax baluns and sixteen RJ45 to RJ45 jumpers are to be
installed at sixteen selected data positions.
All data and voice cable pairs are to be tested for continuity
and polarity.
Labeled 66M150 blocks are to indicate each wired position using
indelable ink. Designation strips for the 110 hardware are to be
typed indicating each wired positon. All wall plates and modular
jack assemblies are to be labeled with IBM type silver labels. A
labeling is to be developed with the City's approval.

PAGING
A 100 watt amplifier is to be installed in the telephone room.
Thirteen flush mount (volume control) speakers are to be
installed in 12" x 12" concealed spline ceiling tiles. Speakers
are to be properly supported and seismic braced.
A single pair plenum rated speaker wire is to be installed from
the amp to each of the two zoned sets of speakers.
