At that time, the City Council approved the use of Scarlett Court as an interim bypass for the westbound offramp to facilitate the new offramp configuration, subject to development of a provisional parking lot to replace the on-street parking on Scarlett Court that will be temporarily eliminated during this phase of .construction. F1ynn, Vice President/~ Background Information for Dublin City Council Meeting on June 23, 1986 regarding Scarlett Court About a year.ago, the City of Dublin approved for temporary use, realignment of the westbound 1-580 off-ramp onto Scarlett Court. This realignment is necessary to reconstruct the Hopyard Road/580 interchange improvements which are now under way. Prior to implementing this realigned off-ramp, the City requested a more soecific timeframe on when this will occur and discussion with the business owners fronting Scarlett Court that we impacted by the realigned off-ramp. Oliver De Silva, the general contractor constructing the interchange project, is scheduling the closure-of the existing off-ramp and rerouting of off-ramp traffic to Scarlett Court for the end of July. The sketch showing the realigned off-ramp is shown on the attached map. Due tc the high volume of off-ramp traffic it is necessary to re-strip Scarlett Court to allow three lanes of traffic, two northbound and one southbound. Adding a third traffic lane requires the removal of parking cn the east side of Scar!err Court. To mitigate and help the businesses adequately maintain parking for their employees and patrons, a temporary parking lot will be constructed as shown on the attached map, which will accommodate approximately 24 vehicles. The original plans for the realigned off-ramp required removal of parking on both sides of Scar!err Court. Recently, the City Engineer, Ty Tekawa of TJKM and the City of Pleasanton's Freeway Project Manager, Pat Flynn of Smith, Gray and Company, reviewed the situation in the field and all agreed that with narrower traffic lanes on Scarlett Court during this interim period, parking will only have to be removed on the east side, There are approximately 24 parking stalls that will be removed on the east side~ which corresponds to the number of stalls provided in the temporary parking lot. As mentioned, the interchange contractor is planning to construct the new temporary off-ramp and remove the existing off-ramp by the end of July. There will be a period of approximately one week when the new cfr-ramp will be in operation with parking removed on Scarlett Court at the same time the new temporary parking lot will be under construction. This is because the temporary parking lot cannot be constructed until the existing off-ramp is closed. The realigned off-ramp to Scarlett Court will be in operation for approximately 10 months, during which time the interchange contractor will reconstruct all on-ramps and off- ramps to new configuration on both sides of the freeway, install 700 Ygnacio Valley Road, Suite 320 Walnut Creek, California 94596-3822 (415) 947-1966 permanent traffic signals for off-ramp traffic onto Hopyard Road and begin construction of the new overpass bridge. Construction of a temporary realigned off-ramp, is also being done on the other side of the freeway in the City of P!easanton, by realigning the eastbound I-§80 off-ramp down Johnson Drive. Both of these realigned off-ramps will minimize the traffic congestion during construction and allow the contractor to construct the interchange improvements much faster. It is estimated that without these realigned temporary off-ramps, the construction of the interchange would take another 3 to 4 months to complete, due to all the additional stages of construction that would be necessary while trying to detour off-ramp traffic around the construction area.
